The following briefly describes the application and the necessary Public Approvals. See also http://bit.ly/2LnKsX2  PROJECT DESCRIPTION: The applicant, The Boeing Company, is requesting Environmental Review, Hearing Examiner Site Plan Review, and a variance in order to convert an existing parking lot (S1 Lot) into an aircraft production area. The subject property (APN 0723059001) is to the east of the Cedar River along Lake Washington. The site is home to the Boeing 737 plant and associated support buildings and is located in the UC- Urban Center zone. The proposal includes three new production stalls for aircraft, a paint hangar with two bays, and a new utility building. In addition, the existing fire station is proposed to be demolished and relocated to an area north of the project site. A sound-wall and landscape screening is proposed along the Logan Ave N and N 6th St right-of-way. All work would occur further than 200 feet from the Cedar River OHWM. Site access is proposed via a connection between the existing Apron D area to the west and the proposed work area. The project will result in new and replaced impervious surfaces, tree removal, and vegetation removal. The applicant submitted a Drainage Report, Geotechnical Report, Traffic Impact Analysis, and Parking Analysis with the application.  DATE OF APPLICATION: July 2, 2019  NOTICE OF COMPLETE APPLICATION: July 16, 2019  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS-M.  PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review, HEX Site Plan Review, Variance  OTHER PERMITS WHICH MAY BE REQUIRED: Building Permit, Construction Permit, Fire Permit  REQUESTED STUDIES: Arborist's Report, Drainage Report, Geothechnical Report, Parking Analysis, Traffic Impact Statement/Traffic Study  PUBLIC HEARING: A public hearing is tentatively scheduled for September 17, 2019 at 11:00 AM before the Renton Hearing Examiner in Renton Council Chambers on the 7th floor of Renton City Hall, located at 1055 South Grady Way.  CONSISTENCY OVERVIEW:     Zoning/Land Use: The subject site is designated Commercial Mixed Use (CMU) on the City of Renton Comprehensive Land Use Map and Urban Center (UC) on the City’s Zoning Map.   Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-200, 4-9-250 , 4-9-070 and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above.   The applicant shall submit a factory-wide parking plan that demonstrates compliance with the parking standards for review and approval by the Current Planning Project Manager prior to construction permit submittal. The applicant shall comply with the recommends of the Arborists Report submitted with the application, or an updated report at a later date. If any Native American grave(s) or archaeological/cultural resources (Indian artifacts) are found all construction activity shall stop in accordance with RCW 27.53.060 and 27.44.020, and the owner/developer shall immediately notify the City of Renton planning department, concerned Tribes’ cultural committees, and the Washington State Department of Archeology and Historic Preservation. The applicant shall submit an Archaeological Monitoring and Inadvertent Discovery Plan MIDP to DAHP and any interested Tribes for review prior to the start of any ground disturbing activities. Documentation of the submittal shall be provided to the City of Renton prior to the issuance of building or construction permits.  Comments on the above application must be submitted in writing to Alex Morganroth, Associate Planner, CED – Planning Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on July 30, 2019. This matter is also tentatively scheduled for a public hearing for September 17, 2019 at 11:00 AM Renton Council Chambers on the 7th floor of Renton City Hall, located at 1055 South Grady Way. Following the issuance of the SEPA Determination, you may still appear at the hearing and present your comments regarding the proposal before the Hearing Examiner.
