CONDITIONANDREQUIREMENTSSUMMARYTheproposedprojectwillresultinover5,000square-feetofimperviousarea.PertheKin9CountySurfaceWaterDesignManual2009(KCSWDM)andtheCityofRentonAmendmentstotheKCSWDM,theprojectwillberequiredtocomplywithCoreRequirements1-8andSpecialRequirements1-6.CoreRequirementsCoreRequirement#1:DischargeataNaturalLocationStormwaterplanshavebeenpreparedandareincludedinAppendixA.Althoughthetwoproposedlotsarelocatedinseparatedrainagebasins(SeeFigure3A),thereisnotaviablelocationtodischargestormwaterfromthenorthernlotandtheexistingsitesoilsmakeisinfeasibletoinfiltratestormwaterflowsonthenorthernlot.ThereforebothlotswillbeconnectedtothedetentionfacilityinthesoutherlylotandthendischargetotheexistingstormwaterpipeinNE23tdPlace.Althoughbothlotswillbedischargingtothesouth,andincreasingthetotalareaofthesoutherndrainagebasin(SeeFigure3B),thedevelopedflowdischargesforthetwoproposedlotsislessthanthepredevelopedcase,assumingtheexistingconditionisforested.Thereforewecanconcludethattherewillbeno“adverseimpactstodownstreampropertiescausedbydiversionofflowfromoneflowpathtoanother.”ThedetentionfacilitywillachieveaLevel2flowcontrol.(MoreexplanationincludedinCoreRequirement#3below)CoreRequirement#2:OffsiteAnalysisALevel1analysishasbeenperformedasrequiredandcanbefoundinOffsiteAnalysisSectionofthisreport.CoreRequirement#3:FlowControlTheprojectislocatedwithintheFlowControlDurationStandard(ForestedConditions)areaasdeterminedbytheCityofRentonFlowControlApplicationsMapReference11-AoftheCityAmendmenttotheKCSWDM.Sincetheproposedlots,whichincludesthedriveway,willresultinover5,000square-feetofimperviousarea,adetentionfacilityutilizingcontrolorificeshasbeendesignedtomeettheLevel2flowcontrolstandardpertheKCSWDM.TheWesternWashingtonHydrologyModel2012(WWHM)wasutilizedtosizeanddesignthedetentionfacilityandcontrolstructure,seeAppendixBforcalculations.CoreRequirement#4:ConveyanceSystemRunofffromthetwoproposedlotswillpassthroughthedetentionfacilityandbeconveyedbya8-inchstormdrainlinewithcapacitytoconveythe100-yearflowfromthedetentionfacility.Thelinewilldischargeflowstothesouthofthesitewithina10-footwideeasementGREENLAKEENGINEERING,LLC60454thAvenueNE,Seattle,WA98115206-525-5332
