EROSION AND SEDIMENT CONTROL NOTES
1. CLEARING LIMITS:
A. PRIOR TO ANY SITE CLEARING OR GRADING, AREAS TO REMAIN
UNDISTURBED DURING PROJECT CONSTRUCTION SHALL BE
DELINEATED. AT A MINIMUM, CLEARING LIMIT DELINEATION
FLAGGING SHALL BE PROVIDED AT THE EDGES OF ALL
SENSITIVE AREA BUFFERS.
2. KEEP THE GROUND COVERED -
A. MINIMIZE THE AMOUNT OF EXISTING VEGETATION THAT YOU
MUST DISTURB FOR CONSTRUCTION. KEEP OFF SENSITIVE AREAS
AND THEIR BUFFERS.
B. ALL DISTURBED AREAS SHALL BE COVERED AND/OR MULCHED
WITHIN 12 HOURS, IF THEY ARE TO REMAIN UNWORKED FOR
MORE THAN 7 DAYS FROM MAY 1ST TO SEPTEMBER 30TH.
DURING THE MONTHS OF OCTOBER 1ST THROUGH APRIL 30TH,
DISTURBED AREAS MUST BE COVERED OR MULCHED IF LEFT
UNWORKED WITHIN 2 DAYS
C. ACCEPTED MULCH MATERIAL INCLUDES STRAW, WOOD FIBER AND
CELLULOSE.
D. AREAS NOT BEING WORKED FOR 30 DAYS OR MORE SHALL BE
VEGETATED, UNLESS THE CITY DETERMINES THAT WINTER
WEATHER MAKES VEGETATION ESTABLISHMENT INFEASIBLE. IF
THIS IS THE CASE, IT MUST STILL BE MORE PERMANENTLY
STABILIZED, USING METHODS SUCH AS BONDED FIBER MATRIX
OR OTHER MORE STABLE BMP'S.
E. SLOPES AND STOCKPILES 3H:1V OR STEEPER AND MORE THAN
10 FEET OF VERTICAL RELIEF SHALL BE COVERED IF THEY ARE
UNWORKED FOR MORE THAN 12 HOURS.
F. ALL AREAS NOT BEING WORKED PRIOR TO OCTOBER 1, AND ARE
BEING SEEDED, SHALL BE SEEDED BY SEPTEMBER 23.
MULCHING IS REQUIRED TO PROTECT ALL SEEDED AREAS UNTIL
AN ADEQUATE GROWTH IS ESTABLISHED.
G. AREAS THAT ARE BEING HYDRO SEEDED SHALL HAVE A
TACKIFIER MIXED INTO THE HYDRO SEED TO HELP STABILIZE
MIXTURE ONTO THE SOIL.
H. ENOUGH COVER MATERIAL TO SUFFICIENTLY PROTECT ALL
DISTURBED AREAS SHALL BE STOCKPILED ON THE SITE AT THE
BEGINNING OF THE WET SEASON.
3. DUST CONTROL:
A. DUST IS TO BE CONTROLLED ON THE CONSTRUCTION SITE.
B. WATER TRUCK WILL BE USED TO CONTROL DUST ON DIRT/GRADED
AREAS ONLY.
C. NO SITE RUN OFF IS TO BE GENERATED BY OVER USE OF
WATERING.
D. CONTROLLING DUST ON PAVED ROADWAYS WILL BE DONE BY THE
USE OF A SWEEPER WITH WATER -JET SPRAYERS. NO RUN OFF
FROM SPRAYERS SHALL REACH THE CATCH BASINS.
4. PERIMETER PROTECTION:
A. PERIMETER PROTECTION TO FILTER SEDIMENT FOR SHEETWASH
SHALL BE LOCATED DOWNSLOPE OF ALL DISTURBED AREAS AND
PROPERLY INSTALLED PRIOR TO UPSLOPE GRADING.
