EXECUTIVE SUMMARY This study evaluates the potential light impingement of nearby residents and public waterways along Boeing’s Lot S1 property. Lighting calculations based on the proposed Apron E layout, including the paint hangar and maintenance buildings show minimal light level contribution impinging along the shoreline of the Cedar River and the residential housing along Burnett Avenue North. Casne Engineering also took field light illumination measurements just outside of the Lot S1 perimeter and along Burnett Ave North, reflecting the initial conditions of the project area before construction. Another set of field light illumination measurement can be taken after the construction of project site and compared to the initial field measurements to verify that there is minimal light level contribution to the Cedar River, or residential housing along Burnett Avenue North. II. BACKGROUND Boeing Parking Lot S1 is located at the south end of the Renton site, south of North 6th Street and west of Logan Avenue North, as shown in Figure 1. Casne Engineering has been selected to provide the electrical design of a new 60,000 square-foot, Certified LEED Silver, paint hangar building (5-70 building), maintenance building (5-71 building) and three (3) pre-flight Apron E production stalls. The existing parking lot lighting and adjacent fire department building (5-28 building) will be demolished as part of the scope of work for this project. Due to the project site’s close-proximity to public roadways and neighborhoods a light impingement study has been requested to insure surrounding areas are minimally impacted. Casne Engineering has worked on several lighting improvement projects on the Boeing, Renton site and has conducted lighting studies for projects near public areas and waterways where light impingement is critical. Most notably this includes site lighting projects for Apron A, Apron D, and Apron R along the Cedar River and Lake Washington shorelines. This study includes recording field illumination measurements around the Lot S1 perimeter and simulated photometric calculations for the proposed Apron E pre-flight stalls, 5-70, and 5-71 buildings. Photometric models were used to assist in fixture selection, mounting heights, and fixture aiming to maximize safety of the work area while minimizing the impact of the surrounding areas. OBSERVATIONS Light illumination data was collected by Casne Engineering from 10:00 PM to 12:00 AM on May 5, 2019. Weather conditions were clear and 60°F. The sun set at 8:27 PM. The phase of the moon was a slender crescent. Lot S1 is a concrete parking lot area located at the southwest corner of North 6th Street and Logan Avenue North (see Figure 1). This lot provides open-air parking to employees and staff of the Boeing, Renton site and is well lit. To the west of Lot S1 are existing pre-flight production stalls, identified as Apron D, with the Cedar River located further to the west. The 5-28 fire station building is located in the southwest corner of Lot S1. Directly south of Lot S1 is a 50,000 square-foot parking area for the Renton Memorial Stadium. On both the north and east sides of Lot S1 are public roadways. Logan Avenue North runs parallel to Lot S1 and contains a bikeway with sidewalk lighting installed every 150 feet and mounted at approximately 30-feet above finished grade. Further Lot S1 Light Impingement Study Project # 35989 Page 5 of 10 to the east of Logan Avenue is a parking area 100-feet wide that runs the length of Logan Avenue North between North 6th Street and North 4th Street. Residential housing is located on the east side of the parallel street Burnett Avenue North and is approximately 250-feet away from the project site area. Logan Avenue North is well lit and designed with pedestrian safety in mind. Several of these fixtures providing pedestrian and bikeway lighting were not illuminated during observation. The nearby residential area is screened from the adjacent parking lot and sidewalk lighting by a row of mature, large canopy, trees. The shoreline of the Cedar River is approximately 600-feet west of the project site area and bordered by the Cedar River Trail public walkway. Dense shrubbery and berm landscaping lines the edge of the Cedar River, providing reduced exposure to adjacent lighting. IV. DATA COLLECTION A. Field Light Illumination Measurements Field illumination data was collected using a Sper Scientific 840020 handheld visible light meter with In-Range Display settings of 0-3.720 Foot Candle (fc) with a .001 fc resolution and settings of 3.35-37.20 fc with a resolution of .01 fc. Calibration of this unit was last performed on June 18th, 2018. Horizontal illumination readings were collected at 36” above grade at 30- foot intervals and recorded on site plans. To establish baseline readings, the Lot S1 parking lot fixtures were turned off and metered readings were recorded around the project site perimeter, along the sidewalk east of Logan Avenue North, and along the sidewalk east of Burnett Avenue North as shown in Figure 2. Logan Avenue North sidewalk and bikeway lighting remained energized except for fixtures observed as not illuminated. Photometric Calculations & Lighting Models AGi32 Lighting Analysis software was used to create photometric calculations of the project area. Results are displayed in foot-candles (fc) where 1 fc of illuminance is equal to the intensity of 1 candle, measured 1-foot away from a one-square foot surface. 1 fc is equal to 10.76 lux (or 10.76 lumens). Results are rounded to the nearest one-tenth of a foot-candle. Lighting fixture photometric data used in the calculation was provided by fixture manufacturer .ies files with a Light Loss Factor (LLF) of .85, standard for clean, outdoor environments with large amounts of concrete. Reflectance (p) values were calculated at .25, standard for concrete, light gray; cement, rough. Modeled results include fixture aiming points that should be matched during installation. See Figure 3 for lighting calculations along the Cedar River, along Logan Avenue North, and along Burnett Avenue North. The 5-70 Paint Hangar has three types of exterior light fixtures. One of the fixture types is a 300W LED floodlight mounted 60’ above the ground and aimed at the airplane tow path. The 5-70 Paint Hangar has 6 of these floodlights. Another light fixture type is a 52W LED wall pack mounted 12’ above the ground and located approximately every 50’ all the way around the 5-70 Paint Hangar. The third light fixture type is a 10W LED wall pack mounted above the exterior Paint Hangar man doors. The 5-71 Maintenance Building lights are 52W LED packs mounted 12’ above the ground and located approximately every 50’ all the way around the 5-71 Maintenance Building. The parking lot lights are 288W LED fixtures mounted on 40’ high light poles. See Figure 4 for proposed lighting layout. See Table 2 for lighting fixture schedule. Lighting Model Simulated lighting calculations include only fixtures proposed to be installed as part of this project. Accurate photometric information for existing fixtures outside of the project site area could not be located and subsequently was not included in the final lighting model. The results shown should be considered the delta between the existing conditions and the proposed. Results are calculated and shown in horizontal foot-candles, which measures illuminance on a horizontal axis. Modeled results show that minimal light contribution extends outside the project site perimeter with values decreasing to a delta of 0.0 fc within less than 150-feet from the project perimeter. Similar results are calculated for the shoreline of the Cedar River and along the residential area east of Burnett Avenue. B. Field Light Illumination Measurements The field light illumination measurements shown in Figure 2 serve as the initial conditions, showing the existing light levels along the perimeter of Lot S1 and residential housing along Burnett Ave North before the Apron E Expansion Stall and 5-70 Paint Hangar lighting installation. Another set of field light illumination measurement can be taken after the construction of project site and compared to the initial field measurements to verify that there is minimal light level contribution to the Cedar River, or residential housing along Burnett Avenue North.
