HomeMy WebLinkAboutPN_Project Narrative_Goldsmith_190531_V118067 Dalpay Short Plat Project Narrative.docx Dalpay Short Plat - Project Narrative The Dalpay Short Plat is a proposed five-lot short plat on a 2.46-acre parcel (Tax Parcel #0323059120), located at the northwest corner of the intersection of NE Sunset Blvd (Renton Issaquah Road SE) and Nile Avenue NE (148th Ave SE). The property in this area is zoned R-4 and is considered RLD Residential Low Density. The site is currently vacant with no existing improvements. The property is proposed to be divided into five lots for construction of five single-family homes. Lot sizes will be between 9,534 square feet to 13,459 square feet. Net density of the project is 3.34 units per acre. Access to the site is proposed via an extension of Mt. Baker Pl NE (a public road) to a permanent cul-de-sac. The proposed lots will be accessed by individual driveways. According to The Geotechnical Report, done by AESI, Inc on April 19, 2019, the site soil is identified as Vashon Lodgement Till. No surface water was observed on the site. There is an offsite creek adjacent / west of the site, Greenes Creek. A stream delineation has been completed by Altmann Oliver Associates and is included with the preliminary short plat submittal to the City of Renton. Tract A is provided on-site which includes the required buffer from Greenes Creek. Site improvements will be a minimum of fifty feet from Greenes Creek as required. Public right-of-way will be dedicated to the City of Renton for NE Sunset Blvd (Renton Issaquah Road SE) and Nile Ave NE (148th Ave SE). Required frontage improvements to NE Sunset Blvd (Renton Issaquah Road SE) and Nile Avenue NE (148th Ave SE) include road widening, bike lanes, curb, gutter and sidewalk. Stormwater Tract B will also be dedicated to the City of Renton for stormwater management. A Modification is requested for the proposed extension of Mount Baker Place NE, to provide 42 feet of right-of-way instead of 53 feet per the Minimum Design Standards. The Modification is requested to match the existing Mount Baker Place NE right-of-way. Approximately 762 cubic yards of earthwork / grading is proposed at the time of site improvement construction. Grading is planned as on-site excavation and fill. An approved TESC Plan will be followed during construction activities. BMP’s will be utilized to reduce or control erosion and other impacts to earth, including silt fencing, straw bales, mulching or plastic covering, construction entrance, check dams, hydroseed, etc. A Washington State Department of Ecology NPDES Construction Stormwater Permit will be obtained for the proposed project. Planned improvements will be in conformance with all City of Renton Requirements. All construction activities, site improvements and building construction will be consistent with the geotechnical recommendations and City of Renton requirements. Additional Land Use Permits required by the proposal include a Modification for right-of-way width and the Final Short Plat following site improvements / bonding. Five trees will be removed from the site as per the City of Renton Tree Retention Worksheet. There are no proposed job shacks, sales trailer and/or model home currently planned for the site.
