HomeMy WebLinkAboutAdden 1 PAG_97-003 Addendum #01-97 ADDENDUM TO OPERATING PERMIT AND LEASE AMENDMENT (City of Renton to the Partnership of Cliff Howard and Fred Bahr, aka Sky Harbor) THIS ADDENDUM to Permit Agreement PAG-97-003 is effective as of the date hereinbelow executed by the City of Renton. RECITALS WHEREAS, the City of Renton and the Partnership of Cliff Howard and Fred Bahr, doing business on the Renton Municipal Airport under the collective name of Sky Harbor, and hereinafter referred to as The Partnership, have entered into an Operating Permit and Lease Amendment for the operation of an aeronautical activity on the Renton Municipal Airport; and WHEREAS, the Operating Permit and Lease Amendment between the City of Renton and The Partnership stipulates that the operation of helicopters from the premises is not authorized for flight training, engine and/or airframe maintenance, charter or taxi flights without the specific written approval by the City of Renton; and WHEREAS, The Partnership desires to furnish aircraft services, such as public fuel and oil sales, aircraft engine and airframe maintenance, aircraft rental and sales, and aircraft charter services, to the aviation public and to aircraft of all types, including helicopters; and WHEREAS, The Partnership does not desire to furnish flight training originating from their place of business on the Renton Municipal Airport for and/or using helicopters; and WHEREAS, The Partnership affirms that it is fully aware of the desire and intent of the City of Renton to minimize the impact of helicopter operations within the Airport's horizontal surface which extends outward from the runway centerline to a distance of 10,000 feet. oil I U I i �- NOW, THEREFORE, IT IS HEREBY AGREED AND COVENANTED BY AND BETWEEN THE CITY OF RENTON AND THE PARTNERSHIP OF CLIFF HOWARD AND FRED BAHR, DOING BUSINESS ON THE RENTON MUNICIPAL AIRPORT COLLECTIVELY AS SKY HARBOR, TO AMEND PERMIT PAG-97-003 AS FOLLOWS: WITNESSETH: 1. These additional provisions will amend the terms and conditions of Permit PAG , and will be additional terms and conditions thereof. 2. The Partnership herein agrees that it will adopt, comply with, enforce and promote compliance with the procedures set out below: a. The term"helicopter", as used herein, means any helicopter based (hangared or tied-down at The Partnership's facilities), using or visiting the facilities of or being serviced by The Partnership and/or any sublessees of The Partnership. b. The operation of helicopters from the premises engaged in, or for the purpose of, flight training conducted by or sponsored by The Partnership is not authorized. c. Ground run and hover time of each helicopter will be kept to the essential minimum and in such a manner that maximum engine exhaust and rotor noise will be directed toward the runway centerline for the maximum time duration possible. d. Helicopters will be operated in such a manner that the helicopters DO NOT overfly any paved area east of the grass area, unless directed to do so by the Air Traffic Controller. This area contains large commercial airplanes, vehicles and personnel on the Boeing ramp. It is important to avoid areas where Boeing aircraft are conducting engine testing because of severe turbulance. e. Departing helicopters will fly parallel to the runway until reaching 500 feet altitude and one-half mile distance from the departure threshold before proceeding on course. Arrivals will begin at a minimum altitude of 500 feet and at least one-half mile distant from the arrival threshold. Short arrivals or departures will not be used. f. Helicopters will not utilize mid-field arrivals or departures. g. Repetitive patterns (touch and go's, maintenance checks, auto-rotations) will not be flown by helicopters within the limits of the airport's horizontal and conical surfaces, which extend 14,000 feet from the runway centerline. 3. In the event any portion of the Addendum or the Operating Permit are found to be void, the remainder of the Addendum and/or the Operating Permit shall remain in full force and effect.
