Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Law called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. ROLL CALL Councilmembers Present: Armondo Pavone, Council President Randy Corman Ryan Mclrvin Ruth Perez Don Persson Ed Prince Carol Ann Witschi ADMINISTRATIVE STAFF PRESENT Denis Law, Mayor Jay Covington, Chief Administrative Officer Shane Moloney, City Attorney Megan Gregor, Deputy City Clerk Chip Vincent, Community& Economic Development Administrator Gregg Zimmerman, Public Works Administrator Vanessa Dolbee, Current Planning Manager Angie Mathias, Long Range Planning Manager Commander Chad Karlewicz, Police Department April 3, 2017 REGULAR COUNCIL MEETING MINUTES PROCLAMATION a) Sikh Heritage Day-April 14,2017:A proclamation by Mayor Law was read declaring April 14, 2017 to be Sikh Heritage Day in the City of Renton, and all citizens were encouraged to join in this special observance.Satwinder Ka and Balwant Singh accepted the proclamation with thanks and invited all residents to join Sikh religious celebrations on Sundays at the Gurudwara Singh Sabha of Washington, located in Renton. MOVED BY PRINCE,SECONDED BY PAVONE,COUNCIL CONCUR TO ADOPT THE PROCLAMATION AS READ.CARRIED. b) Sexual Assault Awareness Month-April 2017:A proclamation by Mayor Law was read declaring April 2017 to be Sexual Assault Awareness Month in the City of Renton,and all citizens were encouraged to join in this special observance, and join advocates and communities across the county in taking action to prevent sexual violence. Mary Ellen Stone, from King County Sexual Assault Resource Center, gratefully accepted the proclamation and encouraged everyone to participate in discourse regarding behaviors and attitudes related to sexual assault. MOVED BY PEREZ,SECONDED BY CORMAN, COUNCIL CONCUR TO ADOPT THE PROCLAMATION AS READ. CARRIED. SPECIAL PRESENTATION a) Renton Police Department Annual Recognition of Employees of Quarter/Year. Police Chief Kevin Milosevich recognized the following individuals,chosen by their peers, for outstanding performance in 2016, and recapped each person's achievements: • Officer Cassidy Steed - Employee of the Quarter • Officer Christopher Reyes- Employee of the Quarter • Officer Thaddeus Kerkhoff- Employee of the Quarter • Officer Cassidy Steed - Employee of the Year • Sergeant lason Trader- Meritorious Service Medal PUBUC MEETING a) Bradley Annexation,A-16-001:This being the date set and proper notices having been posted and published in accordance with local and State laws, Mayor Law opened the public meeting to consider the 10% Notice of Intent to Commence Annexation Proceedings petition for the proposed Bradley Annexation; approximately 17.7 acres at the eastern portion of City limits. Long Range Planning Manager Angie Mathias reported that the proposed Bradley Annexation site is in the East Plateau Community Planning Area Potential Annexation Area (PAA), and contains single-family homes and vacant property. She noted that the topography of the area has some steep slopes, indicating that the critical area regulations would apply to the area. There are no wetlands, but located nearby there is an unnamed stream that is non- fishbearing and perennial (NP).Additionally, she noted the area would stay within the Issaquah School District, and the only public service change would be the area's fire service because it is currently served by Fire District#25, and if annexed would change to Renton Fire Authority. April 3, 2017 REGULAR COUNCIL MEETING MINUTES Reviewing the site's zoning, Ms. Mathias stated that the area is designated in King County's Comprehensive Plan as Urban Residential Medium (four dwelling units per acre). She reported that the City's Comprehensive Plan pre-zoned the site as R-4 zoning (four dwelling units per net acre) and R-1 zoning (in the steep sloped area) and this zoning would become effective at the time of annexation. Ms. Mathias reported that there are 33 dwellings within the area with an estimated 92 residents. It is estimated there would be 18 additional dwelling units with an estimated 51 more residents, based on the zoning standards over the next 10 years. If annexed, a conservative estimate of the fiscal impacts are that there would be a 3.3%annual cost increase and a 2.5%annual revenue