HomeMy WebLinkAboutORD 4356Amends CRn D's:4213. 4304.4253 Amended by ORD 4461.4585 CITY OF RENTON,WASHINGTON ORDINANCE NO.B56• AN ORDINANCE OF THE CITY OF RENTON,WASHINGTON,AMENDING SUBSECTIONS 8"2-2.A,B,AND C,8-2-2.G.l AND 2 OF CHAPTER 2,STORM-AND SURFACE WATER DRAINAGE,AND SUBSECTIONS 8-4- 31.B.1,2 AND 4,OF CHAPTER 4,WATER,OF TITLE VIII (HEALTH AND SANITATION)OF ORDINANCE NO.4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON"RELATING TO ANNUAL INCOME THRESHOLDS FOR ELIGIBILITY FOR LOW-INCOME UTILITY RATES. THE CITY COUNCIL OF THE CITY OF RENTON,WASHINGTON,DO ORDAIN AS FOLLOWS: SECTION I.Subsections 8-2-2.A,Band C of Chapter 2, Storm "and Surface Water Drainage,of Title VIII (Health and Sanitation)of Ordinance No.4260 entitled "Code of General Ordinances Of the City of Renton,Washington"are hereby suspended and no fur~her applications shall be taken for rate reductions under these-..>sections until the storm and surface water utility comprehensiv,e plan has been completed and approved by the Renton City Council. 1 SECTION II.Subsections 8-2-2.G and 8-2-2.G.l and 2 of Chapter 2,"Storm and Surface Water Drainage,of Title VIII (Health and"Sanitation)of Ordinance No.4260 entitled "Code of General Ordinances of the City of Renton,Washington"are hereby amended to read as fo.llows: :"8-2-2 .G.:The following persons are eligible to receive their "s,!::orm.and surface water drainage services for one dollar ($1.00) p~r_month ..,--In no event shall ,any,9ther rate reductions apply so that the rate is reduced below one dollar ($1.00)per month.The annual income thresholds for eligibility for the low-income rate are for the year 1992.The annual income threshold for eligibility 1 0 ORDINAlfCE NO.4356 for the low-income rate shall be annually adjusted by a percentage equal to the increase in the local consumer price index (urban wage earners and clerical workers). 8-2-2-G.l:Every single person,sixty two (62)years of age or older,and every single person totally and permanently disabled,residing in a single-family dwelling,either as owner, purchaser,or renter,whose income from all sources is nine hundred thirty three dollars ($933.00)per month or less,and eleven thousand one hundred ninety-six dollars ($11,196.00)per annum or less,or as amended. 2.In the case of marital community,both parties,husband and wife,residing in a single-family dwelling,either as owner, purchaser,or renter,and a...Both spouses being sixty-two (62)years of age or older,or b.One spouse is totally and permanently disabled and the other spouse is over sixty-two (62)years of age,or c.Both spouses are totally and permanently disabled whose total income from all sources is one thousand three hundred fifty-two ($1,352.00)per month or less,and sixteen thousand two hundred twenty-four dollars ($16,224.00)per annum or less,or as amended. SECTION II I.Subsections 8-4-31.B .1,2 and 4 of Chapter 4, Water,of Title VIII (Health and Sanitation)of Ordinance No.4260 entitled KCode of General Ordinances of the City of Renton, Washington"are hereby amended to read as follows: 2 ORDINANCE NO.4356 8-4-31.8.1 :A "low-income senior citizen"is defined as a person sixty-two (62)years of age or older who resides in a single-family dwelling that is separately metered for water usage, either as owner,purchaser,or renter,and whose total income, including that of his or her spouse or co-tenant,does not exceed the annual income thresholds for low income rate eligibility.For the calendar year 1992 those figures shall be eleve~thousand one hundred ninety six dollars ($11,196.00)per annum for single persons,and sixteen thousand two hundred thirty four dollars ($16,234.00)for married persons.The annual income threshold for eligibility for low-income rate shall be increased each calendar year proportionate to the increase in the local consumer price index (for urban wage earners and clerical workers). 2.A "low-income disabled citizen"is defined as 1)a person qualifying_for special parking privileges under RCW 46.16.381(1)(a) through (f);2)a blind person as defined in RCW 74.18.020;or 3)a disabled,handicapped,or incapacitated person as defined under any other existing State or Federal program who resides in a single- family dwelling that is separately metered for water usage,either as owner,purchaser or renter,and whose total income,including that of his or her spouse or co-tenant,does not exceed the annual income threshold for eligibility for low-income rate. 4.For those senior citizens and disabled persons whose income is equal to or less than the annual income threshold for eligibility for low income rate,the following rates for water service relating to such single-family dwelling in which such eligible person or persons permanently reside: 3 ORDINANCE NO.4356 seventy-five cents ($0.75)per month,limited to nine hundred (900)cubic feet of water per month. Any excess shall be charged as provided in Section 8-4- 31.A. SECTION IV.This Ordinance shall be effective upon its passage,approval,and thirty days after its publication.
