PROJECT NAME: RCF Fitness Change of Use
PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review in order to operate a
fitness center at 2300 E Valley Rd (APN 3023059132). The subject site is 1.21 acres (52,845 sf), zoned Commercial Arterial
(CA), and is within the Auto Mall Area C and Urban Design District D Overlays. The proposal is to remodel and change the
use for an existing 5,800 square foot tenant space. The total building area is approximately 10,405 sq. ft. No expansion of
the building footprint is proposed. Access would remain via two existing driveways off of East Valley Road. Critical areas
including wetlands, a Type F stream, and a high seismic hazard area are mapped on the project site. The applicant has not
proposed the disturbance or removal of any trees or vegetation. The applicant submitted an Environmental Checklist with
the application.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on August 30, 2019.
Appeals must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady
Way, Renton, WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information may be obtained
from the Renton City Clerk’s Office, (425) 430-6510.

ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A.Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day Appeal Period.

D.Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:
1.Transportation
Impacts: No frontage improvements are required due to the proposed work being within an existing
building. The payment of the transportation impact fee would be assessed at the time of building permit
application. The current transportation impact fee for a health and fitness club is $25.93 per sq. ft a
credit for the existing office use (with a transportation impact fee of $10.50 per sq. ft.) will be applied to
the final transportation impact fee assessment. Payment of code required impact fees would adequately
mitigate the expected traffic impacts of the project.

The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in

I have reviewed the application for the Renton Park and Ride at 2300 East Valley Road (APN(‘s)
3023059132) and have the following comments:
EXISTING CONDITIONS
The site is approximately 1.21 acres in size and is triangular in shape. The existing site is
impervious and developed with a commercial building on the east side of the property. Site
topography moderately slopes from east to west.
WATER COMMENTS
1. Commercial building as the appropriate double check valve assembly on the fire and
domestic water lines.
SEWER COMMENTS
1. No comments.
STORM COMMENTS
1. All proposed work is within the building therefore, there is no storm water comments. If,
in the future, work proposed is outside of the building, storm drainage review may be
required.
TRANSPORTATION COMMENTS
1. All proposed work is within the building therefore, there is no frontage improvements
required. If, in the future, work proposed is outside of the building, frontage
improvements may be required.
2. Payment of the transportation impact fee is applicable on the construction of the
development at the time of building permit issuance. The current rate (2019) of
transportation impact fee is $25.93 for a fitness facility. A credit for the existing office
