Approvals Requested
The applicant, King County Wastewater, is requesting a Noise
Variance in order to exceed the maximum nighttime noise limits in
RMC 8-7.
The application was accepted for review on November 29, 2018
and the application was determined complete on December 3,
2018.
The project was put on-hold on December 28th, 2018 in order to
allow the applicant time to update the noise study, and was taken
off-hold on January 18th, 2019 after the updated noise study was
submitted.
Staff received no public or agency comments.
A Tier 2 Temporary Use Permit was approved on November 14,
2018, that will allow the establishment of two staging areas for
equipment associated with the project.
Project Background
Rehabilitation of the Eastside Interceptor
Section 2, a 96-inch reinforced concrete
pipe
Work to occur primarily in Logan Ave N
ROW between N 6th St and Lake
Washington Blvd N
Two staging areas on north and south side
of site
Electric bypass pumps would operate
continuously at the north staging area.
Work would occur between spring of 2019
and spring of 2020 for a total of
approximately 8 months.
Applicant will be requesting temporary
closer of approximately 100 feet of Burnett

night-time limits for temporary construction sites.

Proposed Mitigation Measures
Use only ambient-sensing broadband back-up alarms and
minimize backing
Noisy equipment and construction activities performed as far as
possible from noise sensitive areas
Monitor noise levels during construction
Limit engine idling to 5 minutes or less
Use radios for long-range communication; only use raised
voices and public address systems in an emergency
Install noise barrier or noise curtains of similar design to what is
previously described around noisier equipment
Use electric and hydraulic equipment in lieu of diesel of
pneumatic equipment
Perform impact work during times of high ambient sound levels
Variance Analysis
Variance approval is the minimum that will accomplish the desired purpose
Variance will not be materially detrimental to the public health, welfare or
safety, or unduly injurious to the property or improvements

1.The applicant shall provide the City’s project manager with the after-hours noise
complaint phone number prior to the start of construction, and a summary of any
complaints and the response provided, within 5 days of receiving the complaint.
2.The applicant shall implement proposed noise mitigation measures to diminish or
eliminate noise during construction. Additional mitigation measures to diminish or
eliminate noise during construction are to be provided by the applicant as necessary.
3.The applicant shall provide notice to the City’s project manager of the date and areas
of expected night work, a minimum of 24 hours in advance of the work.
Recommendation
Staff recommends approval of the Noise Variance for the King County
Eastside Interceptor Rehabilitation Project, File No. LUA18-000684, VA-H,
subject to three (3) condition of approval:

Nighttime Operation Sound Levels for Bypass Pumps (Mitigated)
