The current project proposal includes a 32,500 square foot (SF) lumber store, consistent with what was analyzed in the draft TIA dated May 12, 2017. The prior project proposal assumed the existing Skyway Towing and MiltÊs Trucking & Excavating would be removed, while the existing Lumber Market would remain with the proposed project. Based on the latest site plan, the existing Lumber Market will be removed with the proposed project. By removing the existing Lumber Market, the existing trip generation credit will increase, therefore reducing the net new trip generation associated with the proposed East Valley Road-Donovan Brothers project. Shown below in Table 1 is a comparison of the trip generation estimates based on the latest site plan compared to what was analyzed in the draft TIA dated May 12, 2017. Based on this information, the findings and conclusions in the May 2017 draft TIA remain valid and can be considered conservative since the net new trip generation is less. Transportation impact fees will be based on the size of the building and type of tenant(s) at the time of building permit issuance. Transportation Impact Analysis East Valley Road – Donovan Brothers TENW May 12, 2017 Page 1 FINDINGS/CONCLUSIONS This traffic impact analysis (TIA) has been prepared for the proposed East Valley Road-Donovan Brothers project located on the east side of East Valley Road south of SW 27th Street in Renton. Project Proposal. The proposed East Valley Road-Donovan Brothers project includes the development of a 32,500 square foot (SF) lumber store. The existing site includes Lumber Market, Skyway Towing, and MiltÊs Trucking & Excavating. Lumber Market will remain with the proposed development; Skyway Towing and MiltÊs Trucking & Excavating will be removed. Vehicular access to the site would be provided via three existing driveways on East Valley Road. Note that the two existing driveways to Lumber Market would be consolidated into one. Full buildout of the project is estimated to occur in 2019. Trip Generation. The proposed project is estimated to generate 1,126 net new weekday daily trips with 65 net new trips occurring during the weekday AM peak hour (45 in, 20 out) and 127 net new trips occurring during the weekday PM peak hour (61 in, 66 out). The trip generation reflects credit for the existing uses that will be removed. Future Year LOS. LOS analyses were conducted for future year 2019 AM and PM peak hour conditions at the East Valley Road / SW 27th Street intersection. Based on the analysis results, all controlled movements are expected to operate at LOS B or better in 2019 with the proposed East Valley Road-Donovan Brothers project. Site Access Analysis. The controlled movements at the three site access driveways on East Valley Road are expected to operate at LOS B or better in 2019 with 95th percentile queues anticipated to be less than 25 feet during both the AM and PM peak hours. Mitigation. Based on the results of the analysis, the existing transportation facilities are anticipated to accommodate the additional traffic generated by the proposed project. Payment of the CityÊs traffic impact fees will mitigate project impacts. No additional mitigation has been identified for the proposed East Valley Road-Donovan Brothers project. Project Approach To analyze the traffic impacts from the project, the following tasks were undertaken: · Assessed existing conditions through field reconnaissance and reviewed existing planning documents; · Described and assessed existing transportation conditions in the area; · Documented collision histories at study intersections; · Documented planned transportation improvements in the site vicinity; · Documented existing traffic volumes and intersection levels of service (LOS) at the East Valley Road / SW 27th Street study intersection during the weekday AM and PM peak hours; · Estimated trip generation and documented trip distribution and assignment of AM and PM peak hour project-generated traffic; · Documented traffic forecasts and assumptions for year 2019 conditions at the off- site study intersection without and with the proposed development; · Analyzed weekday AM and PM peak hour LOS for year 2019 conditions at the off- site study intersection without and with the proposed development; · Assessed operations at the proposed site access locations, including LOS and queuing during weekday AM and PM peak hour conditions; · Identified transportation mitigation to the City of Renton. Descriptions of these roadways are included in Table 1 below. Figure 3 illustrates the 2017 existing AM and PM peak hour traffic volumes at the study intersection. The detailed peak hour turning movement count sheets are provided in Appendix A. Public Transportation Services Public transportation in the immediate project vicinity is served by King County Metro Transit. The closet transit stop is located at the Lind Avenue SW / SW 27th Street intersection, approximately a quarter of a mile west of the site. This stop provide access to King County Metro Transit routes 153 which provides service between the Renton Transit Center and the Kent Sounder Station. LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled major- street movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table 2 outlines the current HCM 6th Edition LOS criteria for signalized and stop-controlled intersections based on these methodologies. LOS is not calculated for major-street approaches or for the intersection as a whole at two-way stop controlled intersections. For approach-based and intersection-wide assessments at all-way stop controlled intersections, LOS is solely defined by control delay. Level of service calculations for intersections were based on methodology and procedures outlined in the latest Highway Capacity Manual (6th Edition) using Synchro 10 traffic analysis software. The 2017 existing AM and PM peak hour LOS analysis results for the East Valley Road / SW 27th Street study intersection are summarized in Table 3. The 2017 existing LOS worksheets are included in Appendix B. Collision History Historic collisions at the study