CITY OF RENTON, WASHINGTON
ORDINANCE NO. 4991
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING CHAPTER 3, ENVIRONMENTAL REGULATIONS AND
OVERLAY DISTRICTS, OF TITLE IV (DEVELOPMENT
REGULATIONS) OF ORDINANCE NO. 4260 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON"
TO APPLY URBAN CENTER DESIGN GUIDELINES TO MULTI-
FAMILY PROJECTS OF TWO TO FOUR UNITS, AND TO PROPERTIES
REZONED FROM COMMERCIAL OFFICE (CO) TO CENTER
DOWNTOWN (CD) AND RESIDENTIAL MULTI-FAMILY URBAN (RM-
U) AS A RESULT OF THE SOUTH RENTON NEIGHBORHOOD PLAN.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Section 4-3-100.B.4 of Chapter 3, "Environmental Regulations and
Overlay Districts," of Title IV (Development Regulations) of Ordinance No. 4260 entitled "Code
of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows:
4. Exemptions:
a. Interior Remodels: Interior remodels of existing buildings or structures provided
the alterations do not modify the building facade.
SECTION II. Section 4-3-100.B.5 of Chapter 3, "Environmental Regulations and
Overlay Districts," of Title IV (Development Regulations) of Ordinance No. 4260 entitled "Code
of General Ordinances of the City of Renton, Washington" is hereby amended to update the
Urban Center Design Overlay District Map, as shown in Attachment "A."
SECTION III. Section 4-3-100.C.3 of Chapter 3, "Environmental Regulations and
Overlay Districts," of Title IV (Development Regulations) of Ordinance No. 4260 entitled "Code
of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows:

3. Modification of Minimum Standards: The Development Services Director shall have the
authority to modify the minimum standards of this Section subject to the provisions of RMC 4-9-
250D provided a development as a whole meets the intent of the regulations in subsections D, E,
F and G of this Section.
Exception: Modifications to the requirements in subsections RMC 4-3-100.D.l.a(i) and
D.l.a(ii) are limited to the following circumstances:
a. When the building is oriented to an interior courtyard, and the courtyard has a
prominent entry and walkway connecting directly to the public sidewalk; or
b. When a building includes an architectural feature that connects the building entry
to the public sidewalk; or
c. In complexes with several buildings, when the building is oriented to an internal
integrated walkway system with prominent connections to the public sidewalk(s).
SECTION IV. This Ordinance shall be effective upon its passage, approval and
five days after its publication.
