The existing building, designated as Building A, is approximately 30,500 square feet in size and is located on the 32.4 acre site at 3000 NE 4th St (APN 7227800500). The proposed addition would be located on the east side of the building. The purpose of the addition is to house additional tungsten inert gas (TIG) welding stations. Other work proposed as part of the project includes a 600 sq. ft. interior alteration of the existing welding classroom/shop adjacent to the proposed addition. No trees and vegetation are proposed for removal as part of the project and no new impervious surface would be added to the site. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B. Mitigation Measures None C. Exhibits Exhibit 1 Environmental Review Committee Report Exhibit 2 Neighborhood Detail Map Exhibit 3 Site Plan Exhibit 4 Architectural Elevations Exhibit 5 Floor Plan Exhibit 6 Plan Review Comments for Applicant D. Environmental Impacts The proposal was circulated and reviewed by various city departments and divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: No seismic, erosion, or landslide hazards are present on the project site according to both the applicant and COR maps. The applicant has indicated the project would result in approximately 295 square feet of replaced impervious area. The project would not increase the impervious coverage on-site. Therefore no specific mitigation measures are recommended. Mitigation Measures: No mitigation recommended Nexus: N/A 2. Air Impacts: It is anticipated that some temporary air quality impacts could be associated with site work and building construction required to complete the proposed project at this site. Project development impacts during construction activities may include dust as a result of concrete cutting and utility work, as well as exhaust from small construction vehicles, equipment and/or machinery. These emissions would be temporary and are anticipated to rapidly dissipate. In addition, the work would take place near the center of the site and is unlikely to impact any adjacent properties due to the distances between the construction DocuSign Envelope ID: 9531E473-FFC5-4E6D-A3D0-E16AF8B50705 City of Renton Department of Community & Economic Development Environmental Review Committee Report RTC TIG ADDITION LUA19-000115, ECF, SA, MOD Report of June 24, 2019 Page 3 of 3 ERC REPORT LUA18-000293 location and the neighboring properties. Therefore no site-specific mitigation is recommended for the identified impacts from typical vehicle and construction exhaust. Mitigation Measures: No mitigation recommended. Nexus: N/A 3. Water a. Storm Water Impacts: The proposed project would not create any new impervious surface. Approximately 295 square feet of impervious surface would be replaced. The new and/or replaced impervious surface created by proposed project is less than 2,000 square feet and the proposed land disturbance is less than 7,000 square feet. Therefore, a drainage report was not required as part of the land use application submittal and no specific mitigation is recommended. Mitigation Measures: No mitigation recommended. Nexus: N/A 4. Transportation Impacts: The applicant contends the proposed addition would serve the existing student population and would therefore not result in a net increase in number of trips to and from the site. Therefore, a traffic study was not required as part of the land use application submittal. The proposed addition was valued by the applicant at over $150,000.00. For projects with a valuation over $150,000.00, right-of-way (ROW) dedication and frontage improvements are required for all streets adjacent to the project site. The applicant has proposed four (4’) feet of ROW dedication on NE 4th St in order to meet the City’s street standards for Principal Arterials in RMC 4-6-060. The applicant submitted a street modification request in order to allow the existing ROW width of 60 feet on Monroe Ave NE to be maintained. Staff supports the applicant’s modification request due to the lack of need for additional ROW dedication in the project area. In addition, the applicant submitted an exemption request for the frontage improvements based on the financial hardship the property owner (RTC) would incur if all improvements were constructed. Staff concurs with the applicant’s reasoning that the small addition to the large campus is not proportional to the cost of constructing approximately 1,500 linear feet of frontage improvements along Monroe Ave NE and NE 4th St. No specific mitigation is recommended. Mitigation Measures: No mitigation recommended. Nexus: N/A E. Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments have been incorporated into the text of this report and/or listed under Exhibit 6 “Plan Review Comments to Applicant.”  Copies of all Review Comments are contained in the Official File and may be attached to this report. The Environmental Determination decision will become final if the decision is not appealed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057, on or before 5:00 p.m. on July 12, 2019. RMC 4-8-110 governs appeals to the Hearing Examiner and additional information regarding the appeal process may be obtained from the City Clerk’s Office, Renton City Hall – 7th Floor, (425) 430-6510. The site is located in the City of Renton Water service area. 2. The conceptual plans and the project narrative for the building alteration (600 sq ft) and small addition (295 sq ft) do not show any changes for water. The addition will utilize and connect to the existing utilities in Building A. 3. If the installation of a landscape irrigation meter is required for the project, then a double check valve assembly (DCVA) will be required. 4. Renton Fire Authority (RFA) does not anticipate a change of the Fire Flow requirement with the proposed building addition/changes. 5. The submitted project description does not mention the need for any new and/or resized domestic water meter. If the project elements include a new and/or resized domestic water meter, System development charge (SDC) fee for water will be applicable at the time of issuance of the associated permit. The fee information for all City permits that will be issued in 2019 and 2020 can be obtained from the City Fee Schedule available in the City of Renton website. SEWER 1. If any floor drains are provided for the project, they should connect with the sewer system. 4. The submitted document does not mention the need for any new and/or resized domestic water meter. If any resized/ new domestic water meter will be required for the project, then System development charge (SDC) fee for wastewater will be required. SDC fee for wastewater is based on the size of the new domestic water to serve the project. The rate that is current at the time of issuance of the utility construction permit will be applicable on the project. The fee information for City permits that will be issued in 2019 and 2020 are available from the City of Renton Fee Schedule . Any resized/new domestic water meter will also trigger the payment of East Renton Interceptor Sewer Special Assessment District (SAD) Fee. The fee will be applicable at the time of issuance of the associated permit. SURFACE WATER 1. The new and/or replaced impervious surface due to the project is less than 2,000 square feet. The proposed land disturbance is less than 7,000 square feet. The project is not proposing to modify or construct 12 inch drainage pipe, and is not located adjacent to any critical area. Therefore, a drainage review is not required. 2. Erosion control measures will need to be in place prior to the proposed work consisting of building addition (295 sq ft) and building alteration (600 sq ft) on the site. The information regarding the erosion control measures should be included with the plans provide with the associated permit. Splash block or equivalent options should be provide for any proposed roof downspouts. 3.
