K. CALL TO ORDER
Chair Kim Unti called the meeting to order at 5:30 p.m.

UU. APPROVAL OF AGENDA
A request was made to add one item under New Business; review the makeup of the board
(number of members) and discuss Erica Richey's term which ended on September 1, 2018. A
2nu request was made to list Fred Gurney's name for the KCLS Report as Amy Eggler could not
attend the meeting. Erica Richey made m motion to approve the agenda as amended. Jaime
Greene seconded. All were in favor, motion carried, agenda approved.
UUV. APPROVAL OF MINUTES
Laurie Beclen made a motion to approve the August 2018 minutes as written, Lynne King
seconded. All were in favor, motion carried, minutes approved.

Kim Unti shared a news article dated 9/7/2018fronn the Renton Reporter by Lisa Rosenblum,

V. CITY REPORT/ Marviane Van Cleave
Maryjane reported that the Community Services Department is providing information to
Department Heads for the new budget cycle. The Mayor will give a public presentation on
October 1 and our department will present to the Committee of the Whole on October 15.
The Multicultural Festival was a huge and successful event this year. The Recreation staff is
gearing up for the Bark in the Park(Sept. 22) and Pooch Plunge (Sept. 22 & 23\thiu weekend.
The Bark in the Park is sold out with 50 dogs per session and five sessions on Saturday. The
City is also promoting chipping and licensing during these events.
Erica Richey inquired as to what time the Council Presentation starts for the RbAB
presentation on October 15. The City Council meeting starts at 7:00 p.m. Maryjane will work
with Nrn Unti to get the presentation loaded up and ready for the presentation.

VU. KCILS REPORT/Fred Gurney
Amy Eggler emailed the KCLS monthly report to Library Advisory Board members and city
staff providing highlights mn some of the KCLS programs and events.
Fred Gurney reported on some of the "Story Time" features for KCLS. The Drag Queen Story
Time was popular with over 1OOpeople attending. KCLS did get some push back from Talk
Radio and one patron gave his view which was not favorable. Amy handled the situation and
explained the Library's position on allowing all patrons freedom to express their views.
The Fire Fighter Story Time was a huge success; they stopped counting atI72 people and
there were still folks corning in. The Road Maintenance Story Time is forthcoming.
Fred Gurney noted that the Chi|dren's Librarian (8ecca) is planning on going out on maternity
leave and is due late October. She will be out for approximately 2-1/2 months and will return
part time for several months. Drew will be helping out with these programs. Reading with
Rover will be covered byJennifer.
Fred Gurney pointed out that the Adult Story Hour is a local initiative and will be starting
October at the Renton Highlands Library from 2:00 p.no-3:00 p.m. Drew Derby and Fred
Gurney will be participating in this program. Board members questioned esto why this
program is offered |n the middle of the day instead mf later inthe evening. Fred said that the
time may have been based on the fact that most patrons attending this program were seniors
thus far.
Fred Gurney stated that thanks to Teresa Nishi reaching out tothem, KCLSxvoa able to
partner with the City to provide meals at the Highlands Neighborhood Center. This program
ran from June 22 thru approximately August 22 (25 days) and there were 1,042 meals served
(an average of42 kids per day\. This speaks to the success and needs of this program.
In reviewing the stats of Renton Highlands Library, Fred pointed out some programs that
appeared successful based onattendance. The program "Starting up your Own Business" at
the Renton Library brought in12-l5 people each session. Renton and Skyway 8irding
Program—the Raptor program brought in34people.
Laurie Beden asked about the Sunset Park Restroorns being closed and if there was
communication with the K[LS Library as to when they closed, what the reason was and how
long the restrmmrns might remain closed. Maryjanestatedthatshgcmu|d find out more from
the Community Services staff asto detail on the matter. There have been discussions
between several departments at the City regarding the new restroorns and what the best
option might be. This included conversations with Parks Planning and Natural Resources astm
development ofthe park and possibly looking into new design options that could deter such
behavior; the Facilities Division as they open and close restnoorns; and also the Police
Department in connection with reported issues.

