PROJECT LOCATION: 4101 WILLIAMS AVE N
PROJECT DESCRIPTION: The applicant is requesting a Shoreline Substantial Development Permit Exemption for
the construction of a safety handrail along the southern side of their existing staircase
leading down to Lake Washington. The project site identified as 4101 Williams Ave N.
(APN 0518500400) totals 5,961 square feet (0.13 acres), is zoned Residential - 10 (R-10).
The site is located within the High Intensity Regulated Shoreline designation and Lake
Washington Reach C (LW-C). The eastern portion of the site is mapped within within the
High Severity Seismic Hazard Critical Area. The proposed work site is not within this
critical area. The handrail would be a metal railing with open sides (Exhibit 1) and all
proposed work would occur landward of the Ordinary High Water Mark (Exhibit 2). No
trees or other vegetation would be disturbed and work will be performed on existing
impervious surface. The proposal would be exempt from SEPA under WAC
197-11-800(1), minor new construction.

EXEMPTION JUSTIFICATION: An exemption from a Shoreline Management Substantial Development Permit is hereby
Approved on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System' and for the following
reasons:
Projects Valued at $5,000 or Less: Any development of which the total cost or fair market value does not exceed five
thousand dollars ($5,000.00), if such development does not materially interfere with the normal public use of the water or
shorelines of the State.

The proposed development is:
Consistent with the policies of the Shoreline Management Act.
Not Applicable to the guidelines of the Department of Ecology where no Master Program has been finally approved or
adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.

RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the
reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no
further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14
day appeal time frame.
APPEALS: The administrative land use decision will become final if not appealed in writing together with the required
fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on April
23, 2019 (RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and
additional information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City
Hall, 7th Floor, (425) 430-6510.
EXPIRATION: Two (2) years from the date of decision (date signed)
