We recently received a letter from Linda Moschetti regarding your denial of the request to a
Right -of -Way Use Permit at 601 Jefferson Ave. NE, Renton, WA. Enclosed is the filing fee for
the appeal, as well as supporting documentation/signatures from several neighbors in the area.
It was stated in the letter that "Granting this right-of-way use would contradict the City's goals
and policies promoting neighborhood connectivity" and "This current pedestrian access provides
the opportunity for neighborhood connection with the Highlands Neighborhood Center, The
Highlands Library, various schools, and other amenities" were the reasons for denial. My
neighbors and I agree that both of these statements would be amazing if this is what that
pedestrian access would be primarily used for, which it is obviously not.
None of us would object to the passageway remaining open, if it were used as a "pedestrian"
walkway. We would love to see decent citizens of the city of Renton using this walk way to
utilize the "amenities" you speak of. Unfortunately, this walkway is in no way, shape or form, a
path to the Highlands library. While Renton Technical College lies on the next street, you cannot
access it from behind the structure (where the walkway would lead you). You must access the
school from the south east of our neighborhood on 0 & Jefferson, or from a different route all
together. In addition to this, I and my neighbors have never heard of, nor seen the Neighborhood
Center, so it obviously does not lie on our street. Please also know that none of us feels like that
pathway is a safe method of going to another neighborhood. We feel that the second statement in
our denial letter is completely unproven and un-researched.
As stated before, if this walkway was primarily utilized by decent citizens, we would not be
requesting this permit. Currently, most of the households on the street where 601 Jefferson Ave.
NE resides have all been affected by the city allowing these unmonitored walkways to be policed
by us, the residents. On numerous occasions, we have witnessed teens drinking, yelling, and
being hostile toward us as the residents. They tell us it's the city's property, and they have a right
to be there. They ride unlicensed quads and motorbikes through the walkway and tear around the
neighborhood. They park cars and throw trash all over in the walkway. We have found broken
bottles, drug paraphernalia, and chicken bones in our back yards (no doubt meant for our animals
to find). On the rare occasions that we've stood up for ourselves and said something to them, our
cars have been vandalized, fences vandalized, cars broken into, and now we are feeling somewhat
like prisoners in our own homes. Our neighbor Lucy's car was stolen, and the kids that stole it
lived right through the walkway, and they no doubt got into our neighborhood at night, through
the unlit, un-patrolled walkway. We woke up twice to find our fence was vandalized. Last week
our neighbors Paulette & Tony were woken to the sound of people laughing in the walkway —
they called police, and the police found that an abandoned stolen vehicle was parked right in front
of the walkway. You see, the normal citizens of Renton don't dare walk down that path —it's
known as a gang hangout and not a safe place to be. The kids know that its rare for police to
patrol, and we all know that it is remote enough for children to put themselves (and us) in danger
and unless police are patrolling it every 10 minutes, there is no way to monitor it. Sadly, when we
do call the police, often times the people are gone by the time they show up. The simple solution
to this is building a fence, so that delinquent juveniles or adults must use LIGHTED,
PATROLLED, public sidewalks.
While we all understand and wholeheartedly agree with the city having an open neighborhood
policy, this walkway is clearly not being used for the purpose intended. It's being used primarily
for illegal behavior. We would hope that one of the city's main concerns would be to make it
harder for crimes to be committed.
This Right -of -Way permit isn't being requested to add "additional single-family yard" area.....
it's to simply block off the access to criminal activity, which is getting increasingly worse (I had
to call the police yesterday 3/29/07 for this exact reason). The most disappointing thing in
denying our request is that the city is seemingly disregarding and ignoring the fact that honest,
hard-working homeowners are witness on a weekly basis of children endangering themselves and
others. There should be no tolerance for that type of behavior, and it would seem that a city would
do anything in its power to keep the good citizens, and make it very hard for bad citizens to
continue to cause trouble. In fact, it was the police who originally gave us the idea of seeking out
this permit they informed us that the walkway in question was difficult to monitor due to only 2
officers patrolling our area. They also told us it was originally put in place as an access to the bus
main, which has vastly improved in Renton, making the original intended purpose for this
walkway obsolete. Attached is a list of people on our block that are in mutual agreement that this
walkway has attracted too much negative attention to remain open. If they have chosen to prepare
a letter, that too, is attached.

On March 16, 2007, the Development Services Director denied your request for a
Right -of -Way Use Permit to use a portion of the right-of-way (pedestrian access) as additional
single-family yard area. This decision was trade based on the following criteria:
1. Granting this right-of-way use would contradict the City's goals and policies promoting
neighborhood connectivity.
2. This current pedestrian access provides the opportunity for neighborhood connection with
the Highlands Neighborhood Center, the Highlands Library, various schools, and other
amenities.
According to City code, you have 15 days from today's date to appeal the administrative
determination. Appeals are to be filed in writing, with the City Clerk and require a filing fee in
the amount of $75.00. Additional information regarding the appeal process may be obtained from
the Renton City Clerk's office by calling (425) 430-6510.

Dear Mr. Watts,
I am responding to the denial for the request of a Right -of Way Use Permit that
would be set in place between 567 and 601 Jefferson Ave. N.E, Renton. The
neighbors of Jefferson applied for this permit in an effort to regain a standard
level of safety and sense of security. Our neighborhood has experienced an
increased level of crime and vandalism that has left neighbors feeling vulnerable
and unsafe. Each home surrounding the pass through has been affected in the
following way; 566 vehicle stolen, 567 garage burglarized; 601 graffiti and
vandalism; 613 vehicle window broken; the remaining neighbors are fearful and
discouraged.

The neighbors of Jefferson Ave. N.E. have fallen victim to the high level of crime
that exists in Renton. We are asking that we fall victim no more by granting us
the permit to build a fence that would allow us to protect ourselves, our families
and our belongings. This blockade would prevent the current unwanted foot
traffic that is conducting crime in the area in which we live from entering.
