AMENDMENT NO. 1 TO AGREEMENT FOR DOWNTOWN UTILITY
IMPROVEMENT PROJECT - PHASE 2: PRELIMINARY
ENGINEERING AND DESIGN CAG-18-154
THIS AMENDMENT, dated March 11, 2019, is by and between the City of Renton (the "City"), a
Washington municipal corporation, and Murraysmith, Inc. ("Consultant"), an Oregon
corporation. The City and the Consultant are referred to collectively in this Amendment as the
"Parties." Once fully executed by the Parties, this Amendment is effective as of the last date
signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-18-154, dated
August 20, 2018, to provide necessary services for the Downtown Utility Improvement Project—
Phase 2: Preliminary Engineering and Design (referred to herein as the "Agreement");
Whereas, the Parties wish to amend the Agreement to change the scope of work and change
the amount of compensation in order to add additional areas of design to the scope and
provide the appropriate compensation for the additional design services.
NOW THEREFORE, It is mutually agreed upon that CAG-18-154 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-1 which is attached and incorporated herein.
2. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $97,814 from $683,735 to
$781,549, plus any applicable state and local sales taxes. The additional compensation
shall be paid based upon Work actual performed according to the rate(s) or amounts
specified in Exhibit C-1 of the agreement, which is attached and incorporated herein.
3. All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Agreement as of the date
last signed by the Parties below.

Under the Agreement for the Downtown Utility Improvements Project, Phase 2 Preliminary
Engineering and Design CAG-18-154 dated August 1, 2018 between the City of Renton (City) and
Murraysmith, Inc. (Consultant), the Consultant is tasked to prepare preliminary engineering and
design services for the water, sewer, and stormwater improvements. The improvements are
necessary due to age and capacity need. The City and Consultant have identified additional
improvements to be included in the Phase 2 project.
This Scope of Services for Amendment 1 is based on our understanding of the desired Phase 2
work to advance the conceptual design developed in Phase 1 of the water,sewer, and stormwater
improvements to a 50 percent design level for the identified Project Improvements. The work
areas for Amendment 1 are shown in Attachment A.
The Amendment 1 work (Additional Work) includes:
■ Additional sewer pipe improvements based on condition assessment and/or as directed by
the City that were not included in our original Phase 2 scope of services:
o Replace sewer on S 2nd St from Rainier Ave S to Shattuck
o Line two laterals to the north of S 2nd near Lake Ave
o Add 18-inch sewer to the west of Rainier Ave S on SW Sunset Blvd
o Provide stub into parking lot at 200 Mill Ave.
o Confirm rim and invert of sewer in Safeway Parking lot
• Additional stormwater pipe improvements based on condition assessment work. See
Attachment B.
• Additional stormwater pipe improvements at 200 Mill Ave site. See attachment C.
• Incorporate geotechnical work into Phase 2 to capture wet season groundwater data.

• Topographic surveying and base map of Additional Work performed by KPG, P.S.
The scope of services for this Additional Work includes both additions to the existing tasks and a
couple new tasks. The tasks, subtasks, deliverables, city responsibilities, and assumptions stated
in the original scope of services for Phase 2 are still valid.This Amendment 1 will supplement
those services with the Additional Work.There are a couple new tasks, and the subtasks,
deliverables, city responsibilities, and assumptions related to the new tasks will be described
herein.

Provide for management of Additional Work and coordination with the project team. The
following project management tasks will be amended to incorporate the Additional Work.
Subtasks:
101.2 Staff/Consultant Team Management — Manage project staff/consultant team to ensure
services are in conformance with the Scope of Services, budget, and schedule.
101.4 Quality Assurance/Quality Control (QA/QC)—Manage and coordinate in-house quality
assurance reviews of all deliverables.
101.5 Amendment 1 Scope Development—This new subtask will be for the effort to coordinate
a scope and fee to get Amendment 1 authorized.The effort includes coordinating with the
City and our subconsultants to understand and define the Additional Work.

