PURPOSE OF CHECKLIST: Governmental agencies use this checklist to help determine whether
the environmental impacts of your proposal are significant. This information is also helpful to
determine if available avoidance, minimization or compensatory mitigation measures will address
the probable significant impacts or if an environmental impact statement will be prepared to
further analyze the proposal.
INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic
information about your proposal. Please answer each question accurately and carefully, to the
best of your knowledge. You may need to consult with an agency specialist or private consultant
for some questions. You may use “not applicable” or "does not apply" only when you can explain
why it does not apply and not when the answer is unknown. You may also attach or incorporate
by reference additional studies reports. Complete and accurate answers to these questions often
avoid delays with the SEPA process as well as later in the decision-making process.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a
period of time or on different parcels of land. Attach any additional information that will help
describe your proposal or its environmental effects. The agency to which you submit this
checklist may ask you to explain your answers or provide additional information reasonably
related to determining if there may be significant adverse impact.
INSTRUCTIONS FOR LEAD AGENCIES: Additional information may be necessary to evaluate the
existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts.
The checklist is considered the first but not necessarily the only source of information needed to
make an adequate threshold determination. Once a threshold determination is made, the lead
agency is responsible for the completeness and accuracy of the checklist and other supporting
documents.
USE OF CHECKLIST FOR NONPROJECT PROPOSALS: [help] For nonproject proposals (such as
ordinances, regulations, plans and programs), complete the applicable parts of sections A and B
plus the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D).
Please completely answer all questions that apply and note that the words "project," "applicant,"
and "property or site" should be read as "proposal," "proponent," and "affected geographic

area," respectively. The lead agency may exclude (for non-projects) questions in Part B -
Environmental Elements –that do not contribute meaningfully to the analysis of the proposal.

No. The existing Boeing Fire Station (5-28 bldg) will be demolished and moved
north across Nth 6th St to another Boeing Renton location. Boeing Fire will be fully
operational at all times during this project.

A SEPA checklist was submitted in 2012 related to the Boeing Renton 737 MAX
Airplane Program rate increase that included the planned 2-bay paint hangar
portion of this project. The Environmental Review Committee issued Determination
of Non-Significance #LUA12-051, ECF, dated 8-30-2012 related to that submittal.

Project Narrative:
The Boeing Company is planning to convert the existing S1 parking lot into three
production stalls for aircraft, a two-bay paint hangar, and a new utility building.
This will require demolition of the existing fire station, which will be relocated to
Boeing’s existing S2 parking lot. The relocated fire station will be under a separate
permit. The new two-bay paint hangar is a 180’ x 290’ x 85’ high bay structure
attached to a two-story 35’ x 290’ x 33’ high building for support functions. A new
one story 35’ x 175’ utility building will be located east of the hangar building.
The paint hangar will include: two aircraft paint bays to accommodate all current 737
MAX models, including the largest variant, the MAX 10; three mechanical chase blocks
located at the center and both ends of the building (running north-south direction);
and a two-story facility support function area to the south of the hangar building.
A stand-alone accessory utility building approximately 35’ x 155’ will house various paint
hangar-supported utility equipment including but not limited to boilers, waste tanks,
electrical substations, emergency electrical generator and all associated mechanical
support systems. Landscaping, a sound wall, and a blast fence are anticipated to be
included in the design. Approximately 1,000 parking stalls will be displaced by this
project, however Boeing currently has approximately 1,500 available stalls located in
Lot E7, 10-20 Garage, Lot E1 and 10-18 Garage. Refer to last page for locations.
The project is divided into two phases, whereby the construction of aircraft parking stalls
will be Phase I and the construction of the paint hangar will be Phase II.

12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township,
and range, if known. If a proposal would occur over a range of area, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic
map, if reasonably available. While you should submit any plans required by the agency, you
are not required to duplicate maps or detailed plans submitted with any permit applications
related to this checklist.

a. General description of the site

b. What is the steepest slope on the site (approximate percent slope)?
3% for most of the site, 10% in some landscaping areas.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat,
muck)? If you know the classification of agricultural soils, specify them and note any
agricultural land of long-term commercial significance and whether the proposal results in
removing any of these soils.

Total area grading on the project site will be approximately 10.1 acres Types of fill
and excavation will include: General site grading required to adjust the existing
parking lot slopes as needed to accommodate the grading requirements of a
commercial aircraft manufacturing facility, as well as to implement best
management practices for stormwater drainage. Site excavation will be required
for the installation of buildings, utilities and pavement sections.
Total earthwork quantities for the project are estimated to be approximately 30,800
cubic yards of excavation and 19,300 cubic yards of clean native fill.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.

No erosion is expected as a result of this project. During construction, best
management practices (via a WDOE-issued Construction Stormwater General
Permit) will be used to ensure compliance with erosion and other surface water-
related requirements.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
Approximately 90% of the site is currently covered with impervious surface. With
the completion of this project the site will be approximately 91% covered with
impervious surface.
h. Proposed measures to reduce or control erosion, or other impacts to the earth,
if any:
Potential erosion impacts will be mitigated using best management practices, a
temporary erosion and sediment control plan, and continuous compliance with a
planned WDOE-issued construction stormwater permit.
AIR
a. What types of emissions to the air would result from the proposal during construction,
operation, and maintenance when the project is completed? If any, generally describe and
give approximate quantities if known.
Dust and smoke from construction equipment during normal construction
activities. When project is complete, volatile organic compounds and particulate
matter from spray coating operations; products of combustion from boilers and
aircraft engine operations.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,
generally describe.
Various sources of emissions from industrial and commercial entities exist in the
local vicinity. Renton Municipal Airport is on adjacent property to the west.
PACCAR Kenworth Truck manufacturing plant is located to the east down Nth
6th St. King County wastewater sewage treatment plant is located within a few
miles to the southwest. Also within a mile of the project are a few coffee
roasters, and a cement mixing plant.
c. Proposed measures to reduce or control emissions or other impacts to air, if any:

