ORDINANCE NO. 4 860
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING SECTIONS 2-3-2.A AND B. OF CHAPTER 3, BOARD OF
PUBLIC WORKS, OF TITLE II, COMMISSIONS AND BOARDS;
SECTIONS 9-1-3.A AND B., AND 9-1-5.A.3 OF CHAPTER 1, RELEASE
OF EASEMENTS, AND SECTIONS 9-14-3.B, 9-14-5.C, AND 9-14-10, OF
CHAPTER 14, VACATIONS, OF TITLE IX, PUBLIC WAYS AND
PROPERTY; OF ORDINANCE NO. 4260 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON"
BY CLARIFYING AND STREAMLINING THE PROCEDURES FOR
PROCESSING STREET VACATIONS AND RELEASE OF EASEMENT
PETITIONS.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Section 2-3-2.A of Chapter 3, Board of Public Works, of Title II,
Commissions and Boards, of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washington" is hereby amended to read as follows:
A. To review and make recommendations to the Mayor, City Council, and its
committees and various departments of the City from time to time, relating to all contracts and
franchises.
SECTION II. Section 2-3-2.B of Chapter 3, Board of Public Works, of Title II,
Commissions and Boards, of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washington" is hereby deleted and the remaining sections renumbered
accordingly.

SECTION III. Sections 9-1-3.A and B of Chapter 1, Release of Easements, of
Title IX, Public Ways and Property, of Ordinance No. 4260 entitled "Code of General
Ordinances of the City of Renton, Washington" are hereby amended to read as follows:
A. The City Council shall refer the petition to the appropriate Council committee and
seek the recommendation of the City Department responsible for control, maintenance and use of
the easement as to the advisability of the proposed easement release, and the classification of
said easement pursuant to Section 9-1-4 of this Chapter.
B. Upon recommendation of the responsible Department Administrator/Director and
Council committee, the Council shall determine whether the proposal should be granted, the
classification of the easement, and the compensation to be paid (if any), in accordance with
Section 9-1-5 of this Chapter.
SECTION IV. Section 9-1-5.A.3 of Chapter 1, Release of Easements, of Title IX,
Public Ways and Property, of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washington" is hereby amended to read as follows:
3. The applicant shall make or cause to be made, an appraisal in writing by an
M.A.I. or other qualified appraiser, as approved by the City, and furnish the results thereof unto
the Department Administrator/Director for evaluation and recommendation to the City Council
for acceptance and determination of the compensation due the City. The cost of the appraisal
shall be borne by the applicant. The compensation thus determined shall then be paid to the City
Clerk. The ordinance releasing such easement shall not be enacted until such payment has been
made.

SECTION V. Section 9-14-3.B of Chapter 14, Vacations, of Title IX, Public
Ways and Property, of Ordinance No. 4260 entitled "Code of General Ordinances of the City of
Renton, Washington" is hereby amended to read as follows:
B. The City Council shall seek the recommendation of the Public Works Department
as to the advisability of the proposed vacation, the necessity for retention of utility easement, and
the classification of the street or alley pursuant to Section 9-14-4 of this Chapter.
SECTION VI. Section 9-14-5.C of Chapter 14, Vacations, of Title LX, Public
Ways and Property, of Ordinance No. 4260 entitled "Code of General Ordinances of the City of
Renton, Washington" is hereby amended to read as follows:
C. Following a recommendation for vacation after a pubhc hearing, by the City
Council or committee thereof, the petitioner shall make or cause to be made, an appraisal in
writing by an M. A.I. or other qualified appraiser, as approved by the City, and furnish the results
thereof unto the Planning/Building/Public Works Administrator for evaluation and
recommendation to the City Council for acceptance and determination of the compensation due
the City. In the event other property or property rights are accepted in lieu of payment, the
petitioner shall further obtain appraisals of the fair market value of property or property rights to
be given to the City in lieu of cash compensation as contemplated in Section 9-14-5.B.
SECTION VII. Section 9-14-10 of Chapter 14, Vacations, of Title IX, Public
Ways and Property, of Ordinance No. 4260 entitled "Code of General Ordinances of the City of
Renton, Washington" is hereby amended to read as follows:
APPRAISAL FEES:
Petitioner shall pay the actual cost for preparation of the appraisal reports. The appraisal
fees are in addition to the filing fee and the processing fee.

SECTION VIII. This ordinance shall be effective upon its passage, approval, and
30 days after publication.
