Subject: Authority to Use 2016-2020 Capital Fund Program and Operating Subsidy Funds
Our office has completed a review of the subject property activities as identified on
form HUD-7015.15, Request for Release of Funds (RROF) and Certification. The purpose
of the review is to provide for the use of Capital Fund Program (CFP) and Operating Subsidy
funding through Section 9 of the United States Housing Act of 1937 [42 U.S.C. 1437f].
The RROF was submitted in conjunction with an Environmental Review conducted
by the City of Renton, Depart of community & Economic Development, Current Planning
with the Mayor of Renton as the Responsible Entity for HUD. The review meets all criteria
as referenced in 24 CFR, Subpart H, Parts 58-71 and 58-72.
A copy of the RROF and a signed copy of the form HUD-7015.16, Authority to Use
Grant Funds, are provided as enclosures. Both forms document the approval record for your
office.

Activities proposed under the Capital Fund and Operating Subsidy for the period 2016 — 2020 include: 1) Public Housing
Authority -wide administration, operations, technical assistance, training, fees and costs, and delivery of services such as summer
youth programs. 2) Low Income Public Housing Authority -wide maintenance including appliance replacement, non -dwelling equipment
and tools. 3) Plans and designs of the Sunset Terrace Replacement Units (prior NEPA clearance in 2011), 4) Maintenance,
Rehabilitation, and Public Facility Improvements at Hillcrest Terrace, Evergreen Terrace, and Cole Manor.
The City of Renton has determined that the project will have no significant impact on the human environment. Therefore, an
Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Addition@) project

With reference to the above Program Activity(ies)IProject(s), I, the undersigned officer of the responsible entity, certify that:
1. The responsible entity has fully carried out its responsibilities for environmental review, decision -making and action pertaining
to the project(s) named above.
2. The responsible entity has assumed responsibility for and complied with and will continue to comply with, the National
Environmental Policy Act of 1969, as amended, and the environmental procedures, permit requirements and statutory obligations
of the laws cited in 24 CFR 58.5; and also agrees to comply with the authorities in 24 CFR 58.6 and applicable State and local
laws,
3. The responsible entity has assumed responsibility for and complied with and will continue to comply with Section 106 of the National
Historic Preservation Act, and its implementing regulations 36 CFR 800, including consultation with the State Historic Preservation
Officer, Indian tribes and Native Hawaiian organizations, and the public.
4. After considering the type and degree of environmental effects identified by the environmental review completed for the proposed
project described in Part I of this request, I have found that the proposal did ❑ did not require the preparation and

5. The responsible entity has disseminated and/or published in the manner prescribed by 24 CFR 58,43 and 58.55 a notice to the public
in accordance with 24 CFR 58.70 and as evidenced by the attached copy (copies) or evidence of posting and mailing procedure.
6. The dates for all statutory and regulatory time periods for review, comment or other action are in compliance with procedures and
requirements'of 24 CFR Part 58.
7. In accordance with 24 CFR 58.71(b), the responsible entity will advise the recipient (if different from the responsible entity) of
any special environmental conditions that must be adhered to in carrying out the project.
As the duly designated certifying official of the responsible entity, I also certify that:

On or about May 9, 2017 the City of Renton will authorize the Renton Housing Authority (RHA) to submit a

Project Summary: The Renton Housing Authority (RHA) is requesting National Environmental Policy Act

Houser Terrace PBVASH — Houser Terrace is an existing 104 unit senior housing
development located at 3151 NE 16th St. RHA is requesting subsidies from the federal
government under the PBVASH program to provide housing to homeless veterans. No
improvements are proposed to dwelling units and no exterior site work is proposed.
Leasing and project -based rental assistance are considered Categorically Excluded from
NEPA review and a Determination of Categorical Exclusion with supporting documentation
is attached for consideration of the ERC.
Sunset Area Updated NOI-RROF — RHA is proposing to develop Sunset Court (1114
Harrington Ave NE) within Sunset Terrace Redevelopment Master Plan site. The ERC
reviewed the Sunset Court proposal and issued its concurrence with the Sunset Area
Community Planned Action Area and Final Environmental Impact Statement (FEIS) on
December 19, 2016.
Though the City released a NOI-RROF and a Request for Release of Funds (RROF) for Sunset
Terrace redevelopment in 2011, and RHA obtained a demolition and disposition approval
subsequently, RHA is now requesting the use of funds for one of the first replacement
housing projects, Sunset Court. HUD has reviewed the EIS and Reevaluations as well as the
original RROF and indicates that the City needs to make a determination that the work
proposed with Sunset Court is covered by the EIS and RROF.
The attached NOI-RROF requires ERC signatures, publication, and a 15-day comment
period. Following the comment period, the ERC would sign the RROF as a consent agenda
item. The RROF is then transmitted to HUD and others. There is then a 15-day waiting
period, after which funds would be released.

Please see attached Notice of Intent to Request Release of Funds (NEPA) for Department of Housing and Urban
Development (HUD) as on or about May9, 2017 the City of Renton will authorize the Renton Housing Authority (RHA) to
submit a request by the Department of Housing and Urban Development (HUD) for the release of funding for projects
assisted under section 9 of the U.S. Housing Act of 1937 (42 U.S.C. 1437x) to undertake redevelopment of RHA's Sunset
Terrace public housing community and additional properties owner or purchased by RHA for housing and associated
services. All further pertinent information can be found on the attached form.
