CITY OF RENTON, WASHINGTON
ORDINANCE NO. 4874
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING CHAPTER 5, COMMUNITY SERVICES DEPARTMENT,
OF TITLE III (DEPARTMENTS) OF ORDINANCE NO. 4260 ENTITLED
"CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON,
WASHINGTON" BY ESTABLISHING THE COMMUNITY SERVICES
DEPARTMENT AND DIVISIONS AND DUTIES THEREOF.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. The title of Chapter 5, Parks And Recreation Director, of Title III
(Departments) of Ordinance No. 4260 entitled "Code Of General Ordinances of the City of
Renton, Washington" is hereby amended to read as follows:

Renton, Washington" is hereby amended to read as follows:

3-5-7: Library

3-5-1 ESTABLISHMENT OF DEPARTMENT AND DUTIES OF THE ADMINISTRATOR:
There is hereby created and established a Department of Community Services which shall
be under the supervision of the Community Services Administrator. Said Department shall be
organized into different division including, but not limited to the following:
A. Parks Division
B. Recreation Division
C. Facilities Division
D. Library Division
E. Human Services Division
F. Capital Improvements Division
The duties of the Administrator shall be to plan, organize, coordinate and direct the City's
community services functions including parks and recreation, libraries, human services and
municipal facilities maintenance; oversee work plans and provide relevant information to the
Mayor and City Council; supervise and evaluate the performance of assigned personnel.
3-5-2: APPOINTMENT AND COMPENSATION:
The Community Services Administrator shall be appointed by the mayor. The salary of
the Community Services Administrator shall be as determined and provided for in the annual
City budget and as otherwise provided by law.
3-5-3: QUALIFICATIONS OF ADMINISTRATOR:
The Community Services Administrator must possess those qualifications deemed
necessary for this job by the Mayor or his/her designee, including but not limited to knowledge
of the following:

• Principles and practices related to public administration.
• Comprehensive planning for public service delivery systems and facilities.
• Budget preparation and administration in municipal government.
• Basic principles of public personnel management and labor/management agreements.
• Requirements for obtaining and administering grant programs.
• Principles and practices of administration, supervision and training.
• Laws, rules and regulations related to assigned activities.
• City organization, operations, policies and objectives.
3-5-4: PARK DIVISION:
The Park Division shall be responsible to plan, organize and direct the operation,
maintenance and development of the City's parks and outdoor recreation facilities, municipal
golf course and landscaping/street tree maintenance.
3-5-5: RECREATION DIVISION:
The Recreation Division shall be responsible to plan, organize and direct the operation
and development of the City's recreation programs and services, including leisure time programs,
aquatics, senior programs, youth and adult sports programs, special populations programs,
cultural arts and special events.
3-5-6: FACILITIES:
The Facilities Division shall be responsible to plan, organize, direct and implement
comprehensive City-wide programs for all municipal space, facilities and related services.
3-5-7: LIBRARY:
The Library Division shall be responsible to provide professional library operations such
as acquisitions, circulation, children's hbrary or reference; evaluation and selection of books and

materials for the library collection; and assistance to patrons in locating materials and providing
information.
3-5-8: HUMAN SERVICES:
The Human Services Division shall be responsible to plan, organize, develop and
implement a variety of human services for qualified City residents; and manage the Community
Development Block Grant program (CDBG) in accordance with established policies, procedures,
regulations and requirements.
3-5-9: CAPITAL IMPROVEMENT PROJECTS:
The Capital Improvement Projects Division shall be responsible to plan, organize, direct
and implement the Division's capital improvement program; manage the Division's capital grant
program; and coordinate the development of and manage the Division's annual budget.
3-5-10: APPOINTMENT AND QUALIFICATIONS OF SUPERVISORS:
The Community Services Administrator shall appoint the division directors.
Appointment of the Parks Director and Recreation Director will be made in conjunction with the
Board of Park Commissioners. Appointment of the Library Director will be made by the Library
Board of Trustees pursuant to RCW 27.12.210 and in consultation with the Community Services
Administrator.
SECTION III. This ordinance shall be effective upon its passage, approval, and
30 days after pubhcation.
