Emerging Issues in Utilities AB - 2096 City Council Regular Meeting - 05 Mar 2018 SUBJECT/TITLE: Amendment No. 2 to CAG-15-137 with Carollo Engineers, Inc. for the 2016 Long-Range Wastewater Management Plan RECOMMENDED ACTION: Refer to Utilities Committee DEPARTMENT: Utility Systems Division STAFF CONTACT: Dave Christensen, Wastewater Engineering Manager EXT.: 7212 FISCAL IMPACT SUMMARY: Funding for Amendment No. 2 to CAG-15-137 in the amount of $344,916, is available from the proposed 2017 Wastewater Utility Capital Improvement Program budget carry forward for the Long-Range Wastewater Management Plan Project (426.465415) and the Operations Master Plan Project (426.465416). There is sufficient funding in the combined budgets to cover this amendment. SUMMARY OF ACTION: As part of the Long-Range Wastewater Management Plan updates, areas were identified as needing further development. Upon completion of the initial capacity analysis using the existing hydraulic model, it was discovered that the list of potential capital projects needed were not specific as to when the improvements would be triggered. This amendment provides flow monitoring of portions of our system and recalibrating the hydraulic model, allowing us to better understand the flows within our system, to develop both the 6-year and 20-year Capital Improvement Programs required by our plan and better identify timelines for necessary improvements. This amendment will also create development standards to be utilized by the development community. Wastewater standards currently exist within multiple locations, documents, and specifications. The intent of this work is to provide a single source where the development community can go to see all standards related to the wastewater system, including standard details, special provisions, standard specifications and special requirements that are typical for the wastewater system. A central location for these standards will help City staff and the development community to better understand the requirements for our system. EXHIBITS: A. Amendment No. 2 STAFF RECOMMENDATION: Execute Amendment No. 2 to CAG-15-137 with Carollo Engineers, Inc. in the amount of $344,916 for the 2016 Long-Range Wastewater Management Plan. AGENDA ITEM #2. a) AMENDMENT NO. 2 TO AGREEMENT FOR 2016 LONG-RANGE WASTEWATER MANAGEMENT PLAN CAG-15-137 THIS AMENDMENT, dated February 12, 2018, is by and between the City of Renton (the “City”), a Washington municipal corporation, and Carollo Engineers, Incorporated (“Consultant”), a Delaware corporation. The City and the Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-15-137, dated June 23, 2015, to provide necessary services for the 2016 Long-Range Wastewater Management Plan (referred to herein as the “Agreement”); Whereas, the Parties wish to amend the Agreement to change the scope of work, change the time for performance, and change the compensation in order to address additional work items identified to complete the update to the Long-Range Management Plan. NOW THEREFORE, It is mutually agreed upon that CAG-15-137 is amended as follows: 1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-2, which is attached and incorporated herein. Additional work includes addressing additional planning considerations, system capacity analysis, mini-basin system model update, flow monitoring, hydraulic model calibration, development of standard details and specifications, and additional public outreach. 2. Time of Performance: Section 5, Time of Beginning and Completion, is amended pursuant to the schedule(s) set forth in Exhibit B-2. All Work shall be performed by no later than March 31, 2019. 3. Compensation: Section 6, Payment, is amended so that the maximum amount of compensation payable to Consultant is increased from $203,038 to $547,954, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit C- 2 of the Agreement, which is attached and incorporated herein. 4. All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein.
