MEMORANDUM
DATE: November 16, 2017
TO: Armondo Pavone, Council President
Members of Renton City Council
CC: Denis Law, Mayor
Jay Covington, Chief Administrative Officer
FROM: Gregg Zimmermalic Works Administrator, ext. 7311
STAFF CONTACT: Bob Hanson, Transportation Design Manager, ext. 7223
SUBJECT: Main Avenue South (South 3rd Street to Mill Avenue South)
Project Traffic Operations
The Transportation Division has been asked to respond to questions regarding the
safety of the new left turn at the intersection of Mill Avenue South and Bronson Way
South that was added as part of the project that reconfigured the traffic on Main
Avenue South_tatwo-way-operation. _
Previous Channelization
Prior to this project, access to the Main Avenue South extension via Bronson Way South
was restricted to right-in and right-out movements. Additionally, at the intersection of
Mill Avenue South and Bronson Way South, both northbound lanes were required to
turn right (see Figure 1).
Main Avenue South residents had to cross the Cedar River (likely via Wells Avenue South
or Houser Way South) in order to return home by approaching via southbound across
the Bronson Way Bridge. Residents and businesses occasionally cut through the State
Farm driveway northbound and would unsafety cross Bronson Way South to access the
Main Avenue South extension.
New Channelization
The Main Avenue South extension was realigned into Bronson Way South so that the
Main Avenue South/South 2nd Street intersection is four-legged at right angles. There is
a new northbound lane on Main Avenue South and Bronson Way South. At the Mill
Avenue South/Bronson Way South three-legged intersection, all movements are
allowed with northbound Mill Avenue South stop sign controlled (see Figure 2).

November 16,2017
The project made major modifications to improve traffic access to the downtown area.
The design consultant also recommended that left turns be permitted at Mill Avenue
South and Bronson Way South to improve access to the Main Avenue South extension.
A traffic signal was considered and recommended for inclusion at a future date when or
if the need is demonstrated.
New Operations
While left turn access to and from the Main Avenue South extension to Bronson Way
South is currently not restricted, because of the amount of traffic on Bronson Way
South, it remains functionally restricted to right-in and right-out movements. Left turns
from northbound Bronson Way South are not a viable option due to the close proximity
to the traffic signal at the intersection of South 2nd Street and Main Avenue South, and
due to northbound Bronson Way South being only one lane.
Residents on the Main Avenue South extension can now access their homes from the
south and west by way of Mill Avenue South and Bronson Way South without having to
circle around to Park Avenue South and cross the Cedar River twice. During
construction several residents from the Main Avenue South extension were pleased to
discover that the City was improving access to their neighborhood. The operation of the
Mill Avenue South/Bronson Way South intersection (northbound stop controlled) is very
similar to the Garden Avenue North/Bronsonson.Way North intersection__southbound stop .--
controlled).
The Transportation Operations Section will monitor the northbound Bronson Way South
left turn movement to the Main Avenue South extension. If operations or safety is
negatively affected necessary changes will be made.
