Description:Comcast proposes to overlash 4,045' of 144ct fiber and push small section in occupied conduit. Restoration per City of
Renton standards.
CONDITIONS OF OVERHEAD APPROVAL:1.Any existing height violations within the Project Reach must be resolved
at the time of construction. New aerial lines within the Project Reach must have a minimum vertical clearance of 15’ 6”.
2. Any abandoned or unused lines within the Project Reach must be removed at the time that construction is taking
place. 3. A traffic control plan must be separately submitted to the City, and no construction may take place until the
City has approved a traffic control plan. 4. The new aerial fiber lines within the Project Reach must be converted to
underground facilities in the future, at Comcast’s cost, when any one of the following events occurs: (1) any other
utilities are undergrounded within the Project Reach, (2) a joint use trench is proposed by a franchisee within the
Project Reach, in which case Comcast shall participate in the joint use trench installation for the purpose of
undergrounding its aerial lines, or (3) a conduit is made available within the Project Reach that will accommodate the
aerial lines. The new aerial lines must be undergrounded within one year, or approved otherwise by the City of Renton
Community and Economic Development Administrator or designee, from the first event triggering the requirement to
underground the aerial lines.

approved plans and specifications pertaining thereto, subject to compliance with the Ordinance of the City of Renton.
This permit and plans must be posted at the job site at all times.
I hereby certify that no work is to be done except as described above and in approved plans, and that work is to conform to
Renton Trench Restoration and Street Overlay Requirements.

In accordance with RCW 19.122.033(4) the permit holder is required to contact (Williams Northwest Pipeline at
425.868.1010) (Olympic Pipeline at 206.510.0575) (Puget Sound Energy at 425.375.3397) to request a consultation with the
transmission pipeline company prior to performing any construction or excavation activities. This requirement to consult with
the transmission pipeline company is in addition to the requirement to Call before You Dig as required in RCW 19.122.

