Annexation is considered exempt from SEPA. However, the prezoning of the subject area does require SEPA review. The proposed prezone is considered a non -project action under SEPA. Currently, 15 single-family housing units exist in this area. At full build out, it is estimated there will be up to 53 homes. Since this prezone is a non -project proposal, development of additional housing units will be subject to additional project specific review at the time of development. The existing King County Comprehensive Plan designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre, with King County R-4 zoning. In the Renton Comprehensive Plan, the area is designated Residential Low Density (RLD). The City is proposing to prezone the Residential Four Dwelling Units per Net Acre (R-4) zoning. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B. Mitigation Measures None required for this non -project action. C. Exhibits No exhibits for this non -project action. D. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal has no probable impacts. E. Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments have been incorporated into the text of this report. ✓ Copies of all Review Comments are contained in the Official File and may be attached to this report. An Environmental Impact Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSALS: Complete this checklist for non -project proposals, even though questions may be answered "does not apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For non -project actions (actions involving decisions on policies, plans and programs), the references in the checklist to the words "project," "applicant," and "property or site" should be read as "proposal," "proposer," and "affected geographic area," respectively. SUPPLEMENTAL SHEETS FOR NONPROJECT ACTIONS (These sheets should only be used for actions involving decisions on policies, plans and programs. You do not need to fill out these sheets for project actions. Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements of the environment. When answering these questions, be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not implemented. Respond briefly and in general terms. How would the proposal be likely to increase discharge to water; emissions to air; production, storage, or release of toxic or hazardous substances; or production of noise? It is unlikely that the proposal would have any affect on the above environmental issues. Additional residential development is likely to occur on this site with or without the proposal. Under the proposed Renton zoning full development of the site would result comparable residential units as is possible under the current King County zoning. Proposed measures to avoid or reduce such increases are: New development would be required to comply with the City's development regulations. 2. How would the proposal be likely to affect plants, animals, fish, or marine life? There would be no affect on plants, animals, fish, or marine life as a direct consequence of this non -project zoning proposal There may be some displacement of existing vegetation to clear undeveloped lots for future development, which is likely to occur under the both the present conditions and the proposal. Proposed measures to protect or conserve plants, animals, fish, or marine life are: !None at this non -project level. Development of additional dwelling units must comply with City of Renton regulations and with Renton's Critical Areas Ordinance. Any measures needed in this regard will be implemented at the project level review. 3. How would the proposal be likely to deplete energy or natural resources? The proposed non -project action will not deplete energy or natural resources. Future project level development may impact energy or natural resources slightly but will not deplete them. Proposed measures to protect or conserve energy and natural resources are: None are proposed at this non -project action stage. 4. How would the proposal be likely to use or affect environmentally sensitive areas or areas designated (or eligible or under study) for governmental protection; such as parks, wilderness, wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, wetlands, flood plains, or prime farmlands? This proposal would likely not use or affect environmentally sensitive areas. At such time that additional dwelling units are developed in the area, they will be subject to City of Renton critical area regulations and development standards that are designed to protect environmentally sensitive areas. Proposed measures to protect such resources or to avoid or reduce impacts are: H:%CEDIPlanning\Annexations%Current AnnexationsWnincorporated lslandslSunset East\Zoning\SEPA Checklistdoc 12 N/A. How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The proposed zoning of this area will increase compatibility with the surrounding uses since it would require future development to comply with City of Renton development regulations. Proposed measures to avoid or reduce shoreline and land use impacts are: None. 8, How would the proposal be likely to increase demands on transportation or public services and utilities? Development in this area is likely to occur with or without this pre -zoning. Additional demands of transportation that may be created by new development will be evaluated at the time of a project proposal. The area is currently served by public transportation. Some increase in demand could be accommodated with increased frequency of bus service. Proposed measures to reduce or respond to such demand(s) are: None. 7_ Identify, if possible, whether the proposal may conflict with local, state, or federal laws or requirements for the protection of the environment. The proposal will not conflict with local, state, or federal laws or requirements for protection of the environment. The site is located at the eastern portion of the City, with existing City limits surrounding the entire area, making it an unincorporated island. Annexation is considered exempt from SEPA. However, the prezoning of the subject area does require SEPA review. The City is proposing to prezone the entire annexation area with Residential Four Dwelling Units per Net Acre (R-4) zoning. The zoning corresponds with the Residential Low Density (RLD) designation in Renton's Comprehensive Plan. The proposed prezone is considered a non -project action under SEPA. Currently, 15 single-family housing units exist in this area. At full build out it is estimated there will be 53 homes. Since this prezone is a non -project proposal, development of additional housing units will be subject to additional project specific review at the time of development. SUNSET EAST ANNEXATION PREZONE JUSTIFICATION The existing King County Comprehensive Plan designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre with R-4 zoning. The proposed City of Renton zoning applies Renton's R-4 zone to the entire annexation area. This proposed zoning is consistent with the City of Renton Comprehensive Plan designation of Residential Low Density (RLD). The R-4 zone is the most comparable zone the City has in the RLD designation when comparing King County zoning to City of Renton zoning. The RLD designation can also be implemented with two other zones: Resource Conservation (RC), which allows one dwelling unit per ten acres and Residential one dwelling unit per net acre (R-1). 0 Department of Community Economic Development Sunset East Annexation ." • & AEKP-v"h,Administrator Adrian[i chnsai,Plannu;Technician Vicinity Map pecernrer 14. 2CC2 1.4.2CO Icao ICM Proposed R-4 Zone a Feet
