Such a requirement would work to ensure that rental housing in Renton meets the eight principles of healthy housing: moisture free, adequately ventilated, contaminant free, free of pests, clean, well-maintained, free of injury hazards, and thermally controlled. Deep Green Incentive Program (DGIP) King County Parks Department has requested the City adopt a “Living Building Challenge” demonstration ordinance to facilitate a planned County Parks facility that will seek to achieve some of the goals of a the International Living Future Institute’s certification program. To be certified under the Challenge, projects must meet a series of ambitious performance requirements over a minimum of 12 months of continuous occupancy. The docket request is to allow deviations from standards that are obstacles to meeting the Challenge (e.g., allowing self-composting toilets, re-use of rainwater, etc.). Our current Waived Fees code (RMC 4-1-210) require a minimum of 30 units on CV land to be eligible for incentive. However, given the limited amount of public funding currently available for affordable homeownership development, Housing CLT needs the Waived Fees in order for the project to be viable. Kinley Deller, King County DNR (via Craig B) 01.10.18 Email Construction & Demolition Materials Diversion King County has adopted construction and waste diversion regulations (i.e., which materials may be transported to a dump vs. which materials are required to be recycled); however, their regulations are only in effect within incorporated areas once the materials leave the jobsite (i.e., once on a public road regardless of jurisdiction). King County has requested cities adopt their diversion regulations so there is consistency and more recyclable materials are transported to the appropriate facility. Mayor Law 03.02.18 Healthcare Support for Senior Living Facilities Consider requiring senior housing to staff with triage personnel to identify if 911 calls are necessary and provide treatment in lieu of hospitalization. Review fee structure including fire emergency response impact fees to ensure adequate fee structure for senior housing is developed. AGENDA ITEM #1. a) Multi-Family Property Tax Exemption – Consideration of Expansion  The City has an adopted incentive that exempts multi-family housing from paying the property tax on the value of the housing portion of the improvements for eight or twelve years. This incentive, the Multi-Family Tax Exemption (MFTE), is only available in areas the City has designated as being eligible, currently Sunset and Downtown.  Any new multi-family projects in these areas can receive waived taxes for eight years. If 20% of the units constructed are affordable housing units, the taxes can be waived for twelve years.  The City has received a request to make this incentive available in an area that has not been designated.  The City has utilized the Multi-Family Tax Exemption as an incentive for the construction of new multi-family housing since 2003.  Initially there were three targeted areas, Downtown, Sunset, and South Lake Washington. In 2008, after having successfully incentivized the construction of over 1,000 units in the South Lake Washington area the code was amended to remove South Lake Washington as an eligible area.  There have been nine projects that have utilized the MFTE. Eight of them qualified when the exemption was ten years. Two of them will end their exemption this year, 2018. Two more will end in 2019 and two more in 2020. A table with projects, number of units, and start of tax exemption is below.  The request is to make the area around the former Renton Village Cinemas an eligible area, but only for the incentive that requires affordable housing be constructed and lasts for 12 years.  It is estimated that if the area is made eligible, the VIA 405 project would include 53 affordable housing units. To date, only one project, Liberty Square, has utilized the incentive for providing affordable housing. That project included 19 affordable housing units.  In order to incentivize other future multi-family projects within an area that would fully capitalize on the relocation of the transit center to the former Sound Ford site with Transit Oriented Development and providing affordable housing, staff recommends adding a third eligible area as shown on the attachment. The greenway/promenade would provide additional greenspace for the City Center, improve access to the Cedar River, and provide potential restoration opportunities. 8.3.1: Complete an initial conceptual plan for a greenway/promenade along the Cedar River. Additional Details: The City should complete a conceptual plan for the greenway/promenade along the Cedar River. The conceptual plan should balance the goals of naturalizing the river corridor, improving recreational opportunities, increasing greenspace, and providing opportunities to experience the water. Permitting requirements, maintainability, and costs will also be considerations in conceptual design development. The design of the greenway/promenade should utilize existing publicly owned land and existing right-of-way at North and South Riverside Drive as shared roadways. It should also be coordinated with the planning and design of the Civic Node area, which includes Liberty Park, the KCLS Main Renton Library, the Renton History Museum, and the Cedar River (discussed in 3.1) as well as, the Parks, Recreation, and Natural Areas Plan. The City shall not utilize eminent domain in the furtherance of this policy. Responsible Party: Lead: Planning; Support: Community Services, Transportation Resources: $ Public Involvement: This initial phase would not involve a great deal of public engagement, and would focus on gathering information for the detailed design. The detailed design (discussed in 8.3.3) would involve the public. Timeframe: Short-term. Artist rendering of what North and South Riverside Drive(s) could look like. AGENDA ITEM #3. a) 8.3.2: Complete a detailed design and implementation strategy for the greenway/promenade based on the conceptual design. Additional Details: Further refine the conceptual plan with ecological restoration goals, cost estimates, implementation timelines, as well as, integrating pedestrian and bicycle connections. The detailed plan should also explore opportunities for providing public water access, connecting the pathway to the library, addressing safety and lighting concerns, and ensuring properties at North and South Riverside Drive can be accessed. Responsible Party: Lead: Transportation; Support: Community Services, Planning Resources: $$$ Public Involvement: The community should be engaged in the design of the greenway/promenade. The City should work closely with property owners, business owners, and residents. Timeframe: Mid-term. The greenway/promenade would provide additional greenspace for the City Center, improve access to the Cedar River, and provide potential restoration opportunities. 8.3.1: Complete an initial conceptual plan for a greenway/ promenade between the Cedar River and N 1st Street. Additional Details: The City should complete a conceptual plan for the area between the Cedar River and N 1st Street to naturalize the river corridor, improve recreational opportunities, and increase greenspace. This conceptual plan should include a preliminary design for the greenway/promenade. The design of the greenway/promenade should be coordinated with the planning and design of the Civic Node area, which includes Liberty Park, the KCLS Main Renton Library, the Renton History Museum, and the Cedar River (discussed in 3.1). Responsible Party: Lead: Community Services; Support: Planning, Transportation Resources: $ Public Involvement: This initial phase would not involve a great deal of public engagement, but would focus on gathering information for the detailed design. Additional Details: Consider the long-term feasibility of zoning changes to allow for small-scale retail and concessions, as part of the promenade. Include design standards to ensure that potential new retail develops in a manner that is compatible with the surrounding single-family neighborhood. Incorporate this area into the Civic Node and ensure the whole area is better coordinated (discussed in 3.1). Responsible Party: Lead: Planning Resources: $ Public Involvement: Engage property owners, nearby residents, and businesses who may be impacted by the zoning changes. Timeframe: Mid-term. 8.3.3: Complete a detailed design and implementation strategy for the greenway/promenade based on the conceptual design. Additional Details: Further refine the conceptual plan with detailed land assembly information, economic data, ecological restoration goals, and implementation timelines. The plan should also include a long-term strategy to compensate property owners. Strategies such as Transfers of Development Rights (TDRs), zoning changes, or purchases of property should be considered and evaluated to determine the best approach.