Provide for additional project meetings and coordination with City staff. Correspondence with
others including the City,other utilities, etc.will be performed via phone conversations and e-mail
or meetings and include communication of project decisions, project progress and status, work
activities, and issues requiring coordination for design of the City's system improvements. The
following work elements in this task will be amended:
102.4 Sewer Utility Design Meetings/Coordination — Prepare for and conduct up to one (1)
additional in person design coordination meetings and up to one (1) GoTo Meetings or
similar with City sewer utility staff and key team members to discuss project, review project
schedule and discuss key elements of the project. Prepare a meeting agenda and summary.
102.5 Surface Water Utility Design Meetings/Coordination — Prepare for and conduct up to one

project schedule and discuss key elements of the project. Prepare a meeting agenda and
summary.

Provide topographic surveying and base map preparation for the Additional Work illustrated and
defined in Attachment A. The following work elements are included in this task as specifically
defined below and in the subconsultant's proposal included as Attachment D—KPG, P.S. Proposal.
201.1 Coordination with KPG, P.S.—Coordinate additional survey work with KPG.
201.2 Coordination with the City—Coordinate with City regarding City review and verification
for accuracy and completeness of existing utility systems.
Consultant Deliverables:
• An updated survey base map of the project area in AutoCAD Civil 3D format of the project
to Murraysmith CADD standards.The scale of the survey drawing shall be 1-inch = 20-feet.
Base map to include information collected as described above and incorporate the prior
mapped areas to create one composite base map.

Incorporate the Additional Work into the 30 percent design deliverables. Develop horizontal piping
alignments for each of the water, sewer, and stormwater utility system improvements to a 30
percent design level. Horizontal alignment analysis and documentation, preliminary layouts,
conflict analysis, separation requirements, and engineers opinion of probable cost will be as
described in the original scope of services for the Additional Work.

Prepare draft horizontal piping alignments to 30 percent level and perform other related efforts
described under Task 300 above for the stormwater utility system improvements described in the
Additional Work, including trunk conveyance lines only.
Assumptions:
■ For the 30 percent level horizontal alignment drawings, only the plan views are included
for the sewer and stormwater drawings. The Additional Work for Task 300 is anticipated
to require five (5) additional sheets.
The Additional Work will be incorporated into Task 400 — Preliminary (50 Percent) Design.
Additional sheets will be required, however, the scope and format for the 50 percent design will
be unchanged.

Prepare sewer utility system improvements preliminary design drawings showing the Additional
Work to a 50 percent design completion level and perform other related efforts described under
Task 400 in the original scope of services for the sewer utility system improvements, including tie-
ins to existing infrastructure and service laterals.
Prepare stormwater utility system improvements preliminary design drawings showing Additional
Work to a 50 percent design completion level, including surface collection and connections to
trunk lines to be designed in future project phase.
Geotechnical services will provide the project with data about groundwater elevations during wet
months which will be useful in developing dewatering recommendations for the final design. The
following work elements are included in this task as specifically defined below and in the
subconsultant's proposal included as Attachment E—Kleinfelder Proposal.

701.1 Coordinate with Kleinfelder—Coordinate with geotechnical subconsultant.
Data gathered as part of this task will be incorporated into further geotechnical investigations
performed for the Phase 3 Final Design task. No specific deliverables are anticipated. Groundwater
level data will be shared on request.
• Waive any street use access fees
• Assumptions are included in Kleinfelder's proposal.
Work will begin upon receipt of a signed contract amendment and notice to proceed, or other
agreeable written authorization. We will begin our work and proceed in a timely manner.
The Time of Performance for the Downtown Utility Improvement Project-Phase 2 shall be
amended such that all Phase 2 work shall be performed by no later than December 31, 2019.

