AN ORDINANCE OF THE CITY OF RENTON,WASHINGTON
AMENDING SUBSECTIONS 8-1-9.A,8-1.9.B.l,2.AND 3,AND 8-1-9.C OF
CHAPTER 1,GARBAGE,AND SUBSECTION 8-4-31.C.l OF CHAPTER
4,WATER,OF TITLE VIII (HEALTH AND SANITATION),OF
ORDINANCE NO.4260 ENTITLED "CODE OF GENERAL
ORDINANCES OF THE CITY OF RENTON,WASHINGTON"
RELATING TO YEAR 2000 UTILITY RATES FOR ALL CUSTOMER
CLASSES.
THE CITY COUNCIL OF THE CITY OF RENTON,WASHINGTON,DO ORDAIN
AS FOLLOWS:
SECTION I.Subsections 8-1-9.A,8-1-9.B.l,2 and 3,and 8-1-9.C of Chapter 1,
Garbage,of Title VITI (Health and Sanitation),of Ordinance No.4260 entitled "Code of General
Ordinance ofthe City ofRenton,Washington"are hereby amended to read as follows:
8-1-9:RATES FOR SERVICES:The following schedule is hereby adopted as the
charges to be paid to the City for services rendered for each category:
A.Residential Customers:
1.For garbage cans and/or garbage units:

2.Senior and/or disabled customers who qualified under section 8-4-31.C of
this Title for low income rates prior to August 1,1994,are eligible for a one dollar fifty cents

($1.50)fee mini-can service for a seventy five percent (75%)subsidy,or two dollars forty-five

cents ($2.45)for a forty percent (40%)subsidy.Those senior and/or disabled customers who
.qualify under section 8-4-31.C ofthis Title for low income rates after August 1,1994,are eligible
for a one dollar fifty cents ($1.50)fee mini-can service for a seventy five percent (75%)subsidy;
or three dollars sixty cents ($3.60)for a forty percent (40%)subsidy.For services other than
mini-can,the rate schedule above will apply.
B.Commercial Customers:
1.Garbage cans:For "garbage cans"and/or garbage units"as herein defined
-three dollars five cents ($3.05)per can per collection.The minimum monthly charge for each
such account shall be twelve dollars twenty cents ($12.20)per month.
2.Hydraulically Handled Containers:The rate for the handling of
hydraulically handled containers approved by the City's contractor and the City for the use by
commercial,industrial,and multiple-family residence establishments shall be as follows:

The advance payment shown above will be required on all temporary garbage services.
C.Industrial Service Customers:
1.Collection of Industrial Waste and Rates:Industrial waste shall be
collected by the City's collection contractor from the manufacturing establishments having such
wastes.The following rates and conditions are based on annual quantities of indu~rial wastes of
loose measure or equivalent in combination ofloose and compacted waste.
a.Forty (40)yard load of loose industrial waste,whether ill
contractor's or customer's containers,exclusive of "dumping fee"at disposal facility:
$112.80 per load.
b.All loose industrial waste hauled in other than contractor's or
customer's forty (40)yard containers,exclusive of "dumping fee"at disposal facility:
$5.60 per cubic yard.

c.Compacted industrial waste in cus~omer furnished containers,

exclusive of "dumping fee"at disposal facility:
$146.30 per load.
The above rate schedule does not include container rental for all commercial and
industrial users nor the dump fees for twenty (20)yard or larger containers.
SECTION II.Subsection 8-4-31.C.l of Chapter 4,Water,of Title VIII (Heahh
and Sanitation),of Ordinance No.4260 entitled "Code of General Ordinances of the City of
Renton,Washington"is hereby amended to read as follows:
1.Low Income Seniors:A "low income senior citizen"is defined as a person
sixty-two (62)years of age or older who resides in a single-family dwelling that is separately
metered for water usage,either as owner,purchaser,or renter,and whose total income,including
that of his or her spouse or co-tenant,does not exceed the annual income thresholds for low
income rate eligibility.The annual income threshold for eligibility for low income rate shall be
adjusted each calendar year,proportionate to the increase in the local consumer price index (for
urban wage earners and clerical workers),to a base of the most recent census data available for
determining the median household income for Renton.Any household with a disposable income
ofthirty five percent (35%)or less of the median household income for the City of Renton will be
eligible for a seventy five percent (75%)rate subsidy.Any household with an annual disposable
income between thirty five percent (35%)and :fifty percent (50%)of the Renton median
household income is eligible for a forty percent (40%)percent rate subsidy.For the calendar year
1999 those figures shall be less than fifteen thousand dollars ($15,000.00)per annum for a
seventy five (75%)rate subsidy and between fifteen thousand dollars ($15,000.00)and twenty
one thousand nine hundred dollars ($21,900.00)for a forty percent (40%)rate subsidy for single

occupancy,and for double occupancy less than seventeen thousand nine hundred :fifty dollars

($17,950.00)for a seventy five percent (75%)rate subsidy,and between seventeen thousand nine
hundred :fifty dollars ($17,950.00)and twenty five thousand :fifty dollars ($25,050.00)for a forty
percent (40%)rate subsidy.For households with more than two individuals qualifYing under
section 8-4-31.C of this Title,an additional five thousand dollars ($5,000.00)is added to the
income threshold per qualifYing individual.
SECTIONID.These rates shall become effective with billings computed on or
after January 1 ofthe year the budget is adopted.
