Hello Vanessa,
Development Engineering in conjunction with Public Works Wastewater Utility group recommend that
the LUA18-0000667 SEPA Condition 7 requiring evidence of project approval from King county Industrial
Waste be required prior to Building Permit issuance be revised to require approval prior to Temporary
Certificate of Occupancy of the addition or Certificate of Occupancy if a Temporary Certificate of
Occupancy is not pursued. The recommendation is based on the correspondence from King County
noting that the Freezer Addition will not be regulated and King County approval might not apply.

I have spoken to Vanessa on the phone regarding the requirement that we provide a
letter stating that the facility is in compliance with their permit. As I have stated earlier,
the facility is not in compliance with the current permit on several points which is why
they have been required to re-apply to discharge wastewater (daily volume discharge
violations) and we also have a current pH discharge violation that is still not resolved. I
will not be able to provide that letter to the City at this time. I did note that the
discharge from the freezer are not going to be regulated by King County and our
approval might not apply in this case. Vanessa has passed along my comments to the
approving subject matter expert and will be in contact with me in the next few weeks.

Yes, it was a surprise to me that Jeffrey left the City recently, I just saw him at the
resubmittal.
I spoke with the Planning Manager, Vanessa Dolbee about this project and your efforts
to work with the owner to resolve the compliance issue. I have captured her contact
information at the bottom of this email and also copied her. It might be beneficial to
exchange information via email since the phone has been hit and miss.
She did confirm that comment that I shared with you in the previous email at the
beginning of this string is required. The official comment reads:
No evidence of project approval by King County. Per condition 7 of LUA18-000667
evidence of project approval from King County Industrial Waste is required. Please
present this proposal to King County and receive written approval that as of today you
are in compliance with your waste water permit, and that this project will not
jeopardize such compliance. Provided evidence is from 2017 and does not address
this project.
I told Vanessa that you asked me about the new addition and if it would contribute any
additional volume of discharge to the sewer, the answer is no because this is a
freezer. There is a small amount of surface discharge condensate that is a part of the
refrigeration equipment.

Were you able to reach out to Jeffery Taylor at the City of Renton to get clarification on
how to resolve the compliance issue now that the owner has provided a report to adjust
the discharge thresholds?
We need your help to finalize the building permit approval process with the City of
Renton as Jeffery Taylor is holding the Freezer Permit hostage until he receives written
communication from you that the Freezer will not impact wastewater
compliance. Since the Freezer has no plumbing, and since condensate will be surface
discharged, it would be a true statement to say that the Freezer will not impact
compliance.
Please let us know your thoughts.

I have been very specific to you for the process, we need to have Todd confirm you are
in compliance in writing. I will include that written confirmation in my resubmittal to

That’s great news. As you may be aware, we are in the process of adding a freezer to
our facility. The King County Building Department may not be aware that the freezer will
not require access to the wastewater system. Would it be possible to inform the
Building Department of this allowing Northwest Gourmet Foods to be granted their
permit for the building project?