B. 50 LINEAR FEET OF SILT FENCE PER ACRE AND THE NECESSARY
STAKES TO HOLD THE FENCE IN PLACE SHALL BE STORED ON
SITE.

5. TRAFFIC AREA STABILIZATION:
A. UNSURFACED DRIVEWAY ENTRANCES, ACCESS ROADS AND PARKING
AREAS USED BY CONSTRUCTION TRAFFIC WILL BE STABILIZED
TO MINIMIZE EROSION AND PREVENT TRACKING MUD.
B. STABILIZED CONSTRUCTION ENTRANCES WILL BE INSTALLED AS
THE FIRST STEP OF CLEARING AND GRADING.
C. CONSTRUCTION ENTRANCES WILL BE SET UP SO THAT ALL
TRAFFIC LEAVING A JOB SITE IS REQUIRED TO TRAVEL THE
ENTIRE LENGTH OF ENTRANCE.
D. ROADS AND PARKING AREAS WILL BE STABILIZED IMMEDIATELY
AFTER THE INITIAL GRADING.
E. CONSTRUCTION ENTRANCES WILL BE STABILIZED WHEREVER
TRAFFIC WILL BE LEAVING A CONSTRUCTION SITE AND
TRAVELING ON PAVED ROADS OR OTHER PAVED AREAS WITHIN
1,000 FEET OF THE SITE.
F. ANY SEDIMENT THAT IS TRACKED ONTO PAVEMENT WILL BE
REMOVED IMMEDIATELY BY SWEEPING. THE SEDIMENT
COLLECTED BY SWEEPING SHALL BE REMOVED OR STABILIZED
ON -SITE.
G. IF NON-VACTOR TYPE SWEEPERS ARE USED, THE DEPOSITION OF
THESE SWEEPERS MUST BE REMOVED FROM SIDEWALKS AND
GUTTERS. THE SEDIMENT COLLECTED BY SWEEPING SHALL BE
REMOVED OR STABILIZED ON -SITE.
H. THE PAVEMENT SHALL NOT BE CLEANED BY WASHING STREETS.
6. SEDIMENT RETENTION:
A. SEDIMENT RETENTION IS REQUIRED UNLESS NO OFF -SITE
DISCHARGE IS ANTICIPATED FOR THE SPECIFIED DESIGN FLOW.
B. SEDIMENT RETENTION FACILITIES WILL BE INSTALLED BEFORE
GRADING.
C. IF SEDIMENT RETENTION FACILITIES NEED TO BE REMOVED
FOR GRADING, ADDITIONAL PONDS/TRAPS/SYSTEMS TO
ACCOMMODATE STORAGE CAPACITY NEED TO BE INSTALLED ON
SITE. THIS WILL BE DONE PRIOR TO REMOVAL OF EXISTING
FACILITY.
7. SURFACE WATER CONTROL:
A. SURFACE WATER CONTROLS ARE REQUIRED UNLESS NO OFF -SITE
DISCHARGE IS ANTICIPATED FOR THE SPECIFIED DESIGN FLOW.
8. SENSITIVE AREA RESTRICTIONS:
A. PHASING AND MORE CONSERVATIVE BEST MANAGEMENT PRACTICES
(BMP'S) MUST BE EVALUATED FOR CONSTRUCTION ACTIVITIES
NEAR SURFACE WATERS..
9. MAINTENANCE REQUIREMENTS:
A. LARGE PROJECTS WITHIN SENSITIVE AREAS MAY BE
REQUIRED BY THE CITY TO HAVE A DESIGNATED ESC
SUPERVISOR WHO WILL BE RESPONSIBLE FOR ESC REVIEW,
MAINTENANCE AND COMPLIANCE.
B. ESC WILL BE INSPECTED A MINIMUM OF ONCE A WEEK DURING
THE WET SEASON AND WITHIN 24 HOURS OF SIGNIFICANT
STORMS (.5 INCHES/24 HOUR, OR WHERE RUN-OFF IS
GENERATED).
