EROSION CONTROL NOTES:
1. THESE NOTES SHALL APPEAR FOR ALL PROJECTS - SITE
IMPROVEMENTS, SURFACE WATER UTILITY, WASTEWATER
UTILITY, WATER UTILITY, AND TRANSPORTATION PLANS:
2. BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY
OCCURS, A PRE -CONSTRUCTION MEETING MUST BE HELD
WITH THE CITY OF RENTON, PUBLIC WORKS DESIGN
ENGINEER.
3. THE BOUNDARIES OF THE CLEARING LIMITS AND AREAS OF
VEGETATION PRESERVATION AS PRESCRIBED ON THE
PLAN(S) SHALL BE CLEARLY FLAGGED BY SURVEY TAPE OR
FENCING IN THE FIELD PRIOR TO CONSTRUCTION IN
ACCORDANCE WITH APPENDIX D OF THE SURFACE WATER
DESIGN MANUAL AND OBSERVED DURING CONSTRUCTION.
DURING THE CONSTRUCTION PERIOD, NO DISTURBANCE
BEYOND THE CLEARING LIMITS SHALL BE PERMITTED. THE
CLEARING LIMITS SHALL BE MAINTAINED BY THE
APPLICANT/ESC SUPERVISOR FOR THE DURATION OF
CONSTRUCTION.
4. STABILIZED CONSTRUCTION ENTRANCES SHALL BE
INSTALLED AT THE BEGINNING OF CONSTRUCTION AND
MAINTAINED FOR THE DURATION OF THE PROJECT.
ADDITIONAL MEASURES, SUCH AS CONSTRUCTED WHEEL
WASH SYSTEMS OR WASH PADS, MAY BE REQUIRED TO
ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN AND
TRACK OUT TO ROAD RIGHT OF WAY DOES NOT OCCUR FOR
THE DURATION OF THE PROJECT.
5. ALL REQUIRED SEDIMENTATION/EROSION CONTROL
FACILITIES MUST BE CONSTRUCTED AND IN OPERATION
PRIOR TO LAND CLEARING AND/OR CONSTRUCTION TO
PREVENT TRANSPORTATION OF SEDIMENT TO SURFACE
WATER, DRAINAGE SYSTEMS AND ADJACENT PROPERTIES.
ALL EROSION AND SEDIMENT FACILITIES SHALL BE
MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH
TIME THAT CLEARING AND/OR CONSTRUCTION IS
COMPLETE AND POTENTIAL FOR ON -SITE EROSION HAS
PASSED. THE IMPLEMENTATION, MAINTENANCE,
REPLACEMENT AND ADDITIONS TO
EROSION/SEDIMENTATION CONTROL SYSTEMS SHALL BE
THE RESPONSIBILITY OF THE PERMITEE.
6. THE EROSION AND SEDIMENTATION CONTROL SYSTEMS
DEPICTED ON THIS DRAWING ARE INTENDED TO BE
MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE
CONDITIONS. AS CONSTRUCTION PROGRESSES AND
UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE
PERMITEE SHALL ANTICIPATE THAT MORE EROSION AND
SEDIMENTATION CONTROL FACILITIES WILL BE NECESSARY
TO ENSURE COMPLETE SILTATION CONTROL ON THE
INSPECTION SCHEDULE:
PROPOSED SITE. DURING THE COURSE OF CONSTRUCTION,
IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE
PERMITEE TO ADDRESS ANY NEW CONDITIONS THAT MAY
BE CREATED BY THE ACTIVITIES AND TO PROVIDE
ADDITIONAL FACILITIES, OVER AND ABOVE MINIMUM
REQUIREMENTS, AS MAY BE NEEDED, TO PROTECT
ADJACENT PROPERTIES AND WATER QUALITY OF THE
RECEIVING DRAINAGE SYSTEM.
7. APPROVAL OF THIS PLAN IS FOR EROSION/SEDIMENTATION
CONTROL ONLY. IT DOES NOT CONSTITUTE AN APPROVAL
OF STORM DRAINAGE DESIGN, SIZE NOR LOCATION OF
PIPES, RESTRICTORS, CHANNELS, OR RETENTION
FACILITIES.
8. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY
EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO
DAYS DURING THE WET SEASON (OCTOBER 1ST THROUGH
MARCH 30TH) OR SEVEN DAYS DURING THE DRY SEASON
(APRIL 1ST THROUGH SEPTEMBER 30) SHALL BE
IMMEDIATELY STABILIZED WITH THE APPROVED ESC COVER
METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING,
ETC.).
9. WET SEASON SEASONAL EROSION AND SEDIMENT
CONTROL REQUIREMENTS APPLY TO ALL CONSTRUCTION
SITES CLEARING BETWEEN OCTOBER 1 AND MARCH 30
INCLUSIVE, UNLESS OTHERWISE APPROVED BY THE CITY
THROUGH AN ADJUSTMENT PROCESS.
10. COVER MEASURES WILL BE APPLIED IN CONFORMANCE
WITH APPENDIX D OF THE SURFACE WATER DESIGN
MANUAL.
