The following briefly describes the application and the necessary Public Approvals. See also http://bit.ly/30yIOpP  PROJECT DESCRIPTION: Docket 13 Group A includes docket items #155-160 as described below: D-155 – TUP Criteria for Wireless Facilities: Update the Temporary Use Permit regulations to establish specific criteria for wireless facilities; D-157 – SEPA Amendments: Amend State Environmental Policy Act environmental review code to reference 4 members of the Environmental Review Committee and to identify their role in National Environmental Policy Act reviews, to align code with revised State regulations regarding public notice, and to include the Channel Migration Zone as an inapplicable exemption; D-158 – Design District for CO Zone: Revise code to include the CO zone in a design district; D-159 – Phasing Large Scale Projects: Establish code for phasing subdivisions and large scale development projects. Also, clarify “good faith effort” in extension criteria for subdivisions and update expiration time frames to be consistent with State regulations; D-160 – Construction & Demolition Materials Diversion: Amend regulations to require projects sort materials into recycle and waste during construction or demolition. Additionally, identify the types of materials that are allowed as fill.  DATE OF APPLICATION: May 17, 2019  NOTICE OF COMPLETE APPLICATION: May 24, 2019  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.   PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review  OTHER PERMITS WHICH MAY BE REQUIRED: None  REQUESTED STUDIES: None  CONSISTENCY OVERVIEW:    Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, development regulations and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.
