SwansonGardnerAdditionPre-applicationMeetingOctober2,20182,124squarefootaddition,theproposedbuildingcoveragewouldbe5,004squarefeet(18%).Theprojectproposalappearstocomplywiththelotcoveragerequirementsofthezone.Setbacks—Setbacksarethedistancebetweenthebuildingandthepropertylineoranyprivateaccesseasement.Theminimumrequiredfrontyardforbuildingslessthan25feetinheightis15-feet.Theminimumrequiredfrontyardforbuildings25to80feetinheightis20-feet.Nomaximumfrontyardsetbackappliesfortheproposeduse.Therearenosideyardorrearyardsetbackrequirementswhenthelotdoesnotabutresidentialzonedlots.TheproposalappearstocomplywiththesetbackrequirementsoftheCOzone.BuildingHeight—ThemaximumbuildingheightallowedintheCOzoneis250feetwhenthepropertydoesnotabutaresidentialzone.Theproposedadditionandexistingstructureissingle-storyandwouldcomplywithmaximumheightrequirements.Screening—Screeningmustbeprovidedforallsurface-mountedandrooftoputilityandmechanicalequipment.Thesiteplanapplicationwillneedtoincludeelevationsanddetailsfortheproposedmethodsofscreening.RefuseandRecyclingAreas—Aminimumoftwo(2)squarefeetpereveryonethousand(1,000)squarefeetofbuildinggrossfloorareashallbeprovidedforrecyclablesdepositareasandaminimumoffour(4)squarefeetperonethousand(1,000)squarefeetofbuildinggrossfloorareashallbeprovidedforrefusedepositareas.Atotalminimumareaofonehundred(100)squarefeetshallbeprovidedforrecyclingandrefusedepositareas.Garbagedumpsters,refusecompactorareas,andrecyclingcollectionareasmustbefencedorscreened.Asixfoot(6’)wallorfenceshallencloseanyoutdoorrefuseorrecyclablesdepositarea.Architecturaldesignofanystructureenclosinganoutdoorrefuseorrecyclablesdepositareaoranybuildingprimarilyusedtocontainarefuseorrecyclablesdepositareashallbeconsistentwiththedesignoftheprimarystructure(s)onthesiteasdeterminedbytheAdministrator.Compliancewiththerefuseandrecyclingstandardswouldberequiredtobedemonstratedinthelanduseapplication.Landscaping—TherequirementsofRMC4-4-070applytotheentiresiteand/orallparkingareasforadditionstoexistingbuildingsthatincreasethegrosssquarefootageofthebuildingbygreaterthanonethird.Allportionsofthedevelopmentareanotcoveredbystructures,requiredparking,access,circulationorserviceareas,mustbelandscapedwithnative,drought-resistantvegetativecover.Theminimumon-sitelandscapewidthrequiredalongstreetfrontagesis10feet.StreettreesandgroundcoverintheROWplanterstripwillalsoberequired.Allparkinglotsshallhaveperimeterlandscaping.Suchlandscapingshallbeatleasttenfeet(10’)inwidthasmeasuredfromthestreetright-of-way.SeeRMC4-4-070H.4forplantingrequirements.Surfaceparkinglotswith15to50parkingstallsmustprovideaminimumof15squarefeetoflandscapingperparkingspace.Anyinteriorparkinglotlandscapingareashallbesizedtodimensionsofatleasteightfeet(8’)bytwelvefeet(12’),notincludingthecurb.Thereshallbenomorethanfiftyfeet(50’)betweenparkingstallsandaninteriorparkinglotlandscapearea.Pleaserefertolandscaperegulations(RMC4-4-070)foradditionalgeneralandspecificlandscaperequirements.AconceptuallandscapeplanandlandscapeanalysismeetingtherequirementsinRMC4-8-120D.12,shallbesubmittedatthetimeofapplicationforSitePlanReview. SwansonGardnerAdditionPre-applicationMeetingOctober2,2018TreePreservation—Ifsignificanttrees(greaterthan6-inchcaliperor8-caliperinchesforaldersandcottonwoods)areproposedtoberemoved,atreeinventory,arboristreport,treeretentionplanalongwithatreeretentionworksheetshallbeprovidedwiththeformallanduseapplication.Thetreeretentionplanmustshowpreservationofatleast10percent(10%)ofsignificanttrees,andindicatehowproposedbuildingfootprintswouldbesitedtoaccommodatepreservationofsignificanttreesthatwouldberetained.Ifthetreescannotberetained,theymaybereplacedwithminimum2inchcalipertreesatarateofsixtoone.TheAdministratormayauthorizetheplantingofreplacementtreesonthesiteifitcanbedemonstratedtotheAdministrator’ssatisfactionthataninsufficientnumberoftreescanberetained.Significanttreesshallberetainedinthefollowingpriorityorder:PriorityOne:Landmarktrees;significanttreesthatformacontinuouscanopy;significanttreesonslopesgreaterthan20%;significanttreesadjacenttocriticalareasandtheirassociatedbuffers;andsignificanttreesover60’inheightorgreaterthan18”caliper.PriorityTwo:Healthytreegroupingswhoseassociatedundergrowthcanbepreserved;othersignificantnativeevergreenordeciduoustrees;andothersignificantnon-nativetrees.PriorityThree:Aldersandcottonwoodsshallberetainedwhenallothertreeshavebeenevaluatedforretentionandarenotabletoberetained,unlessthealdersand!orcottonwoodsareusedaspartofanapprovedenhancementprojectwithinacriticalareaoritsbuffer.TheAdministratormayrequireindependentreviewofanylanduseapplicationthatinvolvestreeremovalandlandclearingattheCity’sdiscretion.Fences/Walls—Iftheapplicantintendstoinstallanyfencesaspartofthisproject,thelocationmustbedesignatedonthelandscapeplan.Afencetallerthaneightfeet(6’)requiresabuildingpermit.NeworexistingfencingwouldneedtocomplywithRMC4-4-040.Retainingwallsshallbecomposedofbrick,rock,texturedorpatternedconcrete,orothermasonryproductthatcomplementstheproposedbuildingandsitedevelopment.Wallsover6-feetinheightshallbeterracedpursuanttoRMC4-4-040.Additionally,thereshallbeaminimumthree-foot(3’)landscapedsetbackatthebaseofretainingwallsabuttingpublicrights-of-way.Parking—Parking,loadinganddrivewayregulationsareapplicablefornewbuildingsandadditionstobuildingsthatwheretheenlargementorremodelingofanexistingbuilding/structurebymorethanone-third(1/3)oftheareaofthebuilding/structure.Thefollowingratioswouldbeapplicabletothesite:!LgRatioOffices,generalAminimumof2.0per1,000squarefeetofnetfloorareaandamaximumof4.5parkingspacesper1,000squarefeetofnetfloorarea.Basedonaproposedgrossbuildingareaof5,004squarefeet,theminimumrequiredparkingis10spacesandthemaximumrequiredparkingis23parkingspaces.Theexistingparkingnumber(14spaces)fallswithinthepermittedrange.Forneworrestripedparkingspaces,surfaceparkingstallsmustbeaminimumof9feetx20feetandcompactdimensionsofeightandone-halffeetinwidthandsixteenfeetinlength(8-1/2’x16’).Compactsurfaceparkingspacesshallnotaccountformorethan30percentofthespacesinthesurfaceparkinglots.Minimumaislewidthsare24feetinwidth.Accessibleparking