COMPLETION.
3.SLACK LOOP AND SNOWSHOE STORAGE LOCATIONS SHALL BE DETERMINED ON CONSTRUCTION DRAWINGS, HOWEVER,
REEL LENGTHS OF FIVE HUNDRED FEET (500') OR LESS ON LARGE COUNT FIBER OR THREE HUNDRED FEET (300') OR LESS
ON SMALL COUNT FIBER ARE DIFFICULT TO USE AND SHOULD BE PLACED AS FSL'S, NOT CUT AND RETURNED.
4.FIBER OPTIC IDENTIFICATION TAGS SHALL BE PLACED AT EVERY WORK POLE, MANHOLE, FIBER, STORAGE LOOPS, SPLICE
CASES AND WHERE INDICATED BY PROJECT MANAGER. TAGS NEED TO BE PLACED SO AS TO BE READ FROM THE GROUND.
5.CABLE LUBRICATION SHALL BE USED TO REDUCE PULLING TENSION. LUBRICANTS MUST NOT CONTAIN ANY PETROLEUM
PRODUCTS.
6.A 100 FOOT FIBER COIL MUST REMAIN IN ALL VAULTS UNLESS OTHERWISE NOTED.
7.ALL BURIED INFRASTRUCTURE MUST BE ACCOMPANIED WITH WARNING TAPE AND A TRACER WIRE, AT RISER POLES THE
LOCATE WIRE SHALL BE ACCESSIBLE AT THE BASE OF THE RISER.
8.ALL RISERS WILL BE CAPPED AT ALL TIMES.
9.ALL FIBER SHALL BE MARKED AS TO DIRECTION IN EACH VAULT. RED-NORTH, GREEN-SOUTH,YELLOW-EAST, AND
BLUE-WEST. DO NOT TAPE FIBER CABLES TOGETHER IN RISER.
1. ALL VAULTS / HANDHOLES TO BE EQUIPPED WITH SECURITY LIDS WITH LOCKING BOLTS.
2. GROUND RESTORATION/RIGHT-OF-WAY SHALL BE RESTORED TO ORIGINAL OR BETTER CONDITION.
3. ALL 90 DEGREE BENDS IN CONDUIT CONSTRUCTION WILL BE A MINIMUM OF 36" RADIUS UNLESS
SPECIFIED OTHERWISE.
4. BURIED FIBER OPTIC WARNING SIGNS SHALL BE PLACED AT EACH SIDE OF ALL ROAD CROSSINGS,
AT CULVERTS, DITCHES AND IN A STRAIGHT LINE OF SIGHT SPACING OF APPROXIMATELY 500 FEET.
5. DEVIATIONS FROM THE ENGINEERED ROUTE REQUIRES A PROJECT MANAGER AND RIGHT-OF-WAY
OWNER OR CARETAKER APPROVAL PRIOR TO CONSTRUCTION.
6. WHERE PERMITS FROM STATE, COUNTY, CITY, RAILROAD OR GOVERNMENT AGENCIES ARE
REQUIRED, ALL WORK PERFORMED WILL COMPLY WITH THESE AGENCIES STANDARD
SPECIFICATIONS.
7. THE PROJECT MANAGER WILL NOTIFY BUILDING MANAGEMENT WHEN WORK WILL BEGIN ON
BUILDING. CONTRACTOR TO COORDINATE ROOM ACCESS AND WORK START AND STOP TIMES
WITH BUILDING MANAGEMENT.
8. THE PROJECT MANAGER IS TO BE NOTIFIED BY THE CONTRACTOR 24 HOURS PRIOR TO
CONSTRUCTION. SEE COMPANY CONTACT LIST FOR CONTACT NAME(s) AND TELEPHONE NUMBER(s).
9. THE PROJECT MANAGER WILL RESERVE THE RIGHT TO INSPECT AT ANY TIME THE WORK BEING
PERFORMED BY THE CONTRACTOR. IF PROJECT MANAGER DETERMINES THAT THE WORK IS NOT
BEING PERFORMED TO MINIMUM QUALITY STANDARDS, THEN THE CONTRACTOR SHALL PROVIDE
REWORK AT HIS OWN COST.
10. ANY CHANGE IN PROJECT SCOPE, INCLUDING BUT NOT LIMITED TO, CONDUIT LENGTH, CONDUIT
PATH, AERIAL PATH ETC., MUST BE APPROVED BY THE PROJECT MANAGER.
11. ALL CORING/CONSTRUCTION THAT WILL CAUSE NOISE AND/OR VIBRATION SHALL BE DONE WITHIN
ALLOWED (9AM-3PM) BUSINESS HOURS.
12. ANY AND ALL UNDERGROUND UTILITIES ENCOUNTERED ARE THE RESPONSIBILITY OF THE
CONTRACTOR TO LOCATE, PROTECT, AND REPAIR, IF DAMAGED.
13. ALL FOOTAGES ARE BASED ON FIELD GATHERED MEASUREMENTS, AS SUCH SOME VARIANCE
SHOULD BE ANTICIPATED. ADJUST AS NEEDED.
14. ALL BURIED CONDUIT/CABLE WILL BE PLACED AT 36" MINIMUM COVER. SITE HAS POTENTIAL FOR
ROCK THAT WOULD PREVENT THE ABILITY TO PROVIDE THE MINIMUM COVER. IN CASES WHERE THE
MINIMUM COVER CAN NOT BE ACHIEVED, THE CONDUIT SHALL BE PLACED IN A SCH 40 EMT SLEEVE
OR APPROVED EQUIVALENT.
15. WATER, SEWER, STORM SEWER AND EASEMENT LOCATIONS ARE BASED OFF OF CITY MAPS,
NOT FIELD VERIFIED.
16. BORING OF AC PAVING IS REQUIRED AT ALL LOCATIONS AS INDICATED ON PLANS.
17. AT NO TIME SHALL CURBS, GUTTERS OR HANDICAP BE DISTURBED.
18.DOOR HANGERS ARE TO BE PLACED A MINIMUM OF 72 HOURS PRIOR TO START OF CONSTRUCTION.
19. PRIOR TO START OF CONSTRUCTION, CONTRACTOR SHALL PLACE MESSAGE BOARDS STATING LANE
CLOSURES, AND DELAYS A WEEK IN ADVANCE. LOCATION OF THE MASSAGE BOARD SHALL BE
COORDINATED WITH THE CITY INSPECTOR AT THE PRE-CONSTRUCTION MEETING.
20. LANE CLOSURES CANNOT EXCEED MORE THAN 300 FT. AT A TIME. FOR SAFETY PURPOSES THERE
SHALL BE ONLY ONE CLOSURE AT A TIME ALONG INTERNATIONAL BLVD. MORE FLAGGERS WILL BE
NECESSARY TO HELP VEHICLES AND PEDESTRIANS IN THE WORK ZONES DURING THE LANE