intersections were analyzed for the three-year period from 2014 to 2016. Collision data was provided by WSDOT. Summaries of the total and yearly average collisions during this period are provided in Table 4. DRAFT Transportation Impact Analysis East Valley Road – Donovan Brothers TENW May 12, 2017 Page 9 FUTURE TRAFFIC CONDITIONS Planned Transportation Improvements This section documents the known planned transportation improvements in the study area. There are two planned transportation improvement projects identified in the City of RentonÊs adopted 2017- 2022 Transportation Improvement Program (TIP) in the project vicinity. DRAFT Transportation Impact Analysis East Valley Road – Donovan Brothers TENW May 12, 2017 Page 10 · TIP #4 SW 27th Street/Strander Boulevard Connection Description: This project provides a critical four/five-lane arterial that will serve as a connector to West Valley Highway (SR 181) and East Valley Road, as well as an arterial connector to SR 167 from the south. The project will provide a grade-separated crossing at the Union Pacific Railroad (UPRR) and Burlington Northern Santa Fe (BNSF) railroad tracks. Bicycle and pedestrian connections will be provided to the Tukwila Station and the Interurban Trail. A new east-west arterial roadway will connect the cities of Renton and Tukwila and provide significant congestion relief to existing arterials. The new road will provide access to the new Tukwila Station, a multi-modal center being developed by Sound Transit immediately north of the new alignment. By undercrossing the UPRR and BNSF railroads, the new arterial will provide significant benefits to both freight mobility and general motorists. The total project cost is $31,116,857. · TIP #34 Lind Avenue SW (SW 16th Street to SW 43rd Street) Description: Widen existing roadway to five lanes where required. Includes new roadway, curbs, sidewalks, drainage, signals, lighting, signing and channelization. Increasing traffic demands in the Valley due in part to development will create the need for increasing the capacity of this major north/south arterial. A potential project is a signal installation at the intersection at Lind Ave SW and SW 34th St (currently unsignalized). Additionally, improvements may result from future WSDOT I-405 plans which include an interchange at Lind Ave SW (currently unfunded). The total project cost is $4,400,000. Project Trip Generation The trip generation estimate for the proposed East Valley Road-Donovan Brothers development was based on the methodology included in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th edition for Land Use Code (LUC) 812 (Building Materials & Lumber Store). The credit for the existing uses that will be removed was based on existing counts collected during the AM and PM peak periods at the existing site driveways. The resulting net new weekday daily, AM, and PM peak hour trip generation associated with the proposed project is summarized in Table 5. Detailed trip generation calculations are included in Attachment C. DRAFT Transportation Impact Analysis East Valley Road – Donovan Brothers TENW May 12, 2017 Page 11 Project Trip Distribution and Assignment The distribution and assignment of the net new AM and PM peak hour project trips were estimated based existing travel patterns, and confirmed by City of Renton staff as part of the Traffic Scoping for the project. The following Table 6 summarizes the resulting general trip distribution patterns. It should be noted that the trips shown at the site driveways are gross project trips and also includes trips from the existing Lumber Market that will remain. Future Traffic Volumes Year 2019 No Action (without project) peak hour traffic volumes were estimated by applying a 2 percent annual background growth rate to the existing volumes (confirmed by City as part of Traffic Scoping). In addition to the 2 percent annual background growth rate, trips from the Carmax Renton pipeline project (39 net new AM peak hour trips) were included in the future traffic volume estimates. The Carmax Renton project would result in a net reduction in weekday PM peak hour trips (-124 trips). As a conservative measure, no adjustments to the PM peak hour trips were made as a result of the Carmax Renton pipeline project. The resulting future 2019 No Action AM and PM peak hour traffic volumes are shown in Figure 5. The 2019 With-Project traffic volumes were determined by adding the trip assignment from the proposed development (shown in Figure 4) to the future 2019 No Action traffic volumes. The resulting 2019 With-Project AM and PM peak hour traffic volumes at the study intersections are shown in Figure 6. It should be noted that east leg of the intersection of East Valley Road/SW 27th Street (existing north driveway to Lumber Market) would be removed as part of the proposed project. Existing intersection geometry was assumed at the study intersection as there are no planned improvements at this intersection. The 2019 weekday AM and PM peak hour LOS results at the study intersections without and with the proposed project are summarized in Table 7. The LOS worksheets are included in Appendix C. As shown in Table 7, the controlled movements at the study intersection are expected to operate at acceptable levels (LOS B or better) in the future with the East Valley Road-Donovan Brothers project during the weekday AM and PM peak hours. Note the two existing driveways to Lumber Market will be consolidated into a single access. All site access driveways are assumed to be full-access driveways. To assess operations of the proposed site access locations, level of service (LOS) and queuing were analyzed. LOS and Queue Analysis The LOS and queue calculations were conducted using Synchro 10 software based on methodology outlined in the latest edition of the Highway Capacity Manual (6th Edition). The reported queues are estimated 95th percentile queues that are exceeded only 5 percent of the time. Table 8 summarizes the results of the 2019 with-project LOS and queue analyses. The LOS and queue calculation sheets are included in Appendix D.
