HomeMy WebLinkAboutR-361466GENERAL NOTES
AN EROSION CONTROL SYSTEM USING THE MINIMUM BMP'S IS TO BE INSTALLED PRIOR TO ANY
CLEARING OR GRADING. ADDITIONAL EROSION CONTROLS MAY BE REQUIRED BY THE ENGINEER
AS WEATHER AND FIELD CONDITIONS DICTATE.
LOCATIONS FOR STOCKPILED MATERIAL MUST BE APPROVED BY THE ENGINEER /PROJECT
MANAGER AT LEAST 24 HOURS IN ADVANCE OF ANY DUMPING. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR FULL COMPLIANCE WITH THE WASHINGTON STATE "DROPPING LOAD OR OTHER
MATERIALS - COVERING" (RCW 46.61.655.3/4) AND KING COUNTY CODE "UNSECURED LOADS"
(KCC 10.12.0408).
ALL LIMITS OF CLEARING AND AREAS OF VEGETATION PRESERVATION AS PRESCRIBED ON THE
PLAN(S) SHALL BE CLEARLY FLAGGED IN THE FIELD AND OBSERVED DURING CONSTRUCTION.
APPROVAL OF THIS PLAN IS FOR EROSION /SEDIMENTATION CONTROL ONLY. IT DOES NOT
CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE NOR LOCATION OF PIPES,
RESTRICTORS, CHANNELS, OR RETENTION FACILITIES.
TESC PLAN & WRITTEN CONSTRUCTION SEQUENCE
A TEMPORARY EROSION & CONTROL PLAN AND WRITTEN CONSTRUCTION SEQUENCE DESCRIBING
HOW CONSTRUCTION AND EROSION CONTROL WILL PROGRESS, RESTORATION BY SECTION, AND
PROTECTION OF STOCKPILE AREAS IS REQUIRED. THE CONSTRUCTION SEQUENCE WILL BE
REVIEWED WITH THE ENGINEER AT THE PRECONSTRUC110N MEETING. THE CONTRACTOR SHALL
ALSO DEVELOP A 'SPILL RESPONSE" PLAN AND IDENTIFY PERSON(S) RESPONSIBLE FOR
IMPLEMENTING THE PLAN IF A SPILL OF A DANGEROUS OR HAZARDOUS WASTE SHOULD OCCUR.
ALL REQUIRED SEDIMENTATION /EROSION CONTROL FACILITIES MUST BE CONSTRUCTED AND IN
OPERATION PRIOR TO LAND CLEARING AND /OR CONSTRUCTION TO ENSURE THAT SEDIMENT
LADEN WATER DOES NOT ENTER THE NATURAL DRAINAGE SYSTEM. ALL EROSION AND
SEDIMENT FACILITIES SHALL BE MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH TIME
THAT CLEARING AND /OR CONSTRUCTION IS COMPLETE AND POTENTIAL FOR ON -SITE EROSION
HAS PASSED. THE IMPLEMENTATION, MAINTENANCE, REPLACEMENT AND ADDITIONS TO
EROSION /SEDIMENTATION CONTROL SYSTEMS SHALL BE THE RESPONSIBILITY OF THE PERMITEE.
THE EROSION AND SEDIMENTATION CONTROL SYSTEMS DEPICTED ON THIS DRAWING ARE
INTENDED TO BE MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE CONDITIONS. AS
CONSTRUCTION PROGRESSES AND UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE
PERMITEE SHALL ANTICIPATE THAT MORE EROSION AND SEDIMENTATION CONTROL FACILITIES
WILL BE NECESSARY TO ENSURE COMPLETE SILTATION CONTROL ON THE PROPOSED SITE.
DURING THE COURSE OF CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF
THE PERMITEE TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY THE ACIIVTIES
AND TO PROVIDE ADDITIONAL FACILITIES, OVER AND ABOVE MINIMUM REQUIREMENTS, AS MAY
BE NEEDED, TO PROTECT ADJACENT PROPERTIES AND WATER QUALITY OF THE RECEIVING
DRAINAGE SYSTEM.
TEMPORARY EROSION CONTROL
EXPOSED SOIL MUST BE COVERED AT THE END OF THE CONSTRUCTION WEEK AND ALSO AT THE
POSSIBLE THREAT OF RAIN. THE CONTRACTOR MUST HAVE A SUFFICIENT AMOUNT OF MATERIALS
FOR PLASTIC COVERING TO PROVIDE EROSION CONTROL FOR THE SITE AND EMERGENCY
PURPOSES.
DURING THE TIME
PERIOD OF
OCTOBER 1ST
THROUGH APRIL 30TH, ALL PROJECT DISTRIBUTED SOIL
AREAS GREATER THAN 5,000
SQUARE FEET,
THAT ARE TO BE LEFT UNWORKED FOR MORE THAN
12 HOURS, SHALL
BE COVERED BY MULCH,
SODDING OR PLASTIC COVERING.
IN ANY AREA WHICH HAS BEEN STRIPPED OF VEGETATION AND WHERE NO FURTHER WORK IS
ANTICIPATED FOR A PERIOD 30 DAYS OR MORE, ALL DISTURBED AREAS MUST BE IMMEDIATELY
STABILIZED WITH MULCHING, GRASS PLANTING OR OTHER APPROVED EROSION CONTROL
TREATMENT APPLICABLE TO THE TIME OF YEAR. GRASS SEEDING ALONE WILL BE ACCEPTABLE
ONLY DURING THE MONTHS OF APRIL THROUGH SEPTEMBER, INCLUSIVE. SEEDING MAY PROCEED,
HOWEVER, WHENEVER IT IS IN THE INTEREST OF THE PERMITEE, BUT MUST BE AUGMENTED WITH
MULCHING, NETTING OR OTHER TREATMENT APPROVED BY THE CITY OF RENTON, OUTSIDE THE
SPECIFIED TIME PERIOD.
SEDIMENT TRAPPING
DEWATERING DEVICE, IF NEEDED, SHALL BE DISCHARGED WHERE SEDIMENT, AND /OR OTHER
POLLUTANTS, WILL NOT ENTER THE DRAINAGE SYSTEM. PER DEPARTMENT OF ECOLOGY
GUIDELINES, WASTEWATER FROM PORTLAND CEMENT CONCRETE, MASONRY, AND ASPHALT
CONCRETE CUTTING OPERATIONS SHALL NOT BE DISCHARGED TO STORM DRAINAGE SYSTEMS OR
SURFACE WATERS. SEDIMENT AND GRIT CONTAMINATION FROM CUTTING OPERATIONS SHALL BE
PREVENTED FROM ENTERING THE STORM DRAINAGE SYSTEM OR SURFACE WATERS.
BMP MAINTENANCE
ALL TEMPORARY AND PERMANENT EROSION AND SEDIMENTATION BMP'S SHALL BE INSPECTED
DAILY AND SUBSEQUENTLY MAINTAINED PER THE WASHINGTON STATE STORMWATER
MANAGEMENT MANUAL FOR THE PUGET SOUND BASIN AND THE DEVELOPMENT STANDARDS SO
THAT THEY FUNCTION AS INTENDED UNTIL THE SITE HAS BEEN PERMANENTLY STABILIZED, AND
THE POTENTIAL FOR ON -SITE EROSION HAS PASSED. AT NO TIME SHALL MORE THAN 0.5
FEET OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS
AND CONVEYANCE LINES SHALL BE CLEANED JUST PRIOR TO FINAL INSPECTION APPROVAL.
THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT -LADEN WATER INTO THE DOWNSTREAM
SYSTEM.
