I just need some clarification on the open space calculations. At page 24, the staff report notes that "The Willowcrest Townhomes PUD site is 31,187 square feet resulting in a common open space requirement of 3,119 square feet that would be required to be provided onsite." RMC 4-9- 150E1aii requries that "additionally" open space in the amount of 50 square feet per dwelling unit be included as well. As far as I can tell from the staff report it appears that the additional 600 square feet isn't added to the total 10% requirement, but rather is found to be covered by it. If the 600 feet were added, the total amount of required open space would be 3,719 square feet, which exceeds the 3,571 provided by the Applicant. If that is staff's position, that would appear to conflict with the requirement that the 50 square feet apply "additionally" and also with the Figure 2 example below the "additionally" language in RMC 4-9-150E1aii, which calculates required open space for a 12 du 1.5 acre development by taking 10% of 1.5 acres (= 6,,534 square feet) and then adding 600 square feet (50 square feet/du for 12 du) for a total 7,134 square feet. Please clarify at the hearing how staff is applying the open space requirements to Willowcrest. Thank you!
