Donna: You will want to speak with Fred Kaufman's secretary and inform her
that you have communicated with me and that the City concurs with a
continuance of at least 60 days. So you know, Fred is going on vacation
sometime later this summer and the hearing date may have to be adjusted to
fit his schedule and that may result in the hearing being set over beyond 60
days. If so, it would seem reasonable taking into account Pam's intention
to sell her property. It is not the City's intent to place any reasonable
obstacles in her path. The City just wants the property brought into
compliance. Let me know if you have any problems. Thanks.

spoke with Pam this morning and she wants a 60 day extension on the
property. She asked if I could grant that or if she needed to go through the
Hearing Examiner. I advised her that she would need to appeal the time frame
to the Hearing Examiner & she said ok. I am meeting with her real estate
agent & some prospective buyers on Thursday at 1:30 p.m. so they can view
the inside of the house.

WARRANT UPON THE PROPERTY OWNER, PAMELA G. MEYERS.
REPRESENTATIVES, EMPLOYEES AND AGENTS OF THE CITY OF RENTON
POLICE DEPARTMENT, BUILDING OFFICIAL, ELECTRICAL AND CODE
COMPLIANCE INSPECTORS, THEN INSPECTED THE BUILDING AT 721 SW
LANGSTON ROAD IN RENTON, KING COUNTY, WASHINGTON AND FOUND THE
FOLLOWING CODE VIOLATIONS IN THE ABOVE REFERENCED BUILDING:
VIOLATIONS:
1. WATER CLOSET, LAVATORY, BATHTUB OR SHOWER -THE BUILDING
OFFICIAL ATTEMPTED TO TURN ON THE WATER TAP IN THE BATHROOM SINK
AND FOUND NO WATER. THERE WERE BUCKETS OF DARK GRAY COLORED
WATER AND GRAY WATER IN THE BATH TUB PER POLICE OFFICER DREHER.
OFFICER DREHER COULD NOT SEE A WATER CLOSET (TOILET) AS THERE WAS
TOO MUCH DEBRIS IN THE BATHROOM.
2. KITCHEN SINK THE BUILDING OFFICIAL COULD NOT SEETHE KITCHEN SINK
AS THERE WAS SO MUCH DEBRIS IN THE WAY THAT IT WAS NOT VIS BLE..
OFFICER DREHER NOTED THAT GARBAGEWAS PILEDHIGHER THAN THE
COUNTER AND ONE WOULD HAVE TO STAND ON'THE-TRASH TO ACCESS THE
SINK.
3. HOT AND COLD RUNNING WATER TO PLUMBING FIXTURES- THE BUILDING
OFFICIAL ATTEMPTED TO TURN ON THE WATER TAP IN .THE BATHROOM SINK.
AND FOUND NO WATER.
4. HEATING FACILITIES -UNIFORM HOUSING CODE SECTION 701.1 STATES
THAT A DWELLING SHALL BE PROVIDED WITH HEATING FACILITIES CAPABLE
OF MAINTAINING A ROOM TEMPERATURE OF 70 DEGREES FAHRENHEIT AT A
POINT THREE FEET ABOVE THE FLOOR IN ALL HABITABLE ROOMS. A SMALL
ELECTRICAL HEATER WAS FOUND IN MS. MEYER'S LIVING ROOM THAT IS NOT
CAPABLE OF HEATING ALL HABITABLE ROOMS IN THE DWELLING. NO OTHER
HEATING EQUIPMENT WAS VISIBLE.
5. ELECTRICAL LIGHTING -ELECTRICAL POWER TO THE DWELLING UNIT WAS
FOUND TO COME FROM AN EXTENSION CORD THAT EXTENDED FROM THE
GARAGE BUILDING OUT -BUILDING. IT WAS IMPOSSIBLE FOR THE ELECTRICAL
INSPECTOR TO INSPECT THE ELECTRICAL PANEL OR OUTLETS AS THEY WERE
OBSTRUCTED BY GARBAGE AND DEBRIS THAT HAD BEEN PILED UP IN THE.