VII. OLD BUSINESS
Presentation to City Council (October 15)—Kim Unti noted that the board does have a
presentation ready for Council. She mentioned that the statistics offered on the KCLS annual
report would work for their presentation to give Council additional information. Kim also
indicated she had talked with Amy Eggler and that Fred Gurney and Amy will provide some
good stories to share with Council regarding the way KCLS Libraries impact the community. In
addition, she would introduce all RLAB members during the presentation. Kim will place all
information on slides and get in touch with Maryjane Van Cleave to work on getting
everything in place prior to the upcoming Council meeting.
Vill. NEW BUSINESS
Erica Richey's Term ended 9f 1j2018— RLAB members discussed the By-Laws and how terms
are addressed. A member can serve two full terms (5-year term). After the two terms the
member can serve again following a 2-year break. However, in Erica's case she started her
term after the first year so her first term was only four years long.
Lynne King noted that her term is expiring as of September 1, 2019. She advised the board
members that she is planning on resigning at the end of her 2nd term. Thus at that point the
board will be in need of two new members.
Erica Richey advised the RLAB members that it is her intent to finish out her term and then
move on to new interests. She is taking an interest in the Specialized Recreation at City of
Renton. This program currently starts at age 16 and Erica is trying to advocate for new
programs for younger ages. Another area of interest is Seattle Autism Mom's Facebook page
—Up to 1,800 on Facebook;this is a great way to connect with other Mom's facing challenges
and see what opportunities may be available. The Library is a big part of that.
Erica Richey stated that she would like to see the board search for a new candidate earlier
rather than later. She indicated she would be glad to continue on the board until they are
able to recruit a new member, but feels she would like to move on to other interests at that
time.
A brief discussion followed regarding what method the board needs to follow to make any
changes to By-Laws or who needs to be notified regarding terms; resignations, appointments,
etc. Maryjane said she could check into it to see what other city boards have done and
possibly invite Legal or City Clerk to next meeting to clarify the process for an advisory board.
Laurie Beden motioned that the Board extend the term for Erica Richey one year until
September 1, 2019. This would allow Erica to serve a full five years as part of her first term
and would allow time to recruit a new member. Jaime Greene seconded the motion, all were
in favor, motion carried.

Review and Update RLAB Goals and Timeline—Kim Unti said that she felt the board had
done a good job completing most of their goals this year. Laurie Beden stated that she
understood that the RLAB members would be reviewing the list of Goals and the Timeline
during the September meeting; not necessarily developing new goals. It was agreed by all
board members that as part of the September meeting,the board would review the two lists
and be thinking about new goals for a future meeting. Laurie Beden voiced a concern about
the value of the Renton Library Advisory Board and what it brings to the City and KCLS; she
thought a more formal discussion should be held to address this matter.
In going over the 2018 Goals there were a few items mentioned:
Under Partnerships
• The goal to attend Renton School Board Meeting. Lynne King questioned the
practicality of this goal. Why would the RLAB need to go and what would the board
bring to the table? Members agreed that it might be a better option to look at other
opportunities such as the "New Teacher Breakfast in August" put on by Renton
Chamber of Commerce. They have goody bags that the board could add to—possibly
putting in information about KCLS. There is also opportunity to be a sponsor; $25 to
buy a teacher's breakfast.
• Lynne King also noted that thanks to Laurie Beden the Renton Library Advisory Board
has gotten more involved with Friends of Renton Libraries.
• Fred Gurney pointed out that Kim Unti attends the Sunset Area Transformation
Resource Council quarterly meetings. This might be a goal to add to Partnerships.
Fred also asked about the board's relationship with Renton Technical College. Lynne
advised that this was actually a goal in 2017 and that she had met with the RTC
Director and invited her to a meeting, but nothing really came of it.
Under Board Administration
• Kim mentioned that the Teen Advisory Board meets twice a month; is there a benefit
to crossing paths with the board. Fred Gurney noted that the Teen Advisory Board is
an advocacy group and RLAB is also an advocacy group. They have a common mission
so attending a meeting in 2019 could be a positive thing, maybe a program will come
out of that. The contact person would be Jennifer Wooten at KCLS.
• Review By-Laws—leave this as a goal. It would be good to review the By-Laws and
possibly make changes to the length of the term. Could invite Legal or City to meeting
to look at current language.
In looking at the By-Laws, board members encouraged that this item be placed on the agenda
at the October meeting. The RLAB was developed when the new libraries were being built
and the function of this board has mellowed quite a bit. The board members struggle to be a
functioning board and question whether there is a real need for a City Library Board. The
group discussed the original purpose of the RLAB board when the board was formed and
thought there should be a more formal discussion regarding the on-going purpose of the
board members. Is there a justification to continue having monthly board meetings; is the

board serving a relative purpose, what role do they serve in current climate; and justification
as to whether there is a real need for a City Library Board. If the board stays active, look at
the possibility of changing the number of times the board meets to quarterly.
Under Continuing Education & Updates
Kim Unti asked for input under this section. There was a brief discussion about the KCLS
Advisory Forum. Kim did attend this meeting and was surprised at how informal the meeting
was. The board also noted that this is now a yearly meeting (one meeting) held at the Service
Center instead of a quarterly meeting.
IX. BOARD UPDATES AND PROGRESS
Lynne King requested that we add the following items to the October Agenda:
(1) Review of By-Laws; and
(2)Justification of Board—talk about board purpose. She asked that Maryjane speak with
Kelly Beymer regarding this topic and bring her into the discussion. Maryjane agreed that she
would speak to Kelly regarding the board purpose, is there justification to continue this
board, and how do we make it worth their time and city staff time.
