Dear Mr. Morganroth
We want to request a modification of the City of Renton’s requirement for the street dedication
along Monroe Avenue NE. The College requests the ability to maintain the existing right-of-way
width as opposed to widening it.
The modification request meets with the intent and purpose of the Comprehensive Plan and
complies with the following issues.
a. Substantially implements the policy direction of the policies and objectives of the
Comprehensive Plan Use Element and the Community Design Element and the proposed
modification is the minimum adjustment necessary to implement these policies and
objectives.
The existing right-of-way and its street improvements achieve the policies and
objectives of the Land Use and Community Design elements. The existing improvements
support urban development, promote to a safe, healthy, and attractive community,
promotes a healthy lifestyle, and preserves livability and a unique neighborhood
identity.
b. Will meet the objectives and safety, function, appearance, environmental protection and
maintainability intended by the Code requirements, based upon sound engineering
judgment.
The existing right-of-way and street improvements meet the requirements for safety,
function, appearance, environmental protection and maintainability intended by the
city code.
c. Will not be injurious to other property(ies) in the vicinity.
Maintaining the existing right-of-way and street improvements will not be injurious to
the neighboring properties.

d. Conforms to the intent and purpose of the code.
Maintaining the existing right-of-way and street improvements conform to the intent
and purpose of the code, in part, by continuing to promote to a safe, healthy, and
attractive community, promoting healthy lifestyles, and preserving livability, and
upholding a unique neighborhood identity.
e. Can be shown to be justified and required for the use and situation intended.
The justification for this modification is the cost for constructing the improvements
creates a financial hardship for this project. The impact of constructing the right-of-way
improvements will be a significant cost, when compared to the small scope of the
project.
f. Will not create adverse impacts to other property(ies) in the vicinity.
The existing improvements and streetscape elements, including the sidewalks and trees,
provide features that support the livability and walkability of the neighboring
properties. There will be no adverse impacts maintaining the existing street width..
