As a response to clarify the Hearing Examiner’s May 8, 2019 email, staff recommends a
condition of approval related to the PUD Common Open Space Standard that states, in part, for
residential developments, open space must equal at least 10-percent of the development site’s
gross land area. Additionally, a minimum area equal to 50 square feet per unit of common open
space or recreation area shall be provided in a concentrated space.
As identified in the Staff Report to the Hearing Examiner (Exhibit 19), the applicant has
proposed 3,571 square feet of total common open space on the Willowcrest Townhomes site.
However 10-percent of the site would equal 3,119 square feet and the additional 50 square
feet per unit (600sf = 12 units x 50sf) would result in 3,719 square feet of total open space
required to be provided onsite. The proposed onsite open space is 148 square feet less than the
required minimum.
Condition of Approval
The applicant shall submit a common open space plan with the civil construction permit
application that identifies a minimum of 3,719 square feet of open space or 10-percent of the
Willowcrest Townhome site land area and an additional 600 square feet or 50 square feet per
dwelling unit of open space located in a concentrated space. The common open space plan
shall be reviewed and approved by the Current Planning Project Manager prior to permit
issuance.