RESIDENCE. THE ELECTRICAL INSPECTOR DID VERIFY THAT THE TELEVISION
WAS THE ONLY ITEM USING POWER IN THE DWELLING BY UNPLUGGING THE
TELEVISION AND INSPECTING THE ELECTRICAL SERVICE METER.
6. DAMPNESS OF HABITABLE ROOMS -THE BUILDING OFFICIAL NOTED THAT
THERE WAS GARBAGE AND WET DEBRIS THROUGHOUT THE HOUSE, IN SOME
PLACES FOUR FEET HIGH.
7. RODENT INFESTATION -POLICE OFFICERS ENTERING THE DWELLING
OBSERVED AT THREE LARGE RATS. WHEN THE CODE COMPLIANCE
INSPECTOR WAS OUTSIDE TALKING TO SOME NEIGHBORS, A NEIGHBOR
POINTED OUT A RAT MOVING ACROSS THE WINDOW SILL INSIDE OF THE
DWELLING.
8. GARBAGE OR RUBBISH STORAGE AND REMOVAL -GARBAGE WAS STORED
INSIDE AND THROUGHOUT THE DWELLING. SO MUCH GARBAGE WAS STORED
INSIDE THE RESIDENCE THAT ACCESS TO THE BACK OF THE DWELLING WAS
NOT POSSIBLE, PER THE POLICE OFFICERS AND THE BUILDING OFFICIAL. NO
OUTSIDE GARBAGE CANS OR STORAGE WAS .OBSERVED ON THE PREMISES.
9. POSSIBLE STRUCTURAL DAMAGE -THE BUILDING OFFICIAL REQUIRES
FURTHER INSPECTION FOR'STRUCTURAL DAMAGE TO THE FLOOR, AS THE
AMOUNT AND WEIGHT OF WET GARBAGE. FOUND .IN THE RESIDENCE MAY
HAVE CAUSED STRUCTURAL DAMAGE, RENDERING" THE SUBSTANDARD AND
UNSAFE FOR HABITATION,
AT 1:15 P.M. ON THURSDAY JU;NE 19, 2008, THE CITY OF RENTON CODE
COMPLIANCE INSPECTOR POSTED THIS BUILDING, TO WIT: IT MUST NOT BE
OCCUPIED DUE TO VIOLATIONS OF THE UNIFORM HOUSING CODE. ALL
VIOLATIONS MUST BE CORRECTED AND THE CITY. MUST INSPECT THE ABOVE
REFERENCED RESIDENTIAL BUILDING PRIOR TO OCCUPANCY OF THIS
BUILDING.
ACTION REQUIRED:
WITHIN THIRTY (30) DAYS OFJULY 17, 2008, THE ABOVE REFERENCED
SUBSTANDARD DWELLING SHALL BE ABATED BY REPAIR, REHABILITATION,
DEMOLITION AND REMOVAL.
THE PROPERTY OWNER OR THE OWNER'S LICENSED CONTRACTOR(S) MUST
OBTAIN PERMITS ALL APPLICABLE PERMITS TO REPAIR THE VIOLATIONS
LISTED ABOVE THAT RENDER THE DWELLING AT 721 SIN LANGSTON ROAD,
RENTON, KING COUNTY, WASHINGTON UNFIT FOR OCCUPANCY.
CORRECTIONS REQUIRED:
A) RODENT CONTROL MEASURES SHALL BE TAKEN BY A LICENSED PEST
EXTERMINATOR, TO RID THE DWELLING OF ALL RODENT INFESTATION.
B) ALL GARBAGE, TRASH, WASTE AND DEBRIS SHALL BE REMOVED FROM
THE RESIDENTIAL BUILDING AND PROPERLY DISPOSED OF BY THE
CITY'S CONTRACTED WASTE DISPOSAL COMPANY.
C) THE RESIDENTIAL BUILDING AND GARAGE MUST BE EVALUATED BY CITY
OF RENTON BUILDING, ELECTRICAL AND CODE COMPLIANCE
INSPECTORS FOR STRUCTURAL DAMAGE.
D) THE INTERIOR OF THE RESIDENTIAL BUILDING SHALL BE THOROUGHLY
CLEANED AND SANITIZED.
E) VIOLATION ITEMS NUMBERS 1 THROUGH 8, LISTED ABOVE,. SHALL BE
REPAIRED.
F) VEGETATION THAT MAY PROVIDE RODENT OR VERMIN HABITAT SHALL
BE REMOVED FROM THE PROPERTY AS REQUIRED BY THE CITY'S CODE
COMPLIANCE INSPECTORS.
ONCE THE REPAIRS AND CORRECTIONS LISTED ABOVE HAVE BEEN
COMPLETED, CONTACT THE CITY OF RENTON-CODE COMPLIANCE
INSPECTOR, DONNA LOCHER, AT 425-430-7438 TO ARRANGE FOR
INSPECTIONS. DO NOT COVER ANY OF THE REPAIRS SO -THAT THE
INSPECTORS MAY VIEW THE COMPLETED REPAIRS. IN THE EVENT THAT

