RESOLUTION NO. 4141
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, CALLING FOR A
SPECIAL ELECTION TO DETERMINE THE LOCATION OF THE DOWNTOWN KCLS
LIBRARY.
WHEREAS, the voters of the City of Renton agreed to join the King County Library
System ("KCLS") by vote; and
WHEREAS, as part of an interlocal agreement between Renton and KCLS it was agreed
that Renton would provide KCLS with two new, state ofthe art library facilities; and
WHEREAS, after study, the City Council determined that the library should be located on
a parcel of land West ofthe Renton Piazza (located at 508 South Third Street); and
WHEREAS, a number of citizens have expressed a desire to preserve the current site of
the library over the Cedar River; and
WHEREAS, the City Council has determined that it would be advisable to have the
citizens vote on the location ofthe new, state ofthe art, library for downtown Renton; and
WHEREAS, the City Council desires to call for an election on the question;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The City Council hereby calls for an election to be held on August 7, 2012,
to submit to the voters the question of the location of the downtown Renton library.
SECTION III. The cost of said election shall be paid for by the City of Renton.

SECTION IV. The City Clerk shall file a certified copy of this resolution with the Board
of County Commissioners of King County, Washington.
SECTION V. The City Clerk is authorized and directed to take such actions necessary
to place Proposition 1 before the voters in the August 7, 2012 election.
SECTION VI. The City Attorney has prepared the following ballot title for Proposition 1.
The City Clerk is authorized to transmit this ballot title to King County Division of Records and
Elections:

PROPOSITION 1
VOTE TO SELECT A LIBRARY SITE DOWNTOWN
After Renton voters chose to join King County Library System (KCLS), Renton contracted
with KCLS to provide a state ofthe art library in downtown Renton. The library will be
located at EITHER the existing library location over the Cedar River (100 Mill Ave.
South), OR West of the Renton Piazza (508 South 3rd Street). If the Piazza site is
chosen, Renton will keep the existing library building for alternative public use in the
future.
Which location should be the site ofthe downtown library?
Over the Cedar River? OR West of the Piazza?
SECTION VII. In accordance with RCW 29A.36.071, the City Attorney is authorized to
make such minor adjustments to the wording of such proposition as may be recommended by
the King County Records, Elections, and Licensing Services Division, so long as the intent of the
proposition remains clear and consistent with the intent of this Resolution as approved by the
City Council.

SECTION VIII. The Mayor and City Clerk are authorized and directed to take those
actions necessary to place the infornnation regarding Proposition 1 in the voter's pamphlet for
the August 7, 2012 election.
