RESOLUTION NO. 3314
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, DECLARING
A .MORATORIUM ON RESIDENTIAL :DEVELOPMENT IN THE CENTER
::SUBURBAN LAND . USE DESIGNATION IMPLEMENTED BY CENTER
SUBURBAN (CS) ,._ RESIDENTIAL MULTI-FAMILY SUBURBAN CENTER
(RM-C) . ZONING CLASSIFICATIONS, THE ._CENTER NEIGHBORHOOD
LANDIUSE DESIGNATION IMPLEMENTED BY CENTER NEIGHBORHOOD
(CN).:; RESIDENTIAL: MULTI-FAMILY NEIGHBORHOOD (RM-N) ZONING
CLASSIFICATIONS, AND THE EMPLOYMENT AREA-COMMERCIAL LAND
USE :DESIGNATI.ON 'IMPLEMENTED BY THE -COMMERCIAL ARTERIAL .
(CA) ` :ZONE :-.CLASSIFICATION, ESTABLISHING A PUBLIC HEARING
DATE, - AND ESTABLISHING A TERMINATION DATE FOR THE
MORATORIUM.
WHEREAS, the intent of the Suburban Center (CS) , Neighborhood
. Center (CN) and-_Commercial Arterial (CA) land use designations in
-thea-Comprehensive Plan .is to provide balanced, mixed-use centers
-dominated by neither_:residential nor commercial land uses; and
WHEREAS, the multi-family capacity allowed in the CA zone was
added to the Comprehensive Plan in 1995 through a Comprehensive
Plan amendment and the city-wide impact of this additional capacity
was not included in the original capacity estimates . This capacity
has not yet been modeled for transportation and capital facilities
improvement analysis purposes; and
WHEREAS, the multi-family capacity allowed in the CS, CN, RM-
C, RM-N, and CA zones is not needed to meet regional growth
targets; and
WHEREAS, while commercial development was projected for at
least 501; of vacant sites in these designations, residential
development has occurred in numerous cases; and

WHEREAS, development receiving building permits in the CS, CN,
RM-C, RM-N and CA zones in 1997 has been 100% multi-family unit
types; and
WHEREAS, continuation of current trends could result in more
exclusively. residential: development in the Center.. Suburban, Center
__ Neighborhood and Employment .Area-Commercial designations than was
anticipated . in the Land. Use Element, Transportation Element or
Capital Facilities Element of the Comprehensive Plan; and
WHEREAS, the demand for multi-family development in the CS,
CN, RM-C, RM-N and CA zone classifications could reduce commercial
capacity overall in the Suburban -Center, Neighborhood Center and
. Employment. Area Commercial Land Use designations . This commercial
capacity is. needed to provide- goods and services to the residential
population, to _create economic ..opportunities and to maintain the
desired 2 to 1 jobs to .housing balance within the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS :
SECTION I. The above recitals are found to be true . and _
correct in all respects .
SECTION II. There is hereby declared a moratorium on
residential development in the CS, CN, RM-C, RM-N and CA zone
classifications until further analysis of capacity and conditions
in the Suburban Center-, Neighborhood Center and Employment Area
Commercial Land Use Designations can be determined. Such -analyss-
may include, but is not limited to, review of existing land use
mix, vacant land inventory, development density, locations of

desired uses, feasibility of mixed use development and development
standards .
SECTION III. There is hereby established a public hearing
date on March 23 , 1998 to accept public testimony on whether or not
the City should continue this moratorium.
SECTION IV. This moratorium shall be in place for a period
of six months, which moratorium may be extended or renewed for one
or more six month period(s) , but only if a subsequent public
hearing is held and findings of fact are made prior to each
renewal .
