Dalpay Short Plat – 5 Lot Short Subdivision
Construction Mitigation Description
The Dalpay Short Plat is a proposed, five lot short subdivision of a 2.46-acre site located at the NW corner
of the intersection of NE Sunset Boulevard (Renton Issaquah Road SE) and Nile Avenue NE (148th Avenue
SE), King County Tax Parcel Number 0323059120. The property is zoned Residential – 4 dwelling units
per acre. The properties located to the north, south and west of the site are also zoned R-4. Properties east
of the site (opposite side of Nile Avenue NE / 148th Avenue SE) are located within King County’s
jurisdiction (unincorporated).
The proposed lots will front directly on Mount Baker Place NE which will be extended into the site as a
permanent cul-de-sac. The proposed lots will be accessed by individual driveways. Included with the
proposed short subdivision application is a Modification requesting reduced right-of-way width for the
extension of Mount Baker Place NE. Per the Modification, the Applicant requests that the road extension
match the existing right-of-way (42 feet wide) of Mount Baker Place NE instead of providing the 60-foot
right-of-way width currently required. Right-of-way dedication and frontage improvements are required to
both NE Sunset Boulevard and Nile Avenue NE including road widening, bike lanes, curb, gutter and
sidewalk.
Short plat infrastructure improvements constructed prior to final short subdivision recording would follow
the City of Renton approved Construction Standards, per the City of Renton Municipal Code, Chapter 4-4-
030. The project is anticipated to be complete and provide for construction of homes and any required
improvements by approximately summer 2020. Proposed construction mitigations would include:
Proposed construction dates: Estimated construction start in spring 2020.
Estimate construction end in summer 2020.
Hours and days of operation: 7:00 AM to 8:00 PM Monday through Friday; 9:00 AM to 8:00 PM Saturdays,
and no construction proposed on Sundays.
Proposed hauling / transportation routes: The site includes Mount Baker Place NE accessed via NE 17th
Street. Hauling / transportation routes would include NE Sunset Boulevard / SE Renton Issaquah Road, and
Nile Avenue NE / 148th Avenue SE with access to SE May Valley Road and Coal Creek Parkway SE.
Measures to be implemented to minimize dust, traffic and transportation impacts, erosion, mud, noise, and
other noxious characteristics: The project will utilize BMP’s such as straw and/or plastic covering of
exposed soils, and complete hydro-seeding as required. Grading activities will be performed in compliance
with approved temporary erosion and sediment control plans with implementation of appropriate BMP’s, for
example, silt fencing, straw covering, mulching, etc. Operation of construction equipment will be limited to
permitted hours of operation, and when possible idling equipment will be turned off.
No special hours for construction or hauling are proposed.
A traffic control plan will be completed for construction activities impacting NE Sunset Boulevard / Renton
Issaquah Road SE and Nile Avenue NE / 148th Avenue SE.