This property has been in code compliance for many years. I'm sure you are familiar with Pam, and something needs to be
done.
I believe the house has plumbing problems. I have seen her throw water (sewage?) out her bathroom window on many
occasions. I also believe there are electrical problems (rats chewing thru the wires?)
Noxious weeds (Blackberry) are overtaking her property and encroaching on my property,
Shed/garage in back is open to pests and other varmin and is a hazard.

Hi Terry,
Pam left the PO Box number on my machine this morning. If she is serious about selling she should talk to her
neighbor as he would buy it. I've talked with Suzanne Kenyon of Aging & Disability Services who is trying to get her
some legal help as she has hearing scheduled for Wednesday July 23rd at 1:00 p.m. here at city hall. Suzanne has a
copy of the notice we sent here with all the corrections that need to be made to the house. I'll forward a copy of your
email to Suzanne. Should I let the neighbor know that she is willing to sell?
I've attached a copy of the notice for you if you need. I wilt also send a copy to the post office box.

I just got off the phone with Pam Meyers. She said that no one in the City has been in contact with her regarding what
is happening. She is waiting to find out what to do. She said she got something from Donna Lochner and she will try to
do what the City wants her to do. She said that the City said that she has no water and that is ridiculous - and that she
was dumping awful stuff out the window, and that it was just water - and they should have it tested. She said she is
getting old and doesn't want to deal with all this silliness. She is looking for other housing and wants my help.
I told her that she should contact her APS caseworker.
She has a PO box that City mail can go to - it is PO Box 1874, Renton, WA 98057. Phone 360-886-1172. She is still
living with friend in Black Diamond.
She did say she is willing to sell her house for $274,000. Doesn't want to live there anymore.
I have not heard from anyone in Police as to what I can say/not say to Pam.

In the past, as the owner of record of King County parcel number 214370-0375-06, you deferred
property taxes under the provisions of chapter 84.38 RCW. The State of Washington paid those
amounts on your behalf.
The deferral program requires repayment of the property taxes when you move, or when the
property is sold, condemned, or inherited. We recently received notification of pending action
by the City of Renton. The notice states that the property cannot be inhabited in its present
condition and must be repaired, demolished, or removed within 30 days of the notice.
The total amount owing the State is $13,528.05. This represents the 2004 through 2008 property
taxes of $13,303.89 plus interest of $224.16 computed through August 31, 2008. The annual
interest rate is eight percent for deferrals made prior to January 1, 2007, and the annual interest
rate is five percent for deferrals made on or after that date. Interest will continue to accrue until
the repayment is completed.
Payment should be made to the Washington: State Department of Revenue and mailed to PO
Box 47464, Olympia, WA 98504-7464. Please enclose a copy of this letter with your payment.
Upon receipt of the total deferred amount, plus interest, the Department of Revenue will release
the lien (Auditor's file number 20080520000428) being held on this property.