11. ANY AREA NEEDING ESC MEASURES, NOT REQUIRING
IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN
SEVEN (7) DAYS DURING NON WET SEASON.
12. THE ESC FACILITIES ON INACTIVE SITES SHALL BE
INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH
OR WITHIN 24 HOURS FOLLOWING A STORM EVENT.
13. AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT
BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL
CATCH BASINS AND CONVEYANCE LINES SHALL BE
CLEANED PRIOR TO PAVING. THE CLEANING OPERATION
SHALL NOT FLUSH SEDIMENT- LADEN WATER INTO THE
DOWNSTREAM SYSTEM.
1. ALL ESC MEASURES SHALL BE MAINTAINED AND REVIEWED ON A REGULAR
BASIS.
2. THE ESC SUPERVISOR SHALL REVIEW THE SITE AT LEAST WEEKLY AND
WITHIN 24 HOURS OF SIGNIFICANT STORMS. A SIGNIFICANT STORM IS ONE
WITH MORE THAN 0.5 INCHES OF RAIN IN 24 HOURS OR LESS.
3. THE CITY MAY REQUIRE THAT A WRITTEN RECORD OF THESE REVIEWS BE
KEPT ON SITE WITH COPIES SUBMITTED TO THE CITY WITHIN 48 HOURS.
HYDROSEEDING NOTES:
1. HYDROSEEDING SHALL BE APPLIED TO ALL AREAS DISTURBED BY
CONSTRUCTION ACTIVITIES UNLESS OTHERWISE NOTED.
2. HYDROSEEDING TO BE AS SPECIFIED IN LANDSCAPE
SPECIFICATIONS.
3. APPLICATION TO BE 100 LBS/ACRE.
4. 500 LBS/ACRE 10-20-20 FERTILIZER, 2000 LBS/ACRE MULCH AND 40
LBS/ACRE SOIL STABILIZER TO BE APPLIED WITH SEED MIXTURE.
5. SEED BEDS PLANTED BETWEEN MAY 1 AND OCTOBER 31 WILL
REQUIRE IRRIGATION AND OTHER MAINTENANCE AS NECESSARY
TO FOSTER AND PROTECT THE ROOT STRUCTURE. CONTRACTOR
SHALL ENSURE PROPER ROOT GROWTH REGARDLESS OF
PLANTING SCHEDULE.
6. FOR SEED BEDS PLANTED BETWEEN OCTOBER 31 AND APRIL 30,
ARMORING OF THE SEED WILL BE NECESSARY. (EG, GEOTEXTILES,
JUTE MAT, CLEAR PLASTIC COVERING.)
7. BEFORE SEEDING, INSTALL NEEDED SURFACE RUNOFF CONTROL
MEASURES SUCH AS GRADIENT TERRACES, INTERCEPTOR DIKES,
SWALES, LEVEL SPREADERS AND SEDIMENT BASINS.
8. THE SEEDBED SHALL BE FIRM WITH A FAIRLY FINE SURFACE,
FOLLOWING SURFACE ROUGHENING. PERFORM ALL OPERATIONS
ACROSS OR AT RIGHT ANGLES TO THE SLOPE.
9. FERTILIZERS ARE TO BE USED ACCORDING TO SUPPLIERS
RECOMMENDATIONS. AMOUNTS USED SHOULD BE MINIMIZED,
ESPECIALLY ADJACENT TO WATER BODIES AND WETLANDS.
10. SEE SPECIFICATIONS FOR HYDROSEED MIXTURES.
MULCHING NOTES:
14. ANY PERMANENT RETENTION/DETENTION FACILITY USED AS
A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH
THE NECESSARY EROSION CONTROL MEASURES AND
SHALL PROVIDE ADEQUATE STORAGE CAPACITY.
15. PRIOR TO THE BEGINNING OF THE WET SEASON (OCT. 1),
ALL DISTURBED AREAS SHALL BE REVIEWED TO IDENTIFY
WHICH ONES CAN BE SEEDED IN PREPARATION FOR THE
WINTER RAINS. DISTURBED AREAS SHALL BE SEEDED
WITHIN ONE WEEK OF THE BEGINNING OF THE WET
SEASON. A SKETCH MAP OF THOSE AREAS TO BE SEEDED
AND THOSE AREAS TO REMAIN UNCOVERED SHALL BE
SUBMITTED TO THE CITY OF RENTON FOR REVIEW.
16. ALL TESC MEASURES MUST BE REMOVED AFTER
CONSTRUCTION AND SITE IS STABILIZED.
17. DISTURBED AREAS UNWORKED FOR 7 CONSECUTIVE
WORKING DAYS SHALL BE STABILIZED WITH COVER
MEASURES EXCEPT DURING THE WET SEASON. DURING
THE WET SEASON DISTURBED AREAS UNWORKED FOR TWO
CONSECUTIVE WORKING DAYS SHALL BE STABILIZED WITH
COVER MEASURES.
18. STOCKPILES AND STEEP CUT AND FILL SLOPES SHALL BE
PROTECTED IF UNWORKED FOR MORE THAN 12 HOURS.
