Dear Jill:
We have revised the plans and technical documents for the above -referenced project in accordance with
prescreen comments in your January 24, 2019 email, as well as prescreen comments from Rohini Nair, set
forth in her January 25, 2019 email.
The following outline provides each of your prescreen comments in italics exactly as written, along with a
narrative response describing how each comment was addressed:

From Rohini Nair:
1. Our RMC 4-6-060 and RFA requires cul de sac for dead end access longer than 300 feet. The
current plans show dead end access nearer to 430 feet. A modification to this requirement
would be required as well as a variance request from the RFA.
Response: A modification request is included. A Variance Request to Renton Fire has been
added to the submittal package.
2. Also, Please ask for a Groundwater Mounding Analysis to be submitted for the infiltration.
Per section 5.2.1 of 2017 RSWDM. Groundwater mounding analysis is generally required for
infiltration facilities that serve 1 acre or more of tributary area and have less than 15 feet of
separation to a restrictive layer or groundwater table.
Response: A groundwater mounding analysis by Earth Solutions NW , LLC is enclosed.
Planning Comments:
1. Please name the individual files in accordance with the City’s naming conventions as found in
the electronic file standards.
Response: File naming has been updated.

2. There were some blanks on the Master Application under row dedication, access easement
(access tract) area, and density. Please complete.
Response: The Master Application has been completed.
3. Sheet 1 on the short plat plan set had 0 SF listed as the easement area and no density, please
update.
Response: Sheet 1 has been corrected.
4. The landscape strip between the shared driveway and north property line is required to be 8
feet per RMC 4-6-060J.2, if there is not sufficient area to accommodate the 8-foot landscape
strip, a modification to this requirement would be required.
Response: A modification request is enclosed.
5. Maximum height of retaining walls shall not exceed 6 feet, north wall appears to have a max
height of 11 feet.
Response: All retaining walls are 6 feet or less. Additional detail is provided on the plans to
demonstrate compliance.
6. Conceptual landscape plan is required, landscape plan shall show minimum 10 feet of onsite
landscaping along all public street frontages, 2 trees within the front yards of all lots not abutting
a public row, 8 foot landscape strip between the shared driveway and north property line, and
15 feet of landscaping around the perimeter of the stormwater facility within the stormwater
tract.
Response: Enclosed.
7. Affidavit of posting of public information sign.
Response: Enclosed.
8. The retained trees on the southern portion of the project site are required to be placed within a
tree retention tract, per 4-4-130H.2. However, there does not appear to be sufficient area to
place the trees within the tract and maintain the required minimum lot size of 9,000 sq. ft. If the
trees cannot be placed in a tract, due to lot size constraints, a modification to this requirement
may be applied for in accordance with 4-4-130I. I would recommend modifying the requirement
to place the trees within a tree protection easement instead of a tract, so that you do not have
the area counted against the lot area.
Response: A Modification Request is enclosed.

• All portions of the sidewalk should be located in public ROW . Sidewalk should not be in an
easement. ROW dedication should be provided accordingly.

Response: The right-of-way dedication has been revised to encompass the meandering
sidewalk.
• The individual sewer stubs to each lot should be shown and labeled in the utility plan.
Response: Sewer stubs have been added to the plan.
• As mentioned in the preapp comments PRE18-000234,
o extension of a 8 inch diameter sewer main along the entire southerly boundary all the way
to the SE corner in order to serve the adjacent property to the east is required and should
be shown in the plan.
Response: An easement and main extension have been added to the plan.
o A public sewer easement (of minimum 15 feet width) is required for any public sewer main
located outside public right-of-way. It is to be shown and labeled in the utility plan.
Response: A 15-foot easement has been added to the plan for the sewer extension along
the south property line at Lot 8.
• In the drainage TIR –
o the special requirement #6 should be mentioned . Currently only 5 special requirements are
mentioned. 2017 RSWDM mentions 6 special requirements.
Response: Special Requirement No. 6 has been added to the TIR.
o The total area should not be less than the individual areas in the existing Site Hydrology
section of the drainage TIR.
Response: The lot areas have been updated to match the Horizontal Control Plan.
o Please confirm if the infiltration facility is designed in accordance with the flow control
facility requirement (Section 1.2.3.1 of 2017 RSWDM), the facility implementation
requirements (Section 1.2.3.2 of 2017 RSWDM), and the design criteria for infiltration
facilities (Section 5.2 of 2017 RSWDM). This information should be mentioned in the
section that discussed the on-site BMP in the drainage TIR.
Response: A mounding analysis was completed by Earth Solutions NW , LLC and is
enclosed.
• In drainage plan and utility plan, the stormwater line should be located at the curb, it should not
be located in any landscaped planter portion back of curb.
Response: The storm line has been revised to follow the curb line.