On 06-17-08, 1 was assigned to investigate the property located at 721 SW Langston Rd in the city
of Renton, King County, and determine if criminal code violations existed there. This property has
been investigated by City of Renton employees in the past for code violations and animal neglect
violations and it is known that Pamela Meyers, the property owner, lives in the house.
Based on telephone interviews with the neighbors on either side of Meyers (Joan Webb and
Martin Patricelli), I believed that Meyers did not have running water or an operating electrical
system in her house, both of which are criminal code violations, and that she was creating a
nuisance by maintaining a vermin habitat. Based on this belief, I prepared an affidavit for a search
warrant to enter Meyers' house and determine if these crimes were being committed. On 06-19-
08, Judge Jurado issued this warrant and Special Operations personnel served it the same day.
Meyers was home when the warrant was served but she refused to open the door. Entry was
made through the front door and as we entered the house, I saw at least three large rats running
around in the living room. Meyers was in the living room drying her hair with an electric hand dryer
plugged in to a extension cord. Her hair was wet and she was wearing a towel wrapped around
her body. Meyers said that she had just got out of the shower. I explained to Meyers why we were
there and tried to allow her to sit down in the living room but I could not find a place I deemed safe
for Meyers to sit. Given the conditions inside of the house, I was also now concerned for the
health of the other officers who were attempting to clear the house. I gave Meyers a long coat
from the living room and I took her outside. The other officers also exited the house until they
could don gas masks to complete their tasks.
The interior of the house was in total disarray with garbage, household items, numerous empty
dog food cans, food packaging and containers, garbage bags containing unknown contents,
clothing and other items covering the floor. Throughout the house, the floors were littered with rat
and dog feces. There were numerous rats freely running throughout the house and rat feces was
also present on nearly every horizontal surface. In the kitchen, the debris on the floor was piled
higher than the counter top to the point that the sink could not be accessed without standing on
the trash. The non -operating refrigerator had contents but none of it appeared to be edible food.
The electric stove was covered in rust and appeared as if it had not been operated in years.
The bathroom was in a similar condition. In the bathtub were two large buckets filled with dark
gray -colored water and there was similar standing water in the bottom of the tub. This is the same
bathroom where Meyers said she was taking a shower and I believe she was referring to bathing
with this water. The toilet was not visible because of the debris stacked on top of it.
Due to the hazardous conditions inside Meyers' house, the rear portion was not accessed or
checked. It was apparent from the amount of garbage and the cobwebs in the hallway that no
humans had been back there for some time.
Meyers said that the water in her bathroom was black because she had taken it out of the Black
River. She also said that the city told her that three rats were okay as pets. She later told me that
she did not want to live with the rats but the city told her it was illegal to kill them. I believe that the
conditions in which Meyers had been living presented a serious danger to both her health and the
health of the public due to the large amount of rotting garbage and the rat infestation in her home_
I believe that currently Meyers is a threat to herself, that she cannot properly care for herself and
she is unable to live alone. I called Renton Eire Dept, to transport Meyers for an involuntary
mental evaluation. Meyers was taken to Valley Medical Center where she was assessed by
mental health professionals, who determined that she did not meet their criteria to hold her and
she was released a few hours later.
City of Renton building inspectors determined that Meyers' house did not have an operating power
system or running water. Meyers' house was posted "No Occupancy" by the building inspectors

due to the code violations. Because Meyers could no longer live there, I attempted to contact a
family member to advise them of the situation. I called Heidi Randall (425-483-4407), a second
cousin of Meyers who lives in Woodinville. Randall told me that she made arrangements for
Meyers to stay in a local motel until June 26th. In the days proceeding the warrant service, I also
received calls from Christine Randall (Meyers' second cousin) and Betty Levendusky (Meyers'
cousin) who were seeking information. All of these family members told me that they have not had
any contact with Meyers for several years.
Meyers has an open DSHS Adult Protective Services case. I contacted her caseworker, Peter
(206-341-7676) and advised him of Meyers current situation.

On 06-19-07,1 assisted the Renton police with a search warrant at 721 SW Langston Rd. I went to the
sight with the building official inorder to check to see if electrical power was still on the building.
1 discovered, after going into the building that there was so much garbage that had piled up over the
years, that I wasn't able to get to the service panel or any of the power outlets etc.
I then went outside and verified that an extension cord was plugged into a separate garage building
outlet on the outside of the building. The cord had power going to it and was run through a window
opening, which Larry and I confirmed was for a TV in the front room. I unplugged the cord and
looked at the service meter outside to see if the disc was moving, which it was not, so I knew that the
TV was the only thing within the house that was using electricity.
The power source for the cord had to be corning from the house, which was hard to verify since there
was so much over grown brush, and garbage scattered around the house. The garage wasn't accessible
either since none of the doors were able to be opened with so much material piled behind there and the
building was in such bad shape structurally that it was about to fall down.