Mitigation measures will be implemented as required to meet or exceed all
applicable emission control standards as required by the PSCAA, including
meeting Best Available Control Technology (BACT) requirements. Mitigation for
these air impacts includes filtration of particulate matter and hazardous air
pollutants from paint exhaust, and formulation limitations on the concentration of
volatile organic compounds and organic hazardous air pollutants in the paint
coatings (as required by the Aerospace National Emission Standards for
Hazardous Air Pollutants). New natural gas-fired boilers will be installed with
low-NOx burners and operated with good combustion practices and no back -up
liquid fuel used. Addition potential mitigation measure to reduce emissions
includes ensuring that machines and equipment used during and after
construction are well maintained and properly operated.
3. WATER
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe
type and provide names. If appropriate, state what stream or river it flows into.
Cedar River to the west which flows into Lake Washington to the north.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the
described waters? If yes, please describe and attach available plans.

3) Estimate the amount of fill and dredge material that would be placed in or removed
from surface water or wetlands and indicate the area of the site that would be
affected. Indicate the source of fill material.

4) Will the proposal require surface water withdrawals or diversions? Give general
description, purpose, and approximate quantities if known.

No. All project activities will be in compliance with the project specific
Construction Stormwater General Permit issued by the Washington
Department of Ecology and the currently in affect Industrial Stormwater
General Permit issued by the Washington Department of Ecology.
b. Ground Water:
1) Will groundwater be withdrawn from a well for drinking water or other purposes? If
so, give a general description of the well, proposed uses and approximate quantities
withdrawn from the well. Will water be discharged to groundwater? Give general
description, purpose, and approximate quantities if known.
Groundwater will not be withdrawn for drinking water or other purposes,
however dewatering will be necessary for the construction of utilities and
buildings onsite. Bore sample testing has been conducted across the site to
confirm groundwater elevations. See geotechnical report for information on
groundwater levels. Approximate quantities are not known. Discharge to
groundwater is not anticipated for this project.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage; industrial, containing the
following chemicals; agricultural; etc.). Describe the general size of the system, the
number of such systems, the number of houses to be served (if applicable), or the
number of animals or humans the system(s) are expected to serve.
There will be no waste material discharged to ground. All potential waste
material generated from the site will be removed according to local, state or
federal law, or treated onsite and discharged in compliance with an existing
King County industrial wastewater treatment permit.

c. Water runoff (including stormwater):
1) Describe the source of runoff (including storm water) and method of collection
and disposal, if any (include quantities, if known). Where will this water flow?
Will this water flow into other waters? If so, describe.
The only source of runoff from the project site during and after construction
will be stormwater. During construction, it will be managed in accordance
with the planned NPDES construction stormwater general permit. After
project completion, all stormwater will continue to flow into the Boeing Renton
site stormwater conveyance system, which drains into Lake Washington.
2) Could waste materials enter ground or surface waters? If so, generally
describe.

3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of
the site? If so, describe.
No. Existing stormwater drainage patterns for the site will be retained.
Drainage from the project will continue to be conveyed to existing stormwater
outfalls that discharge to Lake Washington.
d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage
pattern impacts, if any:
The contractor is required to have all temporary sediment and erosion control
best management practices (TESC BMP) implemented prior to the
commencement of construction activities, and throughout construction. They
will be required to continually update, maintain and implement new BMP’s as
work changes and progresses onsite, in compliance with a planned WDOE-
issued construction stormwater permit.

During construction any and all hazardous material will be stored, used and
managed per the construction stormwater general permit.
After project completion, materials planned for storage and use at the project
site will include paints, primers, water-based and solvent-based cleaning
materials and other materials that are typically used in an industrial decorative
painting operations. These materials will be used and stored in compliance
with all applicable Uniform Fire Code and other applicable regulations.

Boeing Renton Fire Department will be fully operational at all times
throughout the project.
5) Proposed measures to reduce or control environmental health hazards, i f any:
During construction all project activities will be operated in compliance with a
planned WDOE-issued construction stormwater permit to protect local waterways
from potential releases from the project site. After completion, all Boeing
manufacturing activities will be conducted in compliance with various
environmental pollution prevention permits and practices, including a WDOE
industrial stormwater permit, PSCAA-issued air operating permit (per Title V of the
Clean Air Act), and other industrial best management practices.
b. Noise
1) What types of noise exist in the area which may affect your project (for example:
traffic, equipment, operation, other)?
Renton airport adjacent to project, traffic along Logan Ave Nth.
2) What types and levels of noise would be created by or associated with the project on a
short-term or a long-term basis (for example: traffic, construction, operation, other)?
Indicate what hours noise would come from the site.
Short term temporary noise can be expected from construction activities. Pile
driving activity will not occur during evening hours.
Long term production stall activity will include similar work currently being done at
the airport and in existing Boeing production stalls, and entails readying 737 aircraft
for first flight. Boeing would avoid any production stall engine run activity during
early mornings, at night, and after dusk.
3) Proposed measures to reduce or control noise impacts, if any:

activities, ground-disturbing activities will be halted in the area of the find in

called in to assess the significance of the find, and the Department of
Archaeology and Historic Preservation in Olympia will be notified so that a
course of action can be implemented.