KPG Phase 2 Survey Base Map Supplemental Mapping(1/28/19)
Project Limits
The Project Limits are within the public rights of way or as noted. The Project Limits for the purpose of
this task are:
• SW Sunset Blvd-utility locates and measure-downs on storm and sewer structures from Rainier
Ave S to 300 feet west(planimetric mapping has already been completed under a prior
contract). (amendment 1 task)
• S 2nd St—topographic and utility mapping extending east of Mill Ave S as shown on Figure 1.
(amendment 1 task)
• Safeway parking lot—horizontal location, rim and invert(at center of channel)for 5 sewer
manholes as shown on Figure 2. (amendment 1 task
• Shattuck Ave S-topographic and utility mapping from S 4th St to 15 feet south of S 4th Place.
(supplemental task)
• Burnett Ave S—topographic and utility mapping from back of curb to back of curb,an additional
20 feet north of S 2nd St. (supplemental task)
Field survey of planimetric features and utilities.Topographic mapping of the existing ground will be
taken at approximately at 25-ft intervals(to 1-ft.contour intervals).
Included in this task are: signal loops,utility locate paint marks, surface features(valves, manholes,
catch basins,junction boxes,vaults,trees,curbs, planters, driveways,etc.).Irrigation systems will not be
included. Perform observation and measure-downs of existing storm drain catch basins and manholes
and sewer manholes.The approximate size,type(brick, concrete),and approximate size and location of
pipes will be documented.These observations will be made from the surface.
KPG shall coordinate utility locates, identification,survey,and other work, as necessary,to locate
franchise underground utilities in order to identify any potential conflicts with the proposed
improvements. KPG shall subcontract with a utility locating company to paint utility locations within the
project limits so that they can be surveyed. KPG shall coordinate with David Christensen and Gregg
Seegmiller,City of Renton,to request locates for City-owned utilities.
KPG shall conduct CADD mapping work to prepare 1"=20'topographic base map and digital terrain
model(DTM)in AutoCAD format of the project within the limits described above. Right-of-way will be
determined from available survey records(surveys, right-of-way plans,etc.). Parcel lines will utilize
available GIS linework and will only be approximate.
Deliverables:
A survey base map in AutoCAD Civil 3D format of the project to KPG cad standards.

Kleinf elder is pleased to submit this Contract Amendment for geotechnical consulting services in
support of the proposed City of Renton Downtown Utility Improvements Project (DUIP). Our
proposed scope includes installation of eight groundwater monitoring wells spaced across the
alignment. The purpose is to evaluate the depth to groundwater with monthly groundwater level
measurements through late winter and into the summer of 2019. We understand the City would
like us to postpone any additional services related to geotechnical design or environmental testing
and evaluations. Data and soils samples collected during this phase will be retained for use in our
later geotechnical study, which we anticipate will be initiated in spring or summer of 2019 as part
of a separate scope.
Kleinfelder is committed to providing quality service to Murraysmith, Inc. (Murraysmith), and the
City of Renton, commensurate with your wants, needs, and desired level of risk. If a portion of
this proposal does not meet your needs,or if those needs have changed, Kleinfelder stands ready
to consider appropriate modifications, subject to the standards of care to which we adhere as
professionals. Modifications such as changes in scope, methodology, scheduling, and contract
terms and conditions may result in changes to the risks assumed by the client, as well as
adjustments to our fees.
PROJECT UNDERSTANDING
Our project understanding is based on discussions with yourself and preliminary site plans
provided by Mr. Ty Tadano, Principal Engineer, of Murraysmith in January of 2019. We
understand the City of Renton is planning to reconstruct water, sewer, and stormwater utilities in
a portion of the downtown corridor approximately bounded by South 2nd Street on the north, South
3rd Street on the south, Rainier Avenue South on the west, and Mill Avenue South on the east.
The specific project boundaries and extent of reconstruction varies for each of the utilities. We
understand that the utility depths will generally range between 5 and 20 feet deep depending on
the utility type and location. Our proposed scope of services is based on the project boundaries
(Site) as depicted in the site plan provided by Murraysmith in January of 2019 and forms the
bases of our proposed monitoring well locations and depths.