19. COVER MATERIALS SUFFICIENT TO COVER ALL DISTURBED
AREAS SHALL BE STOCKPILED ON SITE.
20. ALL AREAS THAT ARE TO BE UNWORKED DURING THE WET
SEASON SHALL BE SEEDED WITHIN ONE WEEK OF THE
BEGINNING OF THE WET SEASON.
21. MULCH IS REQUIRED TO PROTECT ALL SEEDED AREAS.
22. FIFTY LINEAR FEET OF SILT FENCE (AND THE NECESSARY
STAKES) PER ACRE OF DISTURBANCE SHALL BE
STOCKPILED ON SITE.
23. CONSTRUCTION ROAD AND PARKING LOT STABILIZATION
ARE REQUIRED FOR ALL SITES UNLESS THE SITE IS
UNDERLAIN BY COARSE -GRAINED SOIL.
24. ANY RUNOFF GENERATED BY DEWATERING SHALL BE
REQUIRED TO DISCHARGE TO THE SANITARY SEWER (WITH
APPROPRIATE DISCHARGE AUTHORIZATION), PORTABLE
SAND FILTER SYSTEMS, OR HOLDING TANKS.
1. MULCH MATERIALS USED SHALL BE HAY OR STRAW, AND SHALL BE
APPLIED AT THE RATE OF 2 TONS/ACRE.
2. MULCHES SHALL BE APPLIED IN ALL AREAS WITH EXPOSED
SLOPES GREATER THAN 2:1.
3. MULCHING SHALL BE USED IMMEDIATELY AFTER SEEDING OR IN
AREAS WHICH CANNOT BE SEEDED BECAUSE OF THE SEASON.
4. ALL AREAS NEEDING MULCH SHALL BE COVERED BY NOVEMBER 1.
SOIL NOTES:
A. PROTECT THE SOIL MOISTURE HANDLING CAPACITY OF ALL NEW
PERVIOUS SURFACING THAT, AT PROJECT COMPLETION, WILL NOT
BE COVERED BY IMPERVIOUS SURFACING OR INCORPORATED INTO
A DRAINAGE FACILITY. THE DUFF LAYER AND NATIVE TOPSOIL SHALL
BE RETAINED IN AN UNDISTURBED STATE TO THE MAXIMUM EXTENT
FEASIBLE.
B. ANY DUFF LAYER OR TOPSOIL REMOVED DURING GRADING SHALL
BE STOCKPILED ONSITE IN A DESIGNATED, CONTROLLED AREA NOT
ADJACENT TO PUBLIC RESOURCES AND CRITICAL AREAS. THE
MATERIAL SHALL BE REAPPLIED TO OTHER PORTIONS OF THE SITE
WHERE FEASIBLE.
C. AMEND THE SOIL TO MITIGATE FOR LOSS OF MOISTURE HOLDING
CAPACITY IN ANY AREA THAT HAS BEEN COMPACTED OR THAT HAS
HAD SOME OR ALL OF THE DUFF LAYER OR UNDERLYING TOPSOIL
REMOVED. THE AMENDMENT SHALL TAKE PLACE BETWEEN MAY 1
AND OCTOBER 1. REPLACED TOPSOIL SHALL BE A MINIMUM OF 8
INCHES THICK. REPLACED TOPSOIL SHALL HAVE AN ORGANIC
MATTER CONTENT BETWEEN 8 AND 13 PERCENT DRY WEIGHT AND A
PH SUITABLE FOR THE PROPOSED LANDSCAPE PLANTS. SEE

SEDIMENT CONTROL IS ALWAYS IN ACCORDANCE WITH THE CITY OF RENTON EROSION
AND SEDIMENT CONTROL REQUIREMENTS.
13. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT

20. TEST IRRIGATION SYSTEM.

BUT NOT LIMITED TO FILTER FENCE, CATCH BASIN
PROTECTION, SWALES, MULCHING AND SEEDING.
9. RELOCATE EROSION CONTROL MEASURES OR INSTALL
NEW MEASURES SO THAT AS SITE CONDITIONS CHANGE
THE EROSION CONTROL IS ALWAYS IN ACCORDANCE
WITH THE MINIMUM CITY OF RENTON TESC
REQUIREMENTS.
10. SEDIMENTS TRACKED ONTO PAVED SURFACES SHALL
BE REMOVED BY SWEEPING. SEDIMENTS SHALL NOT BE
WASHED DOWNSTREAM. SPRAY EXPOSED SOILS WITH
WATER TO PREVENT DUST. RUNOFF SHALL NOT BE
CREATED BY SPRAYING. EROSION CONTROL MEASURES
SHALL BE PROVIDED THROUGHOUT CONSTRUCTION.
WHEEL WASHES SHALL BE PROVIDED IF THE NOTED
EROSION CONTROL MEASURES ARE NOT ADEQUATE TO
PREVENT SEDIMENTS FROM ENTERING THE ROW
11. CONTRACTOR SHALL EXCAVATE AND FILL AS
NECESSARY TO ACHIEVE SUBGRADES IN LAWN AND
PLANTER BEDS REQUIRED BY THE LANDSCAPE PLANS.
