RESOLUTION NO. 3551
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
STATING ITS OPPOSITION TO SENATE BILL 6366 AND HOUSE BILL
2340.
WHEREAS, Senate Bill 6366 and House Bill 2340 seek to limit eminent domain
authority for essential public facilities and are intended to influence the siting of the
Brightwater sewage treatment facility; and
WHEREAS, passage of these bills will compromise the Growth Management Act
and its requirement that local comprehensive plans not preclude the siting of essential public
facilities; and
WHEREAS, passage of these bills will set a dangerous precedent for future attacks
on the powers that cities and special purpose districts have to site essential facilities outside
their jurisdictions; and
WHEREAS, the Brightwater sewage treatment plant facility is proposed to meet
King County's legal requirement to protect public health and the environment by providing
sewage treatment services to an area that includes rapidly growing south Snohomish County
and failure to have that wastewater capacity in place when needed will lead to sewer
overflows, risking public health and safety and the environment;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above findings are true and correct in all respects.
RESOLUTION NO. 3551
SECTION II. The City of Renton hereby states its opposition to Senate Bill 6366
and House Bill 2340.