Kleinfelder completed a preliminary, desk-top level Geotechnical and Environmental Review
summarized in a letter dated September 1, 2017. Groundwater was reported to range from as
shallow as 4 feet below the ground surface to as deep as 20 feet, with the average depth of about
12 feet.
SCOPE OF SERVICES
Task 1: Field Investigation
This task will include eight hollow-stem auger borings and installation of a monitoring well at each
location. The borings will be performed using either a truck-mounted rig and/or a rubberized track
rig and extend to roughly twice the depth of the utilities planned in the area. The reason for drilling
to about twice the utility depth is to collect soil and groundwater data that can be used for shoring
and dewatering evaluations in our future study. One boring is planned to about 15 feet, one to
about 20 feet, five to about 30 feet, and one to about 47 feet. Refer to the proposed boring
locations on the attached Site and Exploration Plan.
We request that Murraysmith provide us with available utility maps,which will be used in an effort
to locate explorations in areas free of utilities. We will notify the One-Call Utility locate services
prior to exploration and utilize a private utility locator in order to clear unmarked/private utilities.
Due to the dispersed locations of the borings, One-Call will require a site meeting prior to locating.
Additionally, we will meet on site with the private utility locator. We have budgeted for use of an
air knife to pothole up to 5 feet deep in 8 locations assuming that the borings will be near existing
utilities.
The City should be aware that penetrating the site's surface is inherently risky, especially since
much of the proposed utility alignment is near existing utilities. It is impossible to determine with
certainty the precise location of all structures that may be buried in the ground. Kleinfelder's fee
is not adequate to compensate for both the performance of the services and the assumption of
risk of damage to such structures. Although Kleinfelder will make all reasonable effort to avoid
damage to utilities, disruption of utilities or damage to underground structures will be the
responsibility of the City. Services rendered by Kleinfelder to repair them will be billed at cost.
We estimate that all 8 borings can be drilled in on-street parking locations, but will likely require
lane closures to accommodate the drill rig and support vehicle. We assume work hours will be
limited as a condition of lane closures, thereby reducing production rates. We will develop traffic
control plans for submission to the City for street use permits and safety at the work sites. We
have budgeted for three days of traffic control using two flaggers and traffic control equipment on
site. We have assumed that the City will waive fees for street use permits. We anticipate that the
approximate exploration locations depicted on our Site and Exploration plan will be adjusted due
to utility conflicts, etc.
Geotechnical soil sampling will consist of SPT samples taken at 2.5-foot intervals in the first
10 feet and 5-foot intervals thereafter. All the explorations will be observed and logged by a
Kleinfelder engineer and/or geologist. Samples will be returned to our laboratory for further
examination. Testing will be limited to moisture content, with any additional testing performed at
a later date when our design-level geotechnical study is authorized. Environmental testing is not
included in our current scope of services.
Eight 2-inch diameter monitoring wells are planned to be installed and screened from a depth of
about 10 to 20 feet, with adjustments in the screened depths based on conditions encountered.

All wells are to be finished with traffic-rated steel flush mount covers (to be installed through
existing pavements).
All drill cuttings are to be drummed into barrels with lids. Drums that contain soil with no visible
indication of contamination will be deemed "clean" and hauled off-site as clean cuttings. Drums
that contain soil with visible staining and/or suspicious odors will be deemed "impacted" and will
need to be stored within the boundaries of the site (location of storage area to be identified at a
later date and provided by the City, but assumed to be within one mile of the drill site).
Task 2: Geotechnical Laboratory Testing
This task will include laboratory testing for the geotechnical samples. For identification and
estimating soil properties we plan on performing visual classification on soil samples and a total
of 48 natural moisture contents. The soil samples will be retained in our laboratory for additional
geotechnical laboratory testing to be performed at a later date when our design-level geotechnical
study is authorized.
Task 3: Groundwater Level Monitoring
We will visit the site approximately every month from March through August to read groundwater
levels in the monitoring wells. We anticipate a total of 6 site visits for reading the wells, and that
wells can be located in areas where traffic control is not required to safely read the wells. Data
collected in this effort will be collected and included in reporting for our design-level study.
FEE
We propose to perform the above detailed scope of services based on our standard 2018 rates
on a time and materials basis not to exceed a total fee of$45,322. A breakdown of our proposed
fee is presented below.