SUBJECT: Request for Undergrounding Exemption (JT#310850, MFP19001595, 3304 NE 6th Street)
Dear Mr. Shackett:
The City of Renton has reviewed your request to grant Comcast an exemption from Renton Municipal
Code (RMC) 4-6-090(C) which states that all new electrical or communication facilities shall be required
to be installed underground, pursuant to the standards of the section of RMC.
Comcast proposes to have SEFNCO Communications overlash approximately 4,045 lineal feet of new 144-
count aerial fiber to existing Puget Sound Energy (PSE) poles beginning at the northwest corner of Monroe
Avenue NE and NE 6th Street intersection. The new fiber line will extend east along the north side of NE
6th Street, then south along the west side of Union Avenue NE to a location approximately 110 lineal feet
north of NE 4th Street, and end at an existing pole located on the east side of Union Avenue NE
approximately 85 lineal feet north of NE 4th Street.
ANALYSIS: The City has considered the request for an exemption from RMC 4-6-090(D)(1)(h) ii. Ordinance
5720 grants Comcast, the right to install fiber optic cable and related appurtenances under, along, over,
below, through and across the streets, avenues and alleys of City of Renton within the right-of-way of
Renton. Section 3.4 of the franchise ordinance states that if all of the distribution lines all the wireline
service providers, such as telecommunications service providers, as defined in RCW 35.99.010, a utility
service provider or a Cable Operator (collectively “Service Providers”) in any portion of the Franchise Area
are underground, Grantee shall place its Cable System’s distribution cables underground within that area;
provided that such underground locations are actually capable of accommodating Grantee’s cable and
other equipment without technical degradation of the Cable Systems’ signal quality.
The proposal would utilize existing poles with other attached franchisee communication facilities and
overlash to the existing Comcast aerial path. As minimum vertical height clearance of 15’-6” would need
to be provided for, any existing obsolete cable will need to be removed; staff recommends these as
conditions of approval. Therefore, the City is granting an exemption with conditions, per the Comcast
franchise agreement which allows new overhead facilities to be placed overhead provided at there are
other similar providers overhead as well.

DECISION: The requested exemption from underground utility installation requirements (RMC4-6-090 (C)
as requested by the applicant is approved with conditions subject to the conditions below as the request
complies with exemption criteria of RMC 4-6-090(D)(1)(h) ii, and the Comcast Franchise Agreement.
Conditions of Approval:
1. Any existing height violations within the Project Reach must be resolved at the time of
construction. New aerial lines within the Project Reach must have a minimum vertical
clearance of 15’-6”.
2. Any abandoned or unused lines within the Project Reach must be removed at the time that
construction is taking place.
3. A traffic control plan must be separately submitted to the City, and no construction may take
place until the City has approved a traffic control plan.
4. The new aerial fiber lines within the Project Reach must be converted to underground
facilities in the future, at Comcast’s cost, when any one of the following events occurs: (1) any
other utilities are undergrounded within the Project Reach, (2) a joint use trench is proposed
by a franchisee within the Project Reach, in which case Comcast shall participate in the joint
use trench installation for the purpose of undergrounding its aerial lines, or (3) a conduit is
made available within the Project Reach that will accommodate the aerial lines. The new
aerial lines must be undergrounded within one year, or approved otherwise by the City of
Renton Community and Economic Development Administrator or designee, from the first
event triggering the requirement to underground the aerial lines.
This decision to approve the exemption with conditions is subject to a fourteen (14) day appeal period
from the date of this letter per RMC 4-8-110. Any appeals of the administrative decision must be filed
with the City Clerk, along with the required appeal fee, by 5:00 pm, May 7, 2019.
