DESCRIPTION:The applicant is proposing a Tier II Temporary Use Permit to allow for the
establishment of two staging areas to be used during the rehabilitation of the
Eastside Interceptor Section 2, a 96-inch reinforced concrete pipe used for
sewage flow running primarily within the Logan Ave N right-of-way (ROW)
between Lake Washington Blvd N and Burnett Ave N. The two staging areas
would be adjacent to Logan Ave N, with one located near the intersection of N
Park Ave and Logan Ave N on parcel #0886600060 (aka north staging area)
and the other located on parcel #0886610020 near the intersection of Logan
Ave N and N 6th Ave (aka south staging area). Both staging areas would
include equipment used for the temporary bypass pipe that will be installed to
reroute flows during the rehabilitation of the main pipe. The bypass system in
the north staging area would include as many as eight (8) primary and two (2)
backup electric driven pumps to divert the sewage flow from the interceptor
pipe into the temporary bypass pipe. Odor at the bypass site would be
controlled via a tent structure over the open trench and an on-site modular,
prefabricated air extraction and activated carbon odor control system. The
north staging area would also be used for parking, material storage, and
multiple job trailers. The south staging area located in the existing Boeing
parking lot would also include equipment and materials to be used during the
project. Both staging areas would be surrounded by security fencing and
would include downward shielding lights that would be placed so as to
minimize impacts to neighboring properties. According to the applicant,
construction on the pipe is estimated to occur between March 1, 2019 and
November 30, 2020.
The Temporary Use Permit is hereby Approved with Conditions* and subject to the following conditions:
Staging Area #1 - Near intersection of N 6th St and Logan Ave N
Staging Area #2 - Near intersection of Logan Ave N and Park Ave N

*CONDITIONS OF APPROVAL:
1. The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the
temporary use upon completion of removal of the use, or when the operation of the use ceases to exist.
2. The site occupied by the temporary use shall be restored to the original condition when the use ceases to
exist including restoration of site elements such as, but not limited to, landscaping vegetation and parking
stall striping.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation or
fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend
the original decision, there will be no further extension of the appeal period. Any person wishing to take
further action must file a formal appeal within the 14-day appeal time frame.
APPEALS: Appeals of the permit issuance must be filed in writing on or before 5:00 p.m. on February 01,
2019. Appeals must be filed in writing together with the required fee with Hearing Examiner, c/o City
Clerk, City of Renton, 1055 South Grady Way, Renton, WA, 98057. Appeals to the Examiner are
governed by City of Renton Municipal Code Section 4-8-110. Additional information regarding the appeal
process may be obtained from the Renton City Clerk's Office, 425-430-6510.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit,
unless the Community & Economic Development Administrator or designee establishes a shorter time
frame or an applicant can request that a permit be valid beyond the one year expiration, for up to five
years at the time of application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior
to permit expiration to the Department of Community & Economic Development Administrator.