increase. Concluding, Ms. Mathias stated that the proposed annexation is generally consistent with City annexation policies and Boundary Review board objectives, and the City's best interests and general welfare would be served by this annexation. There being no public comment it was, MOVED BY PRINCE,SECONDED BY PAVONE, COUNCIL CONCUR TO CLOSE THE PUBLIC MEETING. CARRIED. MOVED BY PRINCE,SECONDED BY PAVONE, COUNCIL CONCUR TO AUTHORIZE THE CIRCULATION OF AN ALTERNATIVE PETITION TO ANNEX AND REQUIRE ACCEPTANCE OF THE CITY'S ZONING AND ASSUMPTION OF PROPORTIONAL SHARE OF THE CITY'S EXISTING INDEBTEDNESS.CARRIED. AUDIENCE COMMENTS • Bernie Dochnahl & David Hoffman, Renton, spoke on behalf of Communities United for Reliable Energy(CURE),to educate Council on how and why CURE supports reliable power through electric energy on the Eastside and how they strive to ensure that Eastside communities will have reliable power in the future through its support of Puget Sound Energy's"Energize Eastside" project. • Christina Faucett, Renton, expressed her opposition to Renton becoming a Sanctuary City. • Wendy Tegeder, Renton, expressed her opposition to Renton becoming a Sanctuary City and shared her concerns regarding the level of crime in Renton: • Robert Tegeder, Renton, expressed his opposition to Renton becoming a Sanctuary City. • Milt Reimers, Renton, shared his support and gratitude for the Renton Police Department and implored Council to assist with taking action to aid in making the City a safer place. Mayor Law thanked Mr. Reimers for addressing Council and shared that the level of crime in Renton is lower than surrounding jurisdictions, but encouraged everyone to be diligent about taking preventative measures to avoid becoming a target for theft crimes. April 3, 2017 REGULAR COUNCIL MEETING MINUTES CONSENT AGENDA Items listed on the ConsentAgenda were adopted with one motion,following the listing. a) Approval of Council Meeting minutes of March 27, 2017. Council Concur. b) AB-1880 Administrative Services Department recommended adopting the 2017 Carry- Forward Budget ordinance amending appropriations in the amount of$67,570,325,the total amended budget to be$543,278,619 for the 2017/2018 Biennium; and approve the resolution amending the 2017-2018 Fee Schedule. Refer to Finance Committee. c) AB-1881 Community& Economic Development Department recommended consolidating the public hearing process,for the Quendall Terminals proponents, for both the land use entitlements and the development agreement and deferring this process to the City's Hearing Examiner. Council Concur. d) AB-1879 Community Services Department requested approval to waive$26,640 in fees for park&shelter rentals, parking garage passes, and permit fees for community events happening in 2017.Council Concur. MOVED BY PAVONE,SECONDED BY PRINCE, COUNCIL CONCUR TO APPROVE THE CONSENT AGENDA AS PRESENTED.CARRIED. UNFINISHED BUSINESS a) Council President Pavone presented a Committee of the Whole report recommending concurrence in the staff recommendation to approve the 3rd addendum to the lease (LAG-13- 001) with Puget Sound Access(PSA) in order to provide PSA$40,000 in consideration for its continued management of Carco Theatre's operation in 2017. MOVED BY PAVONE,SECONDED BY PRINCE, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION.CARRIED. LEGISLATION Ordinances for second and final reading: a) Ordinance No. 5833:An ordinance was read amending Subsection 4-2-110.d, of Chapter 2, Zoning Districts—Uses and Standards, of Title IV(Development Regulations)of the Renton Municipal Code, creating additional allowed projections into setbacks. MOVED BY PRINCE, SECONDED BY CORMAN,COUNCIL ADOPT THE ORDINANCE AS READ. ROLL CALL:ALL AYES. CARRIED. b) Ordinance No. 5834:An ordinance was read granting unto Puget Sound Energy, Inc., a Washington corporation, and its successors and assigns,the privilege and franchise for fifteen (15)years,to construct, operate, set, erect,support,attach, connect, maintain, repair, replace, enlarge and use facilities for purposes of transmission, distribution and sale of electrical energy and gas for power, heat, and light and other purposes for which energy and gas may be used, in, upon, over, under, along, across and through the franchise area; and establishing an effective date.
