HomeMy WebLinkAboutORD 5710CITY OF RENTON, WASHINGTON ORDINANCE NO. 5710 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTIONS 4-5-051, 4-5-055, 4-5-090, 4-5-100, 4-5-110 AND 4-5-130 OF CHAPTER 5, BUILDING AND FIRE PREVENTION STANDARDS, OF TITLE IV (DEVELOPMENT REGULATIONS) OF THE RENTON MUNICIPAL CODE, UPDATING EDITIONS OF ADOPTED CODES AND REVISING THE CITY'S AMENDMENTS TO THE ADOPTED CODES. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: SECTION I. Section 4-5-051, Washington State Energy Code Adopted, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: 4-5-051 WASHINGTON STATE ENERGY CODE ADOPTED: The 2006 Washington State Energy Code as adopted by the state of Washington, Second Edition (chapter The Washington State Energy Code (WSEC). as adopted by the State Building Code Council in Chapter 51-11 WAC), is hereby adopted by reference. SECTION II. Section 4-5-055, International Residential Code, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: 4-5-055 INTERNATIONAL RESIDENTIAL CODE ADOPTED: A. ADOPTION* Tho "International Residential Code," 2009 Edition, as published by tho International Code Council, Inc., as amended by chapter 51 40 WAC The 2012 1 ORDINANCE NO. 5710 Edition of the International Residential Code (IRC), as adopted and amended by the State Building Code Council in Chapter 51-51 WAC, as published by the International Code Council, is hereby adopted by reference. Chapter 1, Administration, is not adopted and the Construction Administrative Code, as set forth in RMC 4-5-060, shall be used in place of IRC Chapter 1, Administration. B. APPLICABILITY: It shall bo unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building or structure in the City, or cause or permit the same to bo done, contrary to or in violation of any of the provisions of this Code. Unless otherwise specified, violations of this Section are civil infractions subject to RMC 13 2. C. STATE AMENDMENTS TO THE INTERNATIONAL RESIDENTIAL CODE: Tho International Residential Code, 2009 Edition, as amended by chapter 51- 40 WAC, is hereby adopted by reference and as an amendment to tho International Residential Code and shall supersede conflicting sections of the International Residential Code. B-. CITY AMENDMENTS TO THE IHTSRUA^QUAL RESIDENTIAL GO&fe 1. Certificate of Occupancy: Section R110.1 of the International Residential Code is hereby amended as follows. Exception: Certificates of Occupancy shall not bo required for detached one and two family dwellings. 2 ORDINANCE NO. 5710 2. Violations and Penalties: Section R113.4 of tho International Residential Code is hereby amondod by substituting in its stead subsection B of this Section, Applicability, and RMC 13 2, Civil Penalties. 3. Appeals Board: The Appeals Board for purposes of Section R112.1 of the International Residential Code shall hereafter be the Community and Economic Development Administrator. SECTION III. Section 4-5-090, International Mechanical Code, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: 4-5-090 INTERNATIONAL MECHANICAL CODE ADOPTED: A. ADOPTION: T-he—"Uniform—Mechanical Code, 2009 Edition,"—as published—by tho International Code Council, as amondod by chapter 51 42 WAC, is hereby adopted by reference. B. APPEALS BOARD: The Appeals Board for purposes of Section 109 shall be tho Community and Economic Development Administrator. The 2012 Edition of the International Mechanical Code (IMC), as adopted and amended by the State Building Code Council in Chapter 51-52 WAC, as published by the International Code Council, is adopted by reference with the following additions, deletions and exceptions: Provided that Chapter 1, Administration, is not adopted and the Construction Administrative Code, as set forth in RMC 4-5-060, shall be used in place of IMC 3 ORDINANCE NO. 5710 Chapter 1, Administration. Provided that the installation of fuel gas distribution piping and equipment, fuel gas-fired appliances and fuel gas-fired appliance venting systems shall be regulated by the International Fuel Gas Code. Provided that detached one (1)- and two (2)-family dwellings and multiple single-family dwellings (townhouses) not more than three (3) stories high with separate means of egress and their accessory structures shall comply with the International Residential Code. Provided that the standards for liquefied petroleum gas installations shall be the 2011 Edition of NFPA 58 (Liquefied Petroleum Gas Code) and the 2012 Edition of ANSI Z223.1/NFPA 54 (National Fuel Gas Code). SECTION IV. Section 4-5-100, International Fuel Gas Code, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: 4-5-100 INTERNATIONAL FUEL GAS CODE ADOPTED: A. ADOPTION; The "International Fuel Gas Code, 