Urban Design District Requirements
Proposed Project Name: Chateau Valley Tower
Project Location: 4320 Davis Avenue South
Parcel Number(s): 639180-0010 / 639180-0125
The proposed building is located within Design District D. Assisted Living Facilities are
exempt from adherence to these guidelines, however, we understand that this exception
may be eliminated prior to project vesting. We are presenting this memo to demonstrate
that the project, as designed, meets the current requirements of Design District D.
1. Site Design and Building Location:
Building Location and Orientation
1. Natural Light and direct sun exposure have been considered
2,3. The proposed building and its entry are both oriented to Davis Avenue with clear
connections to sidewalks.
4. The proposed building is set back a minimum of 20 feet from the sidewalk, and
residential units are raised above the entry/street level for privacy.
Building Entries
1. a. The entry to this building is located on the façade facing a street and is both
prominent and visible from the street, as well as connected to the public sidewalk
through walkways.
b. The entry is made prominent by a vestibule which extends out from the face of the
building and is visible from Davis avenue as well as an overhead glass canopy.
2. The building entry visible from the street is clearly marked with an architectural
element (vestibule and canopy).

5. Not applicable – There is only one building on this site.

Transition to Surrounding Development
1,2. Proposed building and its roof are articulated to divide larger architectural elements
into smaller increments.
3. Roof lines, pitches and roof shapes are designed to reduce bulk and transition with
existing development, by using the roof of the existing building as precedent for roof
massing and shapes.
Service Element Location and Design
1. Service elements are designed to minimize impact on the pedestrian experience by
locating these elements away from pedestrian walkways and integrating them with
parking areas
2. Utility areas and trash / recycling collection are enclosed on all sides
3. Service enclosures will be made of wood.

2. Parking and Vehicular Access
Surface Parking
Not applicable. No new surface parking is proposed.
Structured Parking Garages
1. Not applicable - Ground level will have entry and lobby areas.
2. Not Applicable - Structure is set back at least 20’ from sidewalk / property line.
3. Public facing facades are articulated with masonry as well as other materials and
architectural features that make the entry prominent.
Vehicular Access
1. The vehicular access to parking is from the street, Davis Avenue, and the number of
curb cuts minimally impede pedestrian circulation.
2. The number of driveways and curb cuts are minimized for vehicular access
purposes, so that pedestrian circulation along the sidewalk is minimally impeded.
3. Pedestrian Environment
Pedestrian Circulation
1. a. Pedestrian circulation system is clearly delineated and will connect buildings,
open space and parking areas. Circulation pathways have clear sight lines.
b. All pathways will be made of an all-weather or appropriate permeable walking
surfaces.
2. All pathways within parking areas will be differentiated by material
3. Sidewalks and pathways along the facades of buildings are of sufficient width (5’ 0”)
to accommodate anticipated numbers of users.

1. Plantings will be provided.
2. Existing outdoor seating, benches and fountains are provided. Site furniture and
amenities do not impede pedestrian access to building entrances, as they are located
adjacent to, but not within pedestrian circulation paths.

5. Building Architectural Design
Building Character and Massing
1. All building facades include a variety of modulation and articulation at intervals of no
more than 40 feet.
2. These modulations exceed the minimum of 2’ deep, 16’ high, 8’ wide, at a range of
about 4’ deep, to about 19’ deep, 183’ 9” high, and a minimum of 11’ 9” wide.
3. As this proposal is over 160’ in length, a variety of modulations and articulations are
provided to reduce the apparent bulk and scale of the façades.
Ground Level Details
1. Human-scaled elements are provided at ground floor, including lighting and
landscaping elements.
2. Upper portions of building facades have clear windows with visibility into and out of
the building.
3. Not applicable
4. Window coverings, such as blinds and curtains are operable and not fixed so that
they cannot be opened or closed.
5. Prohibited films and tinted glass are not included in this project.

6. No untreated blank walls visible from public streets, sidewalks, or interior pedestrian
pathways are included in this project
7. Transparent glass vestibule will be provided at building entry.
8. All windows principally contain clear glazing and do not contain tinted, dark or highly
reflective glass film.
Building Roof Lines
1-4. The proposed building design creates varied and interesting roof profiles by utilizing
architectural features that project, as well as pitched and sloped roofs.
5. Mechanical equipment will be located on the upper level mechanical well. No
equipment will be visible from the street.
6. As a building with a predominantly residential use, the roof design utilizes slopes of
4”/12” and dormers that visually break up the mass of the roof.
Building Materials
1. All facades of the building are visible from either a street, pathway, or parking area or
open space and are finished with the same materials and color scheme.
2-3. The finish scheme includes materials with variations in color and texture, including
brick and fiber cement lap siding.
4. Materials are durable, high quality and consistent with traditional urban
development, through the use of brick veneer and lap siding
5. Where concrete is used, it is enhanced with texturing and coloring
6. Concrete block walls are not used.
The proposed building uses material variations such as colors, brick and textural changes.
6. Signage
Not applicable. No new monument or building signs are included.
7. Lighting
1. Pedestrian scale lighting will be provided at building entrances
2. Accent lighting will be provided on facades
3. In all cases, this lighting will be downlighting.