C. THE ESC SUPERVISOR MUST BE AVAILABLE, 24 HOURS, FOR
RAPID RESPONSE TO ESC PROBLEMS AND EMERGENCIES.
D. A 24-HOUR PHONE NUMBER FOR THE ESC SUPERVISOR WILL BE
POSTED IN A CLEARLY VISIBLE LOCATION ON THE PROJECT
SITE.

2. DESIGN AND INSTALLATION SPECIFICATIONS
2.1. HOG FUEL (WOOD BASED MULCH) MAY BE SUBSTITUTED FOR OR COMBINED WITH QUARRY SPALLS IN ARES THAT WILL BOT BE USED
FOR PERMANENT ROADS. HOG FUEL IS NOT RECOMMENDED FOR ENTRANCE STABILIZATION IN URBAN AREAS. THE INSPECTOR MAY
AT ANY TIME REQUIRE THE USE OF QUARRY SPALLS IF THE HOG FUEL IS NOT PREVENTING SEDIMENT FROM BEING TRACKED ONTO
PAVEMENT OR IF THE HOG FUEL IS BEING CARRIED ONTO PAVEMENT.
2.2. FENCING SHALL BE INSTALLED AS NECESSARY TO RESTRICT TRAFFIC TO THE CONSTRUCTION ENTRANCE.
2.3. WHENEVER POSSIBLE, THE ENTRANCE SHALL BE CONSTRUCTED ON A FIRM, COMPACTED SUBGRADE, THIS CAN SUBSTANTIALLY
INCREASE THE EFFECTIVENESS OF THE PAD AND REDUCE THE NEED FOR MAINTENANCE.
3. MAINTENANCE STANDARDS
3.1. QUARRY SPALLS SHALL BE ADDED IF THE PAD IS NO LONGER IN ACCORDANCE WITH THE SPECIFICATIONS.
3.2. IF THE ENTRANCE IS NOT PREVENTING SEDIMENT BEING TRACKED ONTO PAVEMENT THEN ALTERNATIVE MEASURES TO KEEP THE
STREETS FREE OF SEDIMENT SHALL BE USED. THIS MAY INCLUDE STREET SWEEPING, AN INCREASE IN THE DIMENSIONS OF THE
ENTRANCE, OR THE INSTALLATION OF THE WHEEL WASH. IF WASHING IS USED, IT SHALL BE DONE ON AN AREA COVERED WITH
CRUSHED ROCK, AND WASHED WATER SHALL DRAIN TO A SEDIMENT TRAP OR POND.
3.3. ANY SEDIMENT THAT IS TRACKED ONTO PAVEMENT SHALL BE REMOVED IMMEDIATELY BY SWEEPING. THE SEDIMENT COLLECTED BY
SWEEPING SHALL BE REMOVED OR STABILIZED ON SITE. THE PAVEMENT SHALL NOT BE CLEANED BY WASHING DOWN THE STREET,
EXCEPT WHEN SWEEPING IS INEFFECTIVE AND THERE IS A THREAT TO PUBLIC SAFETY. IF IT NECESSARY TO WASH THE STREETS, A

3. MAINTENANCE STANDARDS

3.2. IF CONCENTRATED FLOES ARE EVIDENT UPHILL OD THE FENCE, THEY MUST BE INTERCEPTED AND CONVEYED TO A SEDIMENT TRAP OR POND.
3.3. IT IS IMPORTANT TO CHECK THE UPHILL SIDE OF THE FENCE FOR SIGNS OF THE FENCE CLOGGING AND ACTING AS A BARRIER TO FLOW AND
THEN CAUSING CHANNELIZATION OF FLOWS PARALLEL TO THE FENCE. IF THIS OCCURS, REPLACE THE FENCE OR REMOVED THE TRAP
SEDIMENT.
3.4. SEDIMENT MOST BE REMOVED WHEN SEDIMENT IS 6 INCHES HIGH.
