PUBLICWORKSDEPARTMENTMEMORANDUMDATE:March21,2019TO:DenisLaw,Mayor7)FROM:GreggZimmerm4jiiblicWorksDepartmentAdministratorSTAFFCONTACT:RonStraka,UtilitySystemsDirector,ext.7239SUBJECT:EmergingIssuesItemsontheMarch25UtilitiesCommitteeMeetingAgendaForyourinformation,thefollowingisasummaryoftopicsthatwillbediscussedunderEmergingIssuesattheMarch25UtilitiesCommitteemeeting.KennydaleReservoirProject:ThebidopeningforthisprojectwasheldonMarch5,2019.Twobidswerereceived.ThelowbidwasfromMcClure&SonsofMillCreekfor$5,188,392,andthesecondbidfromT.BaileyofAnacortesfor$5,502,458.Theengineer’sestimatewas$5,496,330.40.Thecontractorisqualifiedtoperformtheworkandnoirregularitieswerefoundwiththelowbid.Theprojectbudgetforreservoirconstructionis$5,800,000,withatotalprojectbudgetof$9,000,000.ConstructionisestimatedtobegininAprilandbecompletedinJuly2020.ThePublicWorksDepartmentrecommendsthatCouncilawardtheconstructioncontracttoMcClure&SonsattheApril1Councilmeeting.Draft2019StormwaterManagementProgramPlan:TheSurfaceWaterUtilityputtogetheraStormwaterManagementProgramPlan(SWMP)inaccordancewiththerequirementsofthePhaseIINPDESpermitissuedtothecitybytheWashingtonStateDepartmentofEcology.Thispermitrequiresthecityimplementprogramstocontrolandreducepollutantdischargetoreceivingwaterbodies.The2019SWMPwaspreparedinaccordancewithnew2019-2024permitrequirements,whichgointoeffectonAugust1,2019.Thenewpermitrequiresthefollowingadditionalprograms:1.ComprehensivestormwaterplanningbyMarch31,2022.2.Municipalstormsystemmappinganddocumentation(independentofillicitdischargedetectionandillumination)byAugust1,2021.3.Sourcecontrolprogramexistingdevelopment(developanordinancetorequiresourcecontrolbestmanagementpracticesbyAugust1,2022withimplementationbyJanuary1,2023.AGENDA DenisLaw,MayorPage2of3March21,20192019KingCountyComprehensiveSolidWasteManagementPlan:Followingovertwoyearsofcollaborationwith37partnercities,theSolidWasteAdvisoryCommittee(SWAC),MetropolitanSolidWasteManagementAdvisoryCommittee(MSWMAC)andKingCountyExecutiveDowConstantinetransmittedthe2019ComprehensiveSolidWasteManagementPlan(CompPlan)totheKingCountyCouncilfortheirconsiderationandapprovalJuly26,2019.ThisCompPlanisrequiredbystatelaw.Aninterlocalagreementbetweenthe37partnercitiesisinexistence.TheCompPlanpresentsstrategiesformanagingKingCounty’ssolidwasteoverthenextsixyears,withconsiderationofthenext20years.Itaddressesthemanycomponentsoftheregionalsystemincludingrecycling,collection,finance,transferstationservicesanddisposal.OnJanuary9,2019theKingCountyCouncil’sRegionalPolicyCommittee(RPC)discussedtheCompPlanwithmanymembersinattendancevoicingtheirsupportforadoption.TheRPCapprovedtheCompPlanFebruary27.TheKingCountyCouncil’sCommitteeoftheWhole(COW)deliberatedtheplanduringtheirMarch6meeting.ItisnowsubjecttoaCouncilmotiontorelievetheCOWoffurtherconsideration.ItisanticipatedtheCompPlanwillbemovedforconsiderationbythefullCouncilnolaterthanAprilfollowingapublichearing.OnceapprovedbytheKingCountyCounciltheCompPlanmustbeapprovedbythepartnercitiesandtheWashingtonStateDepartmentofEcology.Theapprovalprocessisexpectedtoconcludelaterthisyear.ItemsofinteresttoRentonandothercities:TransferServices:•Directssitingofanewnortheasttransferstation.•HoughtonTransferStationinKirklandwillclosewhenreplacementcapacityisavailable.•TheRentonTransferStationserveseastandsoutheast(Renton)unincorporatedKingCountyandtheCityofRenton.TheserviceareaoverlapswiththeBowLakeandFactoriatransferstations.oMayclosewhenreplacementcapacityisavailable.oNorestrictionsonself-haultransactions.oServesRenton’ssolidwastecontractorRepublicServices.oProvidesfreeancillaryrecyclingservicestobusinessesandresidents.H:\FileSys\USA-UtilitySystemsDivisionAdministration\USA-03-CORRESPONDENCE\USA-03-0001UtilityDirectorsCorrespondence\2019coRR\MemotoMayorreUtilitiesCommitteeBriefing03.25.19.docx\mcAGENDA