observation; testing or engineering consultation during construction; review of project plans and
specifications;or additional work requested by reviewing authorities. Kleinfelder would be pleased
to provide such additional services, upon request.
SCHEDULE
We are prepared to begin work within 3 to 4 weeks of receiving a signed contract,subject to driller
availability and permitting. We anticipate that field work will require approximately 3 days based
on a 9AM to 3PM work window
ASSUMPTIONS
Based on information available during our preparation of this proposal the following assumptions
apply:
• Geotechnical borehole layout is acceptable, additional borings will likely be added under
a separate exploration scope for design-level geotechnical and environmental services;
• Right-of-entry and site access permission will be provided by Murraysmith and/or the City
of Renton, including potential private property/utility easement areas;
• Available historical and as-built information will be provided by Murraysmith and/or the
City of Renton;
• Where road closures are required, field exploration can be completed during 9AM to 3PM
work window on normal business days of Monday—Friday.Where borings will only require
occupancy of on-street parking, field exploration can be completed between the hours of
7:30AM and 5:30PM seven days a week;
• Field exploration can be scheduled to occur sequentially on all exploration locations to
avoid multiple subcontractor mobilizations;
• The City of Renton will waive street use permit fees;
• Drummed soil cuttings and water can be stored within 1 mile of the Site;
• Not more than 5 drums will be required to contain impacted soil or water;
• Air-knife potholing will be required at all drilling locations;
• Boring locations and elevations, including monitoring well standpipe elevations, will be
surveyed by others after completion;
• Traffic control, if required, will require a maximum 2-person crew; and,
• Monitoring wells can be read without requiring traffic control.
LIMITATIONS
This proposal specifically excludes the assessment of environmental characteristics (particularly
those involving hazardous substances such as lead, asbestos, pesticides, herbicides,
petrochemicals and other substances at the site).
Although risk can never be eliminated, more detailed and extensive investigations yield more
information, which may help understand and manage the degree of risk. Since such detailed
services involve greater expense, our clients participate in determining the level of service that
provides adequate information for their purposes at acceptable levels of risk. Our work will be
performed in a manner consistent with that level of care and skill ordinarily exercised by other
members of Kleinfelder's profession practicing in the same locality, under similar conditions and
at the date the services are provided. Our conclusions, opinions and recommendations will be
based on a limited number of observations and data. It is possible that conditions could vary

between or beyond the data evaluated. Kleinfelder makes no guarantee or warranty, express or
implied, regarding the services, communication (oral or written), report, opinion, or instrument of
service provided.
Regulations and professional standards applicable to Kleinfelder's engineering services are
continually evolving. Techniques are, by necessity, often new and relatively untried. Different
professionals may reasonably adopt different approaches to similar problems. As such, our
services are intended to provide the Client with a source of professional advice, opinions and
recommendations based on our limited number of field observations and tests, collected and
performed in accordance with the generally accepted engineering practice that exists at the time
our services are rendered and may depend on, and be qualified by, information gathered
previously by others and provided to Kleinf elder by the Client.
During the course of the performance of Kleinfelder's services, hazardous materials may be
discovered. Kleinfelder will assume no responsibility or liability whatsoever for any claim, loss of
property value, damage, or injury that results from pre-existing hazardous materials being
encountered or present on the project site, or from the discovery of such hazardous materials.
Nothing contained in this proposal should be construed or interpreted as requiring Kleinf elder to
assume the status of an owner, operator, generator, or person who arranges for disposal,
transport, storage, or treatment of hazardous materials within the meaning of any governmental
statute, regulation or order. The client will be solely responsible for notifying all governmental
agencies, and the public at large, of the existence, release, treatment, or disposal of any
hazardous materials observed at the project site, either before or during performance of
Kleinfelder's services. The client will be responsible for all arrangements to lawfully store, treat,
recycle, dispose, or otherwise handle hazardous materials, including cuttings and samples
resulting from Kleinf elder's services, beyond those specifically addressed herein.
This proposal is valid for a period of 60 days from the date of issue. This proposal was prepared
specifically for the client and its designated representatives and may not be provided to others
without Kleinfelder's express permission.
