COUNCIL CONCUR Jason Seth Sandi Weir AGENDA 8.b) CONSENT AB - 2298 City Clerk submitted King County Boundary Review Board COUNCIL CONCUR; Jason Seth Angie Mathias AGENDA Closing Letter regarding the proposed Wolf Woods Annexation, and SET PUBLIC HEARING Judith Subia recommended a public hearing be set on January 28, 2019 to consider ON 01/28/2019 Cindy Moya finalizing the annexation and zoning for the proposed annexation. 8.c) CONSENT AB - 2302 Community & Economic Development Department REFER TO PLANNING Cliff Long Judith Subia AGENDA recommended approval of an interlocal agreement between the cities of & DEVELOPMENT Cindy Moya Bellevue, Issaquah, Kirkland, Redmond, and Renton that formalizes the COMMITTEE cooperative effort to support a robust entrepreneur and small business ecosystem on the Eastside, known as Startup 425, in the amount of $15,000 annually for 2019 and 2020. 8.d) CONSENT AB - 2294 Community & Economic Development Department requested REFER TO Amanda Judith Subia AGENDA setting a public hearing on February 4, 2019 to consider 1) authorizing the TRANSPORTATION Askren Jason Seth execution of Washington State Department of Transportation (WSDOT) (AVIATION) Li Li -Wong documents for a Temporary Easement and Warranty Deed required as COMMITTEE; SET part of WSDOT's 1-405 & NE 44th St Interchange (Exit 7) project with PUBLIC HEARING ON compensation set at $20,000; and 2) authorize the disbursement of funds 2/4/2019 in the amount of $10,000 to King County as required repayment of grant funds for the King County Conservation Futures Levy. 8.e) CONSENT AB - 2304 Community & Economic Development Department REFER TO PLANNING Chip Vincent Judith Subia AGENDA recommended establishing a work program to consider allowing outdoor COMMISSION AND Angie Mathias recreation as part of mixed use projects in the Urban Center (UC) zone. PLANNING & DEVELOPMENT COMMITTEE 81) CONSENT AGENDA AB - 2288 Human Resources / Risk Management Department recommended approval of the 2019-2020 Renton Police Guild Commissioned Employees' contract, pending guild ratification of the contract. COUNCIL CONCUR Ellen Bradley- Mak Kim Gilman 8.g) CONSENT AB - 2303 Utility Systems Division submitted the Kennydale Lakeline COUNCIL CONCUR John Hobson Natalie AGENDA Sewer Improvement Phase II project, CAG-18-110, with Ballard Marine Wissbrod Construction, LLC, and recommended acceptance of the project, and Melissa requested authorization to release the retainage bond after 60 days, once Crawford all required releases have been obtained. 9.a) UNFINISHED Committee of the Whole concurring in the staff recommendation to COUNCIL CONCUR Russ Kelly Beymer BUSINESS approve the agreement for services between the Owner (City of Renton) Woodruff Roberta and Architect (Baylis Architects) for $1,239,097.05 for the Family First Graver Community Center. 9.b) UNFINISHED Committee of the Whole Council President Pro-Tem Witschi presented a COUNCIL CONCUR Cliff Long Judith Subia BUSINESS report concurring in the staff recommendation to approve allocations for Jessie Kotarski the 2019 Lodging Tax Fund as recommended by the Lodging Tax Advisory Committee as follows: • Renton Chamber of Commerce, Operation of Tourism Organization $100,000 • City of Renton, Renton Community Marketing $75,000 • International Assoc of Firefighters Local 864, 2019 Convention $50,000 • Seattle TISI Sangam, Sangam Convention 2019 $30,000 • LTAC selected Community event sponsorships $20,000 • Ravishing Women, Ravishing Women's Show $15,000 • REEL Renton, Seattle Film Summit $15,000 • City of Renton, Multicultural Festival $10,000 • Coalition of Filipino American, Philippine Independence Day $10,000 • NW Premier Jr. Football & Cheer, All Star weekend & Jamboree $7,500 • City of Renton, Cruz the Loop $5,000 • Renton Downtown Partnership, Wine Walks and Ladies Night $ 5, 000 • Total Recommendation: $342,500 The Committee further recommended authorization for the Mayor and City Clerk to execute contracts with the successful applicants to expend budgeted funds on the proposed additional marketing initiatives. c) UNFINISHED Finance Committee Chair Pavone presented a report concurring in the COUNCIL CONCUR Leslie Betlach Erica Schmitz BUSINESS staff recommendation to enter into a Professional Services Agreement Margie with MIG, Inc. to complete the six -year update to the Parks, Recreation Beitner and Natural Areas Plan, in the amount of $206,993 and be funded from the Capital Improvement Fund (Fund 316). The Committee recommended that the Mayor and City Clerk be authorized to execute the Agreement. d) UNFINISHED Finance Committee Chair Pavone presented a report concurring in the COUNCIL CONCUR Terry Flatley Margie BUSINESS staff recommendation to approve the 2019 contract agreement with Beitner Davey Resource Group, Incorporated, in the amount of $139,360 for a Consulting Certified Arborist Inspector to assist with the Community Services Department - Urban Forestry Program tree requests' for service. e) UNFINISHED BUSINESS Finance Committee Chair Pavone presented a report concurring in the staff recommendation to authorize the Community Services Department, Recreation and Neighborhood Division to increase the current 0.50 FTE Recreation Specialist focused on youth athletics, to 0.75 FTE.