On 06-19-07, I assisted the Renton police with a search warrant at 721 SW Langston Rd. Ali
inspection was conducted at the above address in coordination with the Renton Police Dept. and code
compliance to determine if the house was habitable.
In my opinion, the house was not fit for human habitation. There was so much garbage and wet debris
on the floor and up the walls that you could not conimunicate between the rooms. In some places it
was four feet high. The water and electricty were not usable. The stench was so strong that breathing
was difficult.
This house should be demolished.

On 5/22/2008 at approximately 0800 hours I received a barking dog complaint from Hareland Hughs. Hughs
stated that a dog on Lake Ave. S. was barking until about 0200 hours this morning. Hughs was unsure of the
address that the dog was barking from but stated that the dog was a Dalmatian.

back. The dog circled around behind and we turned to face the dog causing it to stop its forward momentum.
The dog backed up onto the yard at 1622 Lake continuing to bark and show its teeth. Eventually the dog turned
and went under the carport at 1622. 1 took hold of a catch pole and went to the house and knocked on the door
but nobody was answering. I tried to capture the dog but it ran south around the residence and disappeared
before I could see where it went. I looked over the back fence and saw that there were six Dalmatians barking
and jumping at the fence. All but one of the Dalmatian had a quiet bark due to a possible vocal surgery in the
past. One Dalmatian barked at a normal pitch and was fenced off from the other five Dalmatians. I went back
out to the street to get a Notice Of Violation (NOV) form to post on the door. While writing the N.O.V. the
neighbor north of the residence came over and stated that he is afraid to let his kids play in the back yard
because the dogs are out about every other day. The owner of the dogs pulled up the driveway and the neighbor
quickly returned to his house. I asked the owner how many dogs he has and he stated "six". A Dalmatian then
ran from the yard to the south barking and running north toward me but he stopped abruptly and turned back
into the neighbor's yard. I went over to the property line to see how the dog was getting out of the yard but the
dog was already gone. I asked the owner if he knows how the dogs are getting out and he said "no". He
confirmed that the Dalmatian was one of his dogs.
The owner of the Dalmatians is Sun, Chung -Bo with the date of birth of 06/09/1963. I informed Sun that he is
required to have an Additional Animal Permit to have over three dogs. Sun said that he knows but it takes a
year to obtain a permit in the city of Seattle. I informed Sun that he is in violation of a City of Renton ordinance
for the amount of dogs at one residence and due to past complaints and his inability to keep his dogs contained
will be receiving a citation for allowing a vicious to run at large.
oun's Dalmatians have an ongoing history of being aggressive and getting loose. On 04/16/2008 1 received a
dispatch of two Dalmatians getting loose from 1622 Lake Ave. S. and going after a neighbor's young daughter. I
contacted Sun and gave him a verbal warning on not keeping his dog confined. Sun told me that he had three
Dalmatians at the time and that they were licensed with the City of Renton. On 04/22/2008 two of his
Dalmatian got loose and attacked a black Retriever type dog and the Dalmatians were contained by Sun and
placed back into his yard. On this occasion I wrote Sun a written warning for a violation of the leash law. Sun
told me that one of his dogs has been digging under the fence and that he will be placing concrete at the base of
the fence to keep it from getting out. On 04/25/2008 Patrol responded to two Dalmatian loose from 1622 Lake
Ave. S. and roaming the streets.
On 04/26/2008 Sun did place concrete at the base of his fence on the South side of his back yard. The dogs
continue to get out of his yard and roam the neighborhood. Sun does not know how the dogs are escaping and is
not making additional attempts to keep his dogs confined. Sun will be receiving a citation for allowing a vicious
dog to run at large.
