RESOLUTION NO. 3303 -
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
DECLARING A MORATORIUM ON BUILDING PERMITS, LAND USE
PERMITS AND SUBDIVISION PERMITS ON PROPERTY TO BE DE-
ANNEXED TO THE CITY OF NEWCASTLE LOCATED IN THE VICINITY
OF LAKEWOOD BOULEVARD N.E. , N.E. 50TH STREET AND S.E.
72ND STREET, AND SETTING A. PUBLIC HEARING TO CONSIDER
THE MORATORIUM ON FEBRUARY 23, 1998 .
WHEREAS, the City of Renton boundaries currently include the
property described in Exhibit A, attached hereto; and
WHEREAS, the City of Renton has been approached by residents
in the area and the City of Newcastle regarding de-annexing this
area so that it may be annexed into the City of Newcastle; and
WHEREAS, the City of Renton has indicated to the City of
Newcastle that it is willing to de-annex the subject area only if
the City of Newcastle provides evidence of its intention to annex
this area, by resolution; and
WHEREAS, the City of Newcastle has provided to the City of
Renton Resolution No. 148, which provides that the City of
Newcastle intends to annex the subject area and will take all
necessary steps to accomplish that annexation; and
WHEREAS, the City of Newcastle has, by Resolution No. 148,
asked the City of Renton to impose a moratorium on building
permits, land use permits, and subdivision permits; and
WHEREAS, it has been the experience of the City of Renton, as
well as other cities, that annexing an area which has been subject
to different zoning and development regulations has created

difficulties in planning, interpretation, and enforcement for the
staff of the annexing jurisdiction; and
WHEREAS, the City ,of Renton' s zoning and development
regulations which apply to the subject area are different from
those that will be imposed by the City of Newcastle in the subject
area, once annexed; and
WHEREAS, the City of Renton wants to cooperate with the City
of Newcastle' s efforts to annex this area and make the transition
a smooth one;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS :
SECTION I. The above recitals are found to be true and
correct in all respects .
SECTION II. There is hereby declared- a moratorium on the
acceptance of any permit applications and the issuance of any
permits for building, land use action, or subdividing in the area
described in Exhibit A, attached hereto.
SECTION III . There is hereby established a public hearing
date of February 23 , 1998, to accept public testimony on whether
or not the City should continue this moratorium.
SECTION IV. This moratorium shall be in place for a period
of 70 days, which moratorium may be extended or renewed one or
more times, but only if a public hearing is held and findings of
fact are made prior to each renewal or extension.

Legal Description
That portion of the Southeast Quarter of Section 29, Township 24 North, Range 5 East, W.M.,
in King County, Washington described as follows:
Beginning at the intersection of the north line of said Southeast Quarter with the westerly right-
of-way margin of Lake Washington Boulevard NE, being a point on the City Limits of Renton
as annexed by Ordinance 1823;
Thence westerly along said north line, and along said City Limits, to an intersection with the
northerly projection of the east line of Lot 169 of C. D. Hillman's Lake Washington Garden of
Eden Division No. 3 as recorded in Volume 11 of Plats, page 81, records of King County,
Washington;
Thence southerly along said northerly projection and said east line of Lot 169, and along said
City Limits, to an intersection with the northeasterly right-of-way line of NE 51st Street ( SE
73rd Place);
Thence southeasterly along said northeasterly right-of-way line of NE 51st Street, and along
said City Limits, to an intersection with the westerly right-of-way margin of 112th Avenue SE;

RESOLUTION NO. 148
A RESOLUTION OF THE CITY OF NEWCASTLE, WASHINGTON
DECLARING THE CITY'S INTENT TO CONSIDER AND PROCESS THE
ANNEXATION OF TERRITOY REQUESTED BY THE CITY OF
RENTON.
WHEREAS, a number of residents and owners of certain property located within
the City of Renton, Washington ("Annexation Area") have requested secession from the
City of Renton for the purpose of annexing to the City of Newcastle; and
WHEREAS, the properties to the north, south, and east of the Annexation Area
are within the city of Newcastle; and
WHEREAS, RCW 35.10.217 provides a method by which one city may annex
territory located within the boundaries of another city; and
WHEREAS, pursuant to RCW 35.10.217(2), on November 10, 1997, the City of
Renton adopted its Resolution No. 3291, copy attached as Exhibit A, requesting that
the City of Newcastle annex the Annexation Area, as described in that resolution;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF NEWCASTLE, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
Section 1. The City hereby declares its intent to consider and process the City
of Renton's request for the City to annex the property described in the City of Renton's
Resolution No. 3291, attached hereto as Exhibit A. The city staff is directed to take. all
action necessary for the City to consider and process Renton's annexation request.
Section 2. The City hereby requests that the City of Renton impose a
moratorium on development in the area proposed for annexation by the City.