2006 Edition," as published by the "International Code Council," as amended by chapter 51 42 WAC, The 2012 Edition of the National Fuel Gas Code (ANSI Z223.1/NFPA 54), as adopted by the State Building Code Council in Chapter 51-52 WAC, as published by NFPA, is hereby adopted by reference. The Construction Administrative Code, as set forth in RMC 4-5-060, shall be applied for the administration of this code. VIOLATIONS AND PENALTIES* The first parograph of Section 103.4 of tho IFGC, relating to violations and penalties, is amended by substituting in its stood the following language: Unless otherwise specified, violations of this Section are civil infractions subject to RMC SECTION V. Section 4-5-110, Uniform Plumbing Code, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: 4-5-110 UNIFORM PLUMBING CODE ADOPTED: A. ADOPTION: The—"Uniform—Plumbing Codo,—2009 Edition,"—as—published—by the International Associotion of Plumbing and Mechanical Officials, ond chapters 51 56 and 51 57 WAC are hereby adopted by reference. B. STATE AMENDMEAffS-TQ-UNtfORM PLUMBING CODE: Whenever there is a discrepancy in the roquiromonts between the Uniform Plumbing Code, as published by tho "International Association of Plumbing ond Mechanical Officials," and chapters 51 56 and 51 57 WAC, tho Washington Administrative Codo sections will bo doomed to have amended the Uniform Plumbing Codo, as published by the "International Association of Plumbing ond Mechanical Officials." 5 ORDINANCE NO. 5?10 €-€ffY AMENDMENTS TO WUfORM-PUSMUiNG CODE: Section 102.3: Tho first paragraph of Section 102.3 of tho UPC, relating to violations and penalties, is amondod by substituting in its stead RMC 13 2, Civil Penalties. The 2012 Edition of the Uniform Plumbing Code (UPC), as adopted and amended by the State Building Code Council in Chapter 51-56 WAC, as published by the International Association of Plumbing and Mechanical Officials, is adopted by reference with the following additions, deletions and exceptions: Provided that Chapter 1, Administration, is not adopted and the Construction Administrative Code, as set forth in RMC 4-5-060, shall be used in place of UPC Chapter 1, Administration. Provided that Chapters 12 and 15 of the Uniform Plumbing Code are not adopted. Provided that those requirements of the Uniform Plumbing Code relating to venting and combustion air of fuel-fired appliances as found in Chapter 5 and those portions of the code addressing building sewers are not adopted. The following appendices of the 2012 Edition of the Uniform Plumbing Code as adopted and amended by the State Building Code Council in Chapter 51-57 WAC, as published by the International Association of Plumbing and Mechanical Officials, are also adopted by reference: Appendix A - Recommended Rules for Sizing the Water Supply System; Appendix B - Explanatory Notes on Combination Waste and Vent Systems; Appendix I - Installation Standards. In addition, Appendix C - Alternate Plumbing Systems, excluding Sections C5 through C7, is adopted by reference. 6 ORDINANCE NO. 5710 SECTION VI. Subsection 4-5-130.A, Code Adopted, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended as follows: A. INTERNATIONAL PROPERTY MAINTENANCE CODE ADOPTED: The 2009 2012 Edition of the International Property Maintenance Code is adopted as amended, added to, or excepted in this title, and shall be applicable within the City, except Chapter 1 and Sections ±±±r 303, 307, 308, and 507, which are not adopted. SECTION VII. Subsection 4-5-130.B, Amendments, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended to delete subsections 4-5-130.B.l through 4-5-130.B.13. The remaining subsections shall be renumbered accordingly. SECTION VIII. Subsection 4-5-130.B.3, which is currently codified as 4-5-130.B.15, of Chapter 5, Building and Fire Prevention Standards, of Title IV (Development Regulations) of the Renton Municipal Code, is hereby amended so 301.3.9.1 Restoration of service, and 301.3.11.2 Unsafe buildings and equipment, are revised as shown below. The remainder of the subsection shall remain as currently codified. 301.3.9.1 Restoration of service: If water, electricity or gas service has been terminated or disconnected pursuant to section 301.3.9, no one except the utility may take any action to restore the service, including an owner or other private party requesting restoration of service until written notification is given by the code official that service may be restored. 7 ORDINANCE NO. 5710 301.3.11.2 Unsafe buildings and equipment: Any vacant building or equipment therein declared unsafe is subject to the provisions of section 108 RMC 4-5-060 and the demolition provisions of section 110 RMC 4-5-060.
