Project Summary: The applicant is requesting Environmental (SEPA) Review for the removal of three
20,000 gallon underground storage tanks (USTs), the fuel canopy and kiosk building
associated with the gas station at Sam's Club. The project site is located within the
Commercial Arterial (CA) zoning designation and Urban Design District D. The USTs
were pumped down to approximately one inch of residual product remaining in the
bottom of the tanks. A seismic hazard area and protected slopes are mapped on the
project site. There is a stream and an off-site wetland mapped to the south and east
of the project site. All proposed work would occur within existing paved developed
areas, no impacts to critical areas or buffers are anticipated.

In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.

Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Earth
Impacts: The project site is flat and is a former paved gas station for the Sam’s Club. The proposal
is to saw cut and remove concrete to access and remove three underground storage tanks. The
proposal would involve approximately 2,200 square feet of impacted area that would include the
removal of pea gravel around the storage tanks, which would be stockpiled for analytical testing.
The UST’s would be removed and the disturbed area would be backfilled with pea gravel (if clean)
and type 17 fill from a local quarry. The total back fill amount would total approximately 700 tons.
The subbase would be compacted and asphalt would be replaced to match existing grade.
The applicant has filed a 30-Day Notice with the Department of Ecology (Exhibit 4) regarding the
tank removal and indicates that Department of Ecology guidelines will be followed during tank
removal. It is anticipated that the City’s currently adopted erosion control, construction, and
drainage regulations would adequately mitigate for any impacts that could result from the
proposed tank removal and demolition activities; therefore, no further mitigation is recommended.

2. Water
a. Stormwater
Impacts: The applicant submitted a Technical Information Report, prepared by Pacland, dated
January, 2019 (Exhibit 5). The project proposal would be subject to the 2017 City of Renton Surface
Water Design Manual (RSWDM). The site is currently developed as a fuel station that was operated
by Sam’s Club, which has a canopy footprint of 5,400 square feet, a kiosk of approximately 325
square feet, and associated parking and landscaping. The entire work area is approximately 28,500
square feet (0.65 acres) in size. This project proposes to demolish the existing structures and hard
surfaces and replace them with sod/hydroseed utilizing amended soils. The proposed demolition
would lead to a decrease in the amount of overall impervious area and therefore reduce runoff. Per
the requirements of RSWDM, neither flow control or water quality mitigation will be required as a
result of the proposed development; therefore no further mitigation is recommended.

b. Streams/Wetlands
Impacts: There is a stream and an off-site wetland mapped to the southwest of the project site.
The City did receive a comment from Karen Walter of the Muckleshoot Tribe during the 14 day
agency comment period. Ms. Walter’s comments were in regards to the classification of the stream
as a Type F stream instead of the mapped classification of Type Ns. All proposed work would occur
within existing paved developed areas, no impacts to critical areas or buffers are anticipated. In
accordance with RMC 4-3-050B.1.g the Critical Areas regulations do not apply to development
proposed on sites that are separated from critical areas by pre-existing, intervening, and lawfully
created structures, roads, or other substantial existing improvements. As the project site is
separated from the wetland and stream areas by an existing lawfully created surface parking lot
and drive aisle, the City’s adopted Critical Areas Regulations are not applicable, and no stream
studies or wetland reports were required. The classification of the stream would not impact the
subject proposal as the Critical Areas Regulations are not applicable.
Mitigation Measure: None recommended
Nexus: N/A
3. Air
Impacts: Demolition activities may result in temporary additional dust, which could impact the air
on and around the project site. In addition, during the rinsing and vacuuming of the tanks,
minimum gasoline vapors may escape from the tanks. Work zone air monitoring would be
performed during the gasoline removal process. The contractor would be required to follow Best
Management Practices regarding air quality during tank removal and building demolition activities.
It is anticipated that air quality would return to its previous condition once tank removal and
demolition activities have been completed.

The applicant would be required to comply with Best Management Practices regarding dust control
and air quality; therefore, no further mitigation is recommended.
Mitigation Measures: No further mitigation recommended.
Nexus: Not applicable.
4. Transportation
Impacts: The applicant estimates that the proposed tank removal and demolition activities would
result in 66 total vehicle trips over ten days anticipated for project work. Of the 66 anticipated
trips, 26 would be truck and trailer units. Vehicles exiting the site would turn right onto Talbot Road
S traveling north to S Grady Way where they would turn left and continue to Rainier Ave S where
they would turn left and access I-405. Traffic impacts are anticipated to be temporary in nature;
therefore, no further mitigation is recommended.
Mitigation Measures: No further mitigation recommended.
Nexus: Not applicable.
E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report and/or “Advisory Notes to Applicant.”
Copies of all Review Comments are contained in the Official File and may be attached to this
report.
The Environmental Determination decision will become final if the decision is not appealed within the
14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be
filed in writing together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady
Way, Renton, WA 98057, on or before 5:00 p.m. on March 15, 2019. RMC 4-8-110 governs appeals to the
Hearing Examiner and additional information regarding the appeal process may be obtained from the City
Clerk’s Office, Renton City Hall – 7th Floor, (425) 430-6510.

ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight
o’clock (8:00) p.m. No work shall be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Design
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on March 15, 2019. Appeals
must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way,
Renton, WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information may be obtained from
the Renton City Clerk’s Office, (425) 430-6510.
