STANDARD LAKE STUDY REPORT

1.0 INTRODUCTION
This report is the result of a lake study on a 0.77 -acre site located on Lake
Washington in the City of Renton, Washington. The proposed project would be
constructed in two phases. Phase one consists of additional armoring of the existing
rock bulkhead and Phase 2 will consist of a small (498 s.f.) addition to the existing
residence.
The purpose of this report is to describe the shoreline habitat on the property and to
evaluate proposed impacts and mitigation associated with the project. Information in
this report is intended to satisfy the general reporting requirements of RMC 4-8-120D
for standard lake studies.
2.0 GENERAL PROPERTY DESCRIPTION AND LAND USE
The site consists of tax parcel 312405-9077 located at 3307 Mountain View Ave N. in
the City of Renton, Washington. It is found within Section 31, Township 24 North,
Range 5 East, W.M. The property consists of a long narrow lot situated between the
Burlington Northern Railroad to the east and Lake Washington to the west (Figure
1).
The site is currently developed with a single-family residence, several associated
out -buildings, and a large paved parking/driveway. Vegetation on the site consists
almost entirely of maintained yard. Significant trees are generally limited to a row of
trees along the east property line and widely scattered ornamentals.
The shoreline along the site is entirely developed with a rock and concrete bulkhead.
The area below the bulkhead consisted of gravelly sand with some cobble.
3.0 METHODOLOGY
On April 23, 20131 conducted an initial wetland reconnaissance on the subject
property utilizing the methodology outlined in the May 2010 Regional Supplement to
the Corps of Engineers Wetland Delineation Manual. Western Mountains, Valleys,
and Coast Region (Version 2.0). The ordinary high water (OHW) of Lake
Washington was delineated during the field investigation. No wetlands were
identified on the site during the initial reconnaissance. On December 6, 20181
conducted a site review of the property and confirmed that conditions on the property
had not significantly changed

4.0 RESULTS
The project site is located on Lake Washington, a Shoreline of Statewide
Significance per RMC 4-3-090.B.1.a. The site is located within the Single -Family
Residential Overlay District per 4-3-090.C.3. The City of Renton requires a standard
100 -foot structure setback from the OHW of the lake per Table 4-3-090.D.7.a.
Vegetation on the site consisted primarily of maintained yard with scattered
ornamental plantings interspersed with patches of mowed grasses and low weeds
such as dandelion (Taraxacum ofiicinale).
In addition, a row of periodically pruned cherry (Prunus sp.) and big -leaf maple (Acer
macrophyilum) trees were observed along the east property line adjacent the railroad
right-of-way (see original survey drawing conducted as part of previous short plat
application — Attachment 1). Understory vegetation along the east property line
included snowberry (Symphoricarpos albus), Indian plum (Oemleria cerasiformis),
holly (flex sp.), Himalayan blackberry (Ru,bus armeniacus), and sword fern
(Polystichum munitum).
The project site currently contains about 12,164 s.f. of impervious surfaces, of which
about 4,780 s_f. is considered pollution generating impervious surface. Due to the
amount of this impervious surface and lack of significant vegetation along the
shoreline, the functions provided by the existing buffer are severely limited.
Furthermore, it is our understanding that there is currently no water quality treatment
provided to any runoff entering the lake from the existing development.

5.0 HABITAT ASSESSMENT
As part of the lake study, the WA Department of Fish and Wildlife's Priority Habitats
and Species (PHS) database was reviewed. This database did not indicate the
presence of any non -salmonid threatened, endangered, sensitive, monitored, or
priority habitats or species on or adjacent to the property.
While the site does likely provide some relatively minor habitat for a variety of birds
and small mammals typically found within suburban environments, no threatened,
endangered, sensitive, monitored, or priority species were identified on the site
during the field investigations.
As defined in RMC 4-11-030.0, Critical Habitat is an area associated with
threatened, endangered, sensitive, monitored, or priority species of plants or
wildlife and which, if altered, could reduce the likelihood that the species would
maintain and reproduce over the long term. Since no critical habitat for non -
salmonid species has been identified on the site, no specific Habitat Data Report
is required.
6.0 PROPOSED PROJECT
Phase 1 of the proposed project consists of providing additional armoring to the
existing concrete and rock bulkhead. Based on the site plan and construction bid
provided to us from the owner (Attachment 2), it is my understanding that no work
would be constructed below the ordinary high water of the fake and that no
significant native vegetation would be removed as part of this project.

Phase 2 of the proposed project consists of a future 498 s.f. addition to the southern
portion of the house. Attachment 3 includes a preliminary site plan for the area of
the addition that was provided to us by the owner. This area currently consists
primarily of the existing concrete parking pad.
No Net Loss of Ecological Functions
The City of Renton requires that any re -development of the shoreline not result in a
loss of ecological function. Since the existing shoreline is highly developed and does
not contain an intact plant community, the current functions provided by the buffer
are minimal. Neither Phase 1 nor Phase 2 will require the removal of significant
vegetation and since no work would occur below the ordinary high water of the lake,
these actions are not anticipated to have a significant impact on the existing buffer
functions.
Although there should be no significant loss of function from the proposed project, a
planting plan was prepared by eccosDesign for the original short plat application to
increase the functions of the buffer immediately adjacent the shoreline (Attachment
4). It is my understanding that the enhancement plan was designed to increase the
habitat value of the buffer by increasing the plant species and structural diversity
adjacent the shoreline over existing conditions.
It is also my understanding that although the planting plan was designed for the
original short plat application, an updated planting plan will be installed following
installation of the additional armoring and the house expansion. Native vegetation
should be planted directly adjacent the re -armored bulkhead to provide habitat and
contribute detritus and other desirable allochthonous inputs into the lake.
Implementation of the planting plan should increase the buffer functions over current
conditions and would therefore result in a no -net loss of ecological function.
As required by the City of Renton, the installed planting plan should be monitored
per an approved vegetation management plan.
