SUMMARY OF REQUEST:
Pursuant to RMC 4-9-250D the applicant is requesting an Administrative Modification from RMC
4-6-060 - Street Standards and RMC 4-6-090 – Utility lines – Underground Installation to modify
the frontage improvement and undergrounding requirements. RMC 4-6-090 – Underground
Installation requires the Applicant to underground all existing overhead utilities fronting the
project site. The Applicant proposes a modification to leave existing overhead utilities as-is due
to the high voltage lines along the span and a neighborhood light fixture attached to one of the
distribution poles. Removal of the light fixture attached to the distribution pole would be
detrimental to neighborhood safety.
BACKGROUND:
Shattuck Avenue S is classified as a residential street with an existing, unimproved right of way
(ROW) width of 40-feet per the King County Assessor’s Map. Per RMC 4-6-060, a residential street
with two lanes requires a minimum right of way width of 53-feet. A paved minimum roadway
width of 26-feet consisting of 2 – 10-foot travel lanes and a 6-foot parking lane is required. A 0.5-
foot curb and gutter, 8-foot planter, and 5-foot sidewalk are required along each side of the
pavement.
ANALYSIS OF REQUEST:
The Section 4-6-060Q.1 allows the Administrator to grant modifications provided the
modifications meet the following criteria (pursuant to RMC 4-9-250D.2):

a. Substantially implements the policy direction of the policies and objectives of the
Comprehensive Plan Land Use Element and the Community Design Element and the
proposed modification is the minimum adjustment necessary to implement these
policies and objectives.

Staff Comment:
The Comprehensive Plan Utility Element has applicable policies listed under a separate
section labeled Electricity, Growth and Capacity. These policies address utility safety and
functionality of the electrical systems. The intent of the policies is to promote
improvements to the system that minimizes adverse impacts on the environment and
adjacent land uses while maintaining a safe electrical system. The requested modification
is consistent with these policy guidelines.
b. Will meet the objectives and safety, function, appearance, environmental protection
and maintainability intended by the Code requirements, based upon sound
engineering judgment.
Staff Comment:
The requested modification will meet the objectives of a safe environment providing the
necessary street lighting for the vehicular and pedestrian traffic.
c. Will not be injurious to other property(ies) in the vicinity.

Staff Comment:
This modification provides a safe pedestrian and vehicle environment. In order to
facilitate undergrounding of the electrical and communication lines in the future, City
Staff recommends that conduits meeting the requirements of the Franchisees be installed
along the project street frontage as a condition of approval.
e. Can be shown to be justified and required for the use and situation intended; and

DECISION:
The proposal satisfies 6 of the 6 criteria listed in RMC 4-9-250D.2 for the requested modification.
Therefore, the street modifications for the Moorman Short Plat located at 2004 Shattuck Avenue
South, Project Number LUA17-000546, C18002192 is approved with the following condition:
1. PSE and other franchisees must install conduits (or duct bank) in the planter
strip, between the two relocated poles fronting the project site in order to
facilitate future undergrounding of the existing overhead utility lines.

Franchisees must obtain a Franchise permit from the City of Renton for their
conduits.
